1 Knowledge management and humanitarian organisations in the Asia-Pacific: Practices, challenges, and future pathways

While there is growing recognition amongst humanitarians that knowledge sharing and exchange are essential components of organisational efficiency and effectiveness, knowledge management processes in many human- itarian organisations are still inadequate. The review of knowledge management and international relations literature reveals limited research on the institutional memory of humanitarian organisations. This article aims to start filling this research gap by examining the use of explicit and tacit knowledge transfer in the humanitarian sector in the Asia-Pacific. It points to the embryonic stage of knowledge management and the reliance on tacit knowledge management consistent with the early stage of sector professionalization in the region. It reviews and analyses existing scholarly literature and manuals and draws on fieldwork interviews with key humanitarian personnel that primarily focus on natural hazards. The findings suggest institutional memory in the humanitarian sector remains ad hoc with limited long-term capture. There is a broad tendency in the region to rely on tacit knowledge transfer – interpersonal relationships and informal decision-making – as the dominant knowledge management practice. This reliance challenges knowledge management at the institutional level and indicates a weakness in the institutional memory of humanitarian organisations in the region. Our research raises questions about how to improve knowledge management practices within humanitarian organisations in the Asia-Pacific with significant implications for the sector more generally. A recalibration of tacit and explicit knowledge management would build institutional memory in humanitarian organisations. This requires a dual-track approach with codified documentation of experiences and greater emphasis on an institutional culture of knowledge sharing.

2 Disaster management training in the euregio-meuse-rhine: What can we learn from each other to improve cross-border practices?

Increasing numbers of disasters require comprehensive preparedness. Border regions are vulnerable as disasters might not halt at administrative borders. Cross-border coordination is therefore required. As integral part of cross-border collaborations initiative in the Meuse–Rhine Euregio (EMR), we reviewed published evidence informing on existing initiatives dedicated to disaster education in the EMR. A search based on the PRISMA guidelines for scoping reviews was conducted to retrieve articles in the following databases: Medline, PsychInfo and Scopus. The searches were limited to English, French, Dutch and German language articles and the period between January 2010 and June 2019. No restrictions were set for the study design or the type of methodology used. A total of 18 articles met the inclusion criteria out of a total of 1771 publications. Training development was found in two studies while nine studies focused on the state of knowledge in disaster management. Seven articles referred only to technical skills, three only to non-technical skills and eight combined both types of skills. For the technical nature, Knowledge was found seven times, Skills five times and Attitudes twice. On the non- technical side, Knowledge was found three and both Skills twice and Attitudes three times. Five studies trained and assessed all the Knowledge, skills and attitudes. Most of the studies constitute inventories with descriptive reporting and very few experimental studies of quality have been carried. Non-technical skills for disaster preparedness have been well considered among the articles. Cross-border collaboration needs to be further investigated.

3 Nurses knowledge, skills and preparedness for disaster management of a Megapolis: Implications for nursing disaster education

As frontline health caregivers, nurses must be adequately prepared to respond effectively to disasters. Therefore, it is necessary to assess nurses’ disaster management capacity to know their preparedness levels, especially for a densely populated Megapolis like Dhaka, which is at high risk of disasters. Thus, the study aimed to examine Dhaka city nurses’ knowledge, skills, preparedness (KSP) for disasters and explore the factors influencing the KSP levels. A self-explanatory descriptive survey questionnaire was developed adopting the Disaster Preparedness Evaluation Tool (DPET) in Bangla language for quantitative data collection. Following multistage sampling, 410 nurses’ data were collected from eight hospitals in Dhaka city. The nurses in Dhaka city had moderate levels of knowledge, skills, and preparedness for disaster management, reflecting that they need more development to deal with disasters effectively. Moreover, multiple linear regression analyses indicate that nurses’ disaster knowledge, skills, and preparedness scores were significantly positively associated with training on disaster management (p < 0.001) and disaster response experience (p < 0.001). In addition, one-half of the respondents demanded more drills and exercises on disaster management in their workplaces to enhance their disaster skills and preparedness. Furthermore, disaster education should be incorporated into the nursing curriculum, which would play a seminal role in preparing them for future disaster management.

