31 Variable structure battery-based fuel cell hybrid power system and its incremental fuzzy logic energy management strategy
A hybrid power system consists of a fuel cell and an energy storage device like a battery and/or a supercapacitor possessing high energy and power density that beneficially drives electric vehicle motor. The structures of the fuel cell-based power system are complicated and costly, and in energy management strategies (EMSs), the fuel cell’s characteristics are usually neglected. In this study, a variable structure battery (VSB) scheme is proposed to enhance the hybrid power system, and an incremental fuzzy logic method is developed by considering the efficiency and power change rate of fuel cell to balance the power system load. The principle of VSB is firstly introduced and validated by discharge and charge experiments. Subsequently, parameters matching of the fuel cell hybrid power system according to the proposed VSB are designed and modeled. To protect the fuel cell as well as ensure the efficiency, a fuzzy logic EMS is formulated via setting the fuel cell operating in a high efficiency and generating an incremental power output within the affordable power slope. The comparison between a traditional deterministic rules-based EMS and the designed fuzzy logic was implemented by numerical simulation in three different operation conditions: NEDC, UDDS, and user-defined driving cycle. The results indicated that the incremental fuzzy logic EMS smoothed the fuel cell power and kept the high efficiency. The proposed VSB and incremental fuzzy logic EMS may have a potential application in fuel cell vehicles.

32 Taking up residence: A review of outcome studies examining residential treatment for youth with serious emotional and behavioural disorders
This review focuses on studies that examine factors influencing the long-term outcome of youth after discharge from residential treatment centres. We have identified 33 new publications since the last review was published necessitating the current review. These outcome studies published between 2008 and 2018 described outcomes at a minimum of thirty days after discharge. Pre-admission factors and intervention characteristics that influence behavioural outcomes, placement outcomes, family outcomes, treatment adherence as well as criminality were identified. Lack of randomised controlled studies makes it difficult to draw strong conclusions about efficacy of the residential treatment. We identified other gaps in the extant research design and outcome measures. Much of the research to-date has been informed by psychosocial models, without considering the fast growing stream of neurobiological data from genetic and imaging studies. A broader model encompassing psychosocial and neurobiological measures may improve our understanding of factors that influence outcomes after discharge. Over time this promises deeper insights and more tailored interventions resulting in improved quality of care and better outcomes.

33 On the validation of the Newcomb−Benford Law and the Weibull distribution in neuromuscular transmission
The neuromuscular junction represents a relevant substrate for revealing important biophysical mechanisms of synaptic transmission. In this context, calcium ions are important in the synapse machinery, providing the nerve impulse transmission to the muscle fiber. In this work, we carefully investigated whether intervals of spontaneous electrical activity, recorded in seven different calcium concentrations, conform to the Newcomb-Benford Law. Our analysis revealed that electrical discharge of neuromuscular junction yields the expected values for Newcomb-Benford Law for first and second digits, for different calcium concentrations. On the other hand, first-two digits archived conformity especially for concentrations much above the physiological level. We next examined previous theoretical studies, establishing a relation between the law and lognormal and Weibull distributions. We showed that the Weibull distribution is more appropriate to fit the intervals as compared to the lognormal distribution. Altogether, the present findings strongly suggest that the electrical discharge dynamics is characterized by base-invariance and scale-invariance, being the time intervals also well described by Weibull statistics.

34 Alberta not criminally responsible project: Part 1: Comparing the rates of incoming NCRMD persons and absolute discharges before and after Swain and Winko
The Canadian forensic mental health system was transformed following the two landmark Supreme Court of Canada cases of Regina v. Swain (1991) and Winko v. British Columbia (1999). The Swain decision led to the creation of a new forensic mental health system that moved towards balancing the needs of the patient with the safety of the public. The Winko decision ruled that review boards had to release all persons who did not pose a significant threat to the safety of the public, even persons whose threat level was uncertain. In this article, the authors conducted 20- year pre-post analyses for incoming not criminally responsible persons following the Swain decision and absolute discharges following Winko. The results indicated that there was a statistically significant increase of new/incoming NCRMD cases post-Swain and a statistically significant in- crease of absolute discharges post-Winko.

35 A deep reinforcement learning method for managing wind farm uncertainties through energy storage system control and external reserve purchasing
In deregulated environment, the wind power producers (WPPs) will face the challenge of how to increase their revenues under uncertainties of wind generation and electricity price. This paper proposes a method based on deep reinforcement learning (DRL) to address this issue. A data-driven controller that directly maps the input observations, i.e., the forecasted wind generation and electricity price, to the control actions of the wind farm, i.e., the charge/discharge schedule of the relevant energy storage system (ESS) and the reserve purchase schedule, is trained according to the method. By the well-trained controller, the influence of the uncertainties of wind power and electricity price on the revenue can be automatically involved and an expected optimal decision can be obtained. Furthermore, a targeted DRL algorithm, i.e., the Rainbow algorithm, is implemented to improve the effectiveness of the controller. Especially, the algorithm can overcome the limitation of the conventional reinforcement learning algorithms that the input states must be discrete, and thus the validity of the control strategy can be significantly improved. Simulation results illustrate that the proposed method can effectively cope with the uncertainties and bring high revenues to the WPPs.

