Desalination projects play a vital role in the water supply of coastal regions with scarce water resources. The risks associated with desalination projects are worth investigating, especially for large-scale projects. This paper presents the risk identification and evaluation processes of large-scale desalination projects. Two levels of risk indicators are identified and the first-level risks include water intake and outfall risk, processing risk, financial risk and circumstance risk. With the identified risk indicators, an integrated fuzzy comprehensive evaluation (FCE) and analytic hierarchy process (AHP) method is introduced to conduct quantitative risk evaluations for large-scale desalination projects. Twenty experts in desalination-related fields are invited to vote to determine the weighting vectors for the FCE through the AHP. They also participate in deciding the membership matrixes in the FCE for three practical desalination projects. The evaluation results indicate that the overall risks of all the considered projects are at the “Very low” level. Finally, to diminish the potential risks, several instructions and recommendations are suggested that depend on the evaluation outcomes. It is expected that the current risk evaluation research will make remarkable contributions to the risk management and control of large-scale desalination projects and further promote the development of the desalination industry.

2 Group fuzzy comprehensive evaluation method under ignorance
روش ارزیابی جامع فازی گروهی تحت جهل-2019
This paper aims at solving such a group fuzzy comprehensive evaluation (FCE) problem that the global or local ignorance may exist in judgments made by experts and the importance degrees of experts are differ- ent. The basic probability assignment (BPA) function is used to extract the expert’s judgment information and the super fuzzy relationship matrices consisting of the individual type and the general type are con- structed by Shafer’s discounting and Dempster’s rule. Then each type of super fuzzy relationship matrix is combined with factor weight set via a specified fuzzy operator and the comprehensive evaluation result that is a belief distribution on the power set of grade levels is obtained. A multi-objective programming model is established to compute the optimal belief distribution on each grade level and an algorithm is summarized to derive the final grade level that the evaluated alternative belongs to. Moreover, the nu- merical comparisons between the proposed method and relevant existing methods are given to clarify the advantages of the proposed method. Finally, an illustrative example is provided to demonstrate the applicability of the proposed method and algorithm. It is worth noting that the proposed method can be easily converted into a core algorithm, which is benefit for developing fuzzy expert system from the perspective of ignorance, and thus it has an important impact and significance on expert and intelligent systems.

3 Fuzzy comprehensive evaluation of port-centric supply chain disruption threats
ارزیابی جامع فازی از تهدیدات قطع زنجیره تامین بندر محور-2017
A port with reliable operations and management plays a pivotal role in ensuring supply chain continuity, given the integral role of ports in supply chains nowadays. As supply chain parties are closely linked to each other in todays globalised trade, any disruption at ports will have negative impacts on other supply chain players. This paper evaluates the likelihood and severity of these port-centric supply chain disruption (PSCD) threats using data collected from port operators worldwide through a survey ques tionnaire. The PSCD threats were first identified from existing literature and interviews and subsequently structured into the questionnaire for the respondents to rate these threats likelihood and consequence. The data were analysed using fuzzy comprehensive evaluation method. Each threat was ranked ac cording to the relative risk value assigned to it. The results show that the combined risk level rated by port operators is between low and medium, with threats pertaining to planning and infrastructure having the greatest contribution to the disruptions, and those related to security the lowest. Congestion within terminals, congestion at hinterland transfer, shortage of facilities or equipment, port equipment breakdown and inadequate port cargo-handling equipment are the key factors in causing disruptions. Indicators are then presented to act as early-detection of these threats to manage supply chain disruptions.

این مقاله یک سیستم شاخص‌های ارزیابی وضعیت موجود کارگران روستایی ساختمانی را طبق نظریه سلسله مراتب نیازهای مازلو ایجاد می‌کند. سپس وزن هر شاخص ارزیابی را بر اساس مدل AHP تحلیل می‌کند و وضعیت موجود کارگران روستایی را با روش ارزیابی جامع فازی ارزیابی می‌کند. با استفاده از این تحلیل، ما می‌توانیم شاخص‌های کلیدی تاثیر گذار بر مدیریت کارگران روستایی را در صنعت ساختمان داشته باشیم. در پایان، مقاله چندین سنجش انگیزشی را درباره مدیریت کارگران روستایی از لحاظ دستمزد و حقوق، امنیت و فرهنگ شرکت با هدف تقویت مدیریت کارگران روستایی با منابع محدود پیشنهاد می‌کند.