4 Public perceptions on artificial intelligence driven disaster management: Evidence from Sydney, Melbourne and Brisbane

In recent years, artificial intelligence (AI) is being increasingly utilised in disaster management activities. The public is engaged with AI in various ways in these activities. For instance, crowdsourcing applications developed for disaster management to handle the tasks of collecting data through social media platforms, and increasing disaster awareness through serious gaming applications. Nonetheless, there are limited empirical investigations and understanding on public perceptions concerning AI for disaster management. Bridging this knowledge gap is the justification for this paper. The methodological approach adopted involved: Initially, collecting data through an online survey from residents (n = 605) of three major Australian cities; Then, analysis of the data using statistical modelling. The analysis results revealed that: (a) Younger generations have a greater appreciation of opportunities created by AI-driven applications for disaster management; (b) People with tertiary education have a greater understanding of the benefits of AI in managing the pre- and post-disaster phases, and; (c) Public sector administrative and safety workers, who play a vital role in managing disasters, place a greater value on the contributions by AI in disaster management. The study advocates relevant authorities to consider public perceptions in their efforts in integrating AI in disaster management.

5 Knowledge, attitude, and practice of forensic practitioners during COVID-19 pandemic in Arab countries

COVID-19 pandemic burdens forensic practice worldwide. The experience of crisis management is a lesson learned that guides future preparedness for similar casualties. Thus, the present study takes an in-depth look at the knowledge, attitude, and practice of forensic practitioners during the COVID-19 pandemic in the Arab world. A comprehensive questionnaire was adopted in compliance with optimum international standards for the management of deaths during the pandemic. The survey was electronically distributed in 13 Arab countries. The responses were received from 29 forensic practitioners from 11 countries. Total median knowledge, attitude, and practice scores of respondents constituted 37.9%, 74%, and 36.8% of optimum scores respectively. Regarding knowledge, better scores are related to risk assessment and routes of exposure to Coronavirus, whereas, least scores were related to ventilation and negative pressure system. Most of the participants had a positive attitude, 85.2% were concerned about proper management of COVID-19 deaths, and 77.8% trusted the decisions of their teams. Considering practice, better scores are related to forensic staff competence, whereas, least scores were related to the implementation of ideal safety measures. Participants described the management process as useful (52%), reliable (35%), high quality (21%), and cost-effective (17%), however, they expressed challenges as staff infection, limited resources, and infrastructure issues. This survey guides readjusting of procedures and future preparedness for similar disasters in the Arab world. This research adopted a questionnaire that could be used in initial and periodic assessments in any medicolegal institute worldwide. Also, it could support infrastructure projects and disaster management plans.

6 Life in riverine islands in Bangladesh: Local adaptation strategies of climate vulnerable riverine island dwellers for livelihood resilience

Adaptation is a key tool to reduce the climate change vulnerability of rural people whose livelihood is dependent on agriculture. An appropriate policy and strategy cannot be effective without a proper understanding of peoples’ climate change perception. This study intends to explore the local adaptation strategies of the riverine island (char) dwellers in the face of climate change hazards through a survey of 374 char dwellers living in the flood and riverbank erosion prone geographically isolated areas in Bangladesh. The study reveals almost no difference between the perception of char dwellers and the observed data on climate change. It further reports that the climate impacts make the char households a vulnerable community and minimize their livelihood resilience. A number of local adaptation strategies are adapted by char dwellers in the face of climate change effects which enhance their livelihood resilience. The study further reveals that homestead gardening, changing cropping pattern, tree plantation and migration are the most common strategies adapted by char dwellers. The study suggests that continuous development program and riverine island-based disaster management projects should be executed through an effective monitoring for enhancing char dweller’s livelihood resilience.

