Will aging voting machines cause more voters to experience long waits?

As the majority of voting machines in use today approach or exceed their expected lifetime, an increased number of voting machine failures are expected in upcoming elections. This study examines and quantifies the impact of less reliable voting machines, due to age, on the number of voters waiting longer than 30-min. G/G/s queue approximation and discrete event simulation are used in the analysis. Results show that if reliability measures — mean time between failures, mean time to repair, and availability — are within certain interval ranges, no additional voting machines are needed to ensure that no more than 5% of voters wait for longer than 30 min. However, significantly more voters would have long waits if the reliability of voting machines is poor. Accordingly, less reliable voting machines do not necessarily cause more voters to experience long waits. The proposed closed-form approximation formula and the simulation model are practical tools for election officials to evaluate the impact of less reliable voting machines on voting lines.

Diploma as signal? Estimating sheepskin effects in the Philippines

The screening theory of education argues that education does not necessarily enhance worker’s productivity, but serves only as a signal of worker’s pre-existing ability. Empirical studies found that the mere possession of a diploma increases wages disproportionately than without it, or the so-called sheepskin effects. Using a sample of urban non-agricultural wage workers in the Philippines, this paper finds substantial sheepskin effects for holding a tertiary diploma, even after controlling for individual heterogeneity. While returns to tertiary education are lower in the competitive (private) sector, there is evidence of diverging age-earnings profiles between tertiary and secondary graduates, indicating a productive value higher education.

IT managers’ vs: IT auditors’ perceptions of risks: An actor–observer asymmetry perspective

With the growing role of information technology (IT), many organizations struggle with IT-related risks. Both IT managers and IT auditors are involved in assessing, monitoring, and reporting IT risks, but this does not necessarily mean that they share the same views. In this study, we draw upon the actor–observer asymmetry perspective to understand differences in IT managers’ vs. IT auditors’ perceptions of risks. Through a quasi-experiment with 76 employees of a financial institution, we found that IT managers and IT auditors showed the expected actor–observer differences. Implications for both research and practice are discussed.

Learning bad habits across generations: How negative imprints affect human resource management in the family firm

Organizational learning can be a key shared value that perpetuates the familys and the family firms culture across generations. Imprinting theory helps to explain the impact that lessons learned and transmitted can have on the development of human resources in the family firm. However, the results of imprinting may not necessarily be positive, particularly when imprinting manifests itself in negative processes and expectations. Whereas imprinting and organizational learning are often associated with a “positive halo effect,” they have the potential to result in negative behaviors and deleterious firm-level outcomes. Employing imprinting theory as a framework, we highlight the potential dark side of imprinting within the family firm context and how it can damage human resource efforts and threaten company performance and firm survival. Finally, we suggest how bad habits may be broken and replaced with more effective routines so as to ensure the family firms continuity and success.

Analysis of correlation between actual heating energy consumption and building physics, heating system, and room position using data mining approach

Residential buildings in northern China have annually consumed over 4.4% of China’s total energy by space heating, and the proportion is still growing. A key task when making an energy conservation guide is to identify the parameters that have significant impacts on the building heating energy consumption. The traditional methods for this task, such as optimization-simulation, regression, and artificial neural network (ANN) methods, either require considerable amounts of computing capacity and time, or present the results in complex equations or networks that are difficult to understand. This study proposed a data mining approach to analyze the correlation between a building’s heating energy consumption and its physical & heating system parameters, based on a field survey of 5615 households from 116 buildings in Tianjin, a city in China’s cold winter climate region. The box-plot method was used to detect outliers in the original database, and determine the attributes. The information gain ratio calculation algorithm was applied to rank the correlation between the heating energy consumption per unit area (HECPA) and 16 (19) attributes on both household and building scales. Finally, the C4.5 decision tree classifier was used to model the correlations and output the classification rules. The results indicated that the win dow heat-transmission coefficient and type of heating-terminal were the two attributes that most sig nificantly affected the heating energy consumption on both scales. According to the classification rules, a higher window heat-transmission coefficient for a household usually resulted in a higher HECPA level, while buildings that used floor heating as their heating-terminals had a high probability of consuming more heating energy than those that used radiators. Nevertheless, a higher window-to-wall ratio may not necessarily result in more heating energy consumption. The main contribution of this study was the development of a promising approach that could assist in quickly understanding the hidden correlation between heating energy consumption and related factors through a massive amount of collected data.