7 Disaster management digitally transformed: Exploring the impact and key determinants from the UK national disaster management experience

With the increasing social and economic devastation caused by disasters around the world, the international community and country-level National Disaster Management (NDM) authorities have placed improving their ways to mitigate, prepare for, respond to, and recover from disasters as a top priority. Technological advancements and the 4th Industrial Revolution are critical tools to help achieve this. However, they also present many challenges to traditional NDM systems by altering the fundamental operational, organizational, and social dynamics of conventional disaster management. Currently, there is a lack of research that studies these aspects beyond technology and examines the impact of digital transformation on the full life cycle of disaster management on the national level. Therefore, this research fills this gap by integrating interdisciplinary concepts from different research fields including Disaster Management, Information Systems, and Business Management to understand the impact and determinants of digital transformation in NDM systems. To achieve this, the research uses the Technology-Organization-Environment (TOE) framework and conducts semi-structured interviews with UK NDM experts. The results show that the impact of digital transformation on NDM is profound, paradoxical, multi-directional, and driven by a multitude of driving forces. This research makes many significant contributions to research and practice. Theoretically, this research expands the TOE framework beyond its original underpinnings by uncovering a new set of disaster-context determinants. It also presents an innovative Layered Cake FAST (Foundations-Approach-Strategy-Technology) Model that offers a unique roadmap for NDM on how to handle its digital transformation journey. Practically, the research presents several sets of useful expert- recommended actions.

8 Exploring the role of the sharing economy in disasters management

Improvements in information and communications technologies (ICTs) have facilitated the inclusion of the sharing economy (SE) in societies more than ever. In the aftermath of recent disasters, the SE played significant roles to help the affected people and support official responders. However, the literature has not effectively explored these roles, and thus, no framework can support the systematic inclusion of the SE in disasters management. This paper aims to address the gap through a two-stage exploratory research approach. First, we conduct a systematic literature review to identify the extent to which the SE is taken into consideration in disasters. After that, we investigate the role of three Iranian SE-based companies that were involved in the 2019 Iran floods response. We collect empirical data by conducting semi-structured interviews and reviewing official reports. Our findings indicate that very few studies discuss the different roles of the SE in disasters, although SE companies have often provided effective solutions to address critical post-disaster logistics challenges. Four research propositions are presented to describe emerging roles for SE companies. The contribution of our study is twofold. First, our research identifies the different roles that the SE could play in disasters and therefore, brings a new perspective to the literature. Second, the study suggests opportunities for collaboration and partnership models from the point of origin to delivery that can support coordination and logistics in disasters.

9 COVID-19 and China’s Hotel Industry: Impacts, a Disaster Management Framework, and Post-Pandemic Agenda

This exploratory study reviews the overall impacts of coronavirus disease 2019 (COVID-19) pandemic on China’s hotel industry. A COVID-19 management framework is proposed to address the anti-pandemic phases, princi- ples, and strategies. This study also suggests that COVID-19 will significantly and permanently affect four major aspects of China’s hotel industry—multi-business and multi-channels, product design and investment preference, digital and intelligent transformation, and market reshuffle.

10 A framework proposal to integrate humanitarian logistics practices, disaster management and disaster mutual assistance: A Brazilian case

Purpose: Industrial disasters, such as fires, chemical spills and radiation are issues that are often solved through industrial protocols or other internal procedures. Humanitarian logistics, in this context, is characterized by a process based on the flow of materials and people in a limited time. In this project, the focus is to apply the concepts of logistics, ensuring the right service, so that an industrial disaster is solved at the lowest cost and time, considering the characteristics of the actions performed in Brazil. Research: Based on researches, electronic and written materials, the project reviews the temporal linearity of humanitarian logistics and contextualizing the theme with international and national disasters, such as the collapse of the tailings dam in Fundão, in Minas Gerais, or an accident with Césio-137, occurred in Goiânia. Methodology/approach: Interviews with security professionals have made possible the development of a framework, which explains the step-by-step of the proposed logistical model. Originality/value: Based on this, Logistics preparedness and response tactics, aided by the Disaster Mutual Assistance, can guarantee faster and more effective results compared with usual methods of security from companies, as well as ensuring mutual cooperation between companies. Finally, the disasters solutions indicators industry such as Dematel, decision-making ensured the creation of a theoretical model that is distinguished by joining disaster management concepts allied to Humanitarian Logistics and business participation.