Challenging conventional wisdom: Positive waiting

This paper calls for a re-examination of the conventional wisdom that making consumers wait for service is necessarily negative. This is important because after three decades of research on waiting, consumers still spend a considerable amount of time waiting, in an ever-widening range of contexts. And although there is a continuous and steady stream of waiting studies, there have been few significant advances in our understanding in recent years. We forward a set of challenging propositions that consider the positive effects of waiting. In contrast to established thinking, we propose that waiting attracts more consumers; increases perceived value; provides information to facilitate consumer decision-making; improves customer evaluations; and encourages positive anticipation. The propositions are supported theoretically and empirically by drawing on related disciplines. With this paper, we aim to stimulate new and innovative discussion around the topic of waiting, with particular emphasis on waiting in tourism services, and to question accepted knowledge in order to begin laying the basis for the next phase of research on consumer waiting.

Educational Data Mining: A review of evaluation process in the e-learning

Due to the growing interest in e-learning as an important process of teaching and learning, new mechanisms to evaluate its pedagogical effectiveness are necessaries. This review describes the scenario of 20 years corresponding to data mining research where the context is the e learning and the main subject is the evaluation aspect, which is considered a latent problem within this environment. Our goal is to provide an unexplored review of EDM research of the teaching and learning process considering the educational perspective. In order to obtain a more wide and complete review, the search of the bibliographic material was realized with the terms “data mining” and “education” which resulted in 525 articles. As exclusion criterion, articles that did not emphasize the improvement of the teaching and learning process were discarded, resulting in 72 articles. As result of our review, the analyzed papers show that the researches in EDM expanded into several areas and themes, for example, oriented studies on interactions between the educational actors, monitoring, and evaluation of teaching-learning process, administrators’ evaluation about the adopted pedagogical actions, learning risks, and recommendation and recovery of educational media. The review allowed to present perspectives, identify trends and observe potential research directions, such as behavioral research, collaboration, interaction and performance in the development of teaching-learning activities.

Reduced-complexity delay-efficient throughput-optimal distributed scheduling with heterogeneously delayed network-state information

We consider the problem of distributed scheduling in wireless communication networks where heterogeneously delayed queue lengths and channel states of all links are available at all the transmitters. In an earlier work (by Reddy et al. in Queueing Systems, 2012), a throughput-optimal scheduling policy (which we refer to henceforth as the policy) for this setting was proposed. We study the policy, and examine its two drawbacks — (i) its huge computational complexity, and (ii) its non-optimal average per-packet queueing delay. We show that the policy unnecessarily constrains itself to work with information that is more delayed than that afforded by the system. We propose a new distributed scheduling policy that fully exploits the common state information available to all transmitters, thereby greatly improving upon the computational complexity and the delay performance relative to those of the policy. We also establish the throughput optimality of our policy analytically. We evaluate the performance of the proposed policy and validate our analytical results through extensive numerical simulation. Thus, our work enlarges the ambit of networks for which throughput-optimal scheduling is practicable.

Fuzzy rule-based approach for design and analysis of a Trust-based Secure Routing Protocol for MANETs

The paper proposes a fuzzy rule-based approach for design and analysis of a Trust-Based Secure Routing Protocol for MANETs (TBSRPM). Due to highly dynamic behaviour of nodes the shortest route does not necessarily guarantee a secure route. Hence stability of route is not taken into consideration as the route can be easily break in the dynamic MANETs. Thus finding a stable and trusted route is of great importance. The proposed algorithm is the extension of the existing reactive routing protocol (AODV), developed for creating secure route between sources to destination. The protocol behaviour depends on TV and LOT as well as TV decides what level of security action is required. So based on TV, the data packet is encrypted. With the help of TV, malicious nodes can be easily eliminated and we can establish a best trusted route as well. Results show that the proposed TBSRP enhances MANETs.

Higher education, bridging capital, and developmental leadership in the Philippines: Learning to be a crossover reformer

The article presents findings from a research project which explored how experiences of higher education supported – or not – the emergence of developmental leadership and the formation of networks among leaders of three political and social movements in the Philippines in the post-Marcos era. Based on life history interviews with key leaders, the study points to the importance of different forms of social capital, especially bridging capital, in navigating a stratified system within this oligarchical democracy. Experiences of higher education were important for leaders development, but not necessarily in predictable ways.