36 Energy scheduling of a smart microgrid with shared photovoltaic panels and storage: The case of the Ballen marina in Samsø
This paper focuses on the Model Predictive Control (MPC) based energy scheduling of a smart microgrid equipped with non-controllable (i.e., with fixed power profile) and controllable (i.e., with flexible and programmable operation) electrical appliances, as well as photovoltaic (PV) panels, and a battery energy storage system (BESS). The proposed control strategy aims at a simultaneous optimal planning of the controllable loads, the shared resources (i.e., the storage system charge/discharge and renewable energy usage), and the energy exchange with the grid. The control scheme relies on an iterative finite horizon on-line optimization, implementing a mixed integer linear programming energy scheduling algorithm to maximize the self-supply with solar energy and/or minimize the daily cost of energy bought from the grid under time-varying energy pricing. At each time step, the resulting optimization problem is solved providing the optimal operations of controllable loads, the optimal amount of energy to be bought/sold from/to the grid, and the optimal charging/discharging profile for the BESS. The proposed energy scheduling approach is applied to the demand side management control of the marina of Ballen, Samsø (Denmark), where a smart microgrid is currently being implemented as a demonstrator in the Horizon2020 European research project SMILE. Simulations considering the marina electric consumption (340 boat sockets, a service building equipped with a sauna and a wastewater pumping station, and the harbour master’s office equipped with a heat pump), PV production (60kWp), and the BESS (237 kWh capacity) based on a public real dataset are carried out on a one year time series with a 1 h resolution. Simulations indicate that the proposed approach allows 90% exploitation of the production of the PV plant. Furthermore, results are compared to a naïve control approach. The MPC based energy scheduling improves the self-supply by 1.6% compared to the naïve control. Optimization of the business economy using the MPC approach, instead, yields to 8.2% savings in the yearly energy cost with respect to the naïve approach

37 Intelligent energy management strategy of hybrid energy storage system for electric vehicle based on driving pattern recognition
To achieve optimal power distribution of hybrid energy storage system composed of batteries and supercapacitors in electric vehicles, an adaptive wavelet transform-fuzzy logic control energy management strategy based on driving pattern recognition (DPR) is proposed in view of the fact that driving cycle greatly affects the performance of EMS. The DPR uses cluster analysis to classify driving cycles into different patterns according to the features extracted from the historical driving data sampling window and utilizes pattern recognition to identify real-time driving patterns. After recognition results are obtained, an adaptive wavelet transform is employed to allocate the high frequency components of power demand to supercapacitor which contains transient power and rapid variations, while the low frequency components are distributed to battery accordingly. The use of fuzzy logic control is to maintain the SOC of supercapacitor within desired level. The simulation results indicate that the proposed control strategy can effectively decrease the maximum charge/discharge current of battery by 58.2%, and improve the battery lifetime by 6.16% and the vehicle endurance range by 11.06% compared with conventional control strategies. Further demonstrate the advantage of hybrid energy storage system and the presented energy management strategy.

38 A novel optimal energy management strategy for offshore wind/ marine current/battery/ultracapacitor hybrid renewable energy system
Climate change and high energy demand have significantly increased the need for renewable energy sources (RES). Marine and ocean energy sources draw attention through their high energy potential. Offshore wind and marine current energy is an attractive RES with great potential. The wind and current energy in the marine produces an intermittent and unstable power by nature. Energy storage systems are the most effective solution to minimize power fluctuations in the system and to ensure stable energy demand. This paper presents a novel optimal energy management strategy (NOEMS) for optimal power flow control of the offshore wind/marine current/battery/ultracapacitor hybrid power generation system and for the most efficient harvesting of hybrid renewable energy system (HRES). The proposed NOEMS algorithm calculates as real time the amount of power generated by the HRES and demanded by the load. In this study, nine different dynamic operation modes were considered. Experimental results have shown that the battery and ultracapacitor support to the HRES. In this study, the dynamic behavior of the NOEMS algorithm was investigated by performing a sudden load test from 18 W to 30 W. The NOEMS algorithm shows that the system can minimize power loss, voltage fluctuation, control the charge/ discharge status of the battery and ultracapacitor. The proposed algorithm continuously shifts the required power over the hybrid energy storage system to provide the load demand continuously.

39 A dynamic charging strategy with hybrid fast charging station for electric vehicles
The popularity of electric vehicles (EV) have been on the rise with technological advancements and environmental concerns. The charging time and charging demand are important challenges for EV adaptation. In order to address these challenges, a DC fast charging technology with a dynamic energy management system is proposed in this study. However, DC fast chargers require high power demand periods to reduce the charging time. This, in turn, will cause negative effects on the grid such as stability, resilience, and efficiency problems. The purpose of the study is to evaluate a hybrid DC fast charging station with the aim of reducing peak demand during charging periods. The proposed energy management algorithm together with the dynamic data use provides more reliable results on such systems operations. With the proposed control algorithm, both peak demand from the grid is substantially reduced by 45% and the battery life span is extended thanks to more controlled charge/discharge coordination.

40 Criminal recidivism among justice-involved veterans following substance use disorder residential treatment
Veterans in treatment for substance use disorders (SUD) often report past criminal offending. However, the rate of criminal recidivism in this population is unknown. Further, prior research in veterans has not examined personality factors as predictors of recidivism, despite the prominence of such factors in leading models of recidivism risk management. We examined these issues in a secondary data analysis of 197 military veterans with a history of criminal offending who were enrolled in an SUD residential treatment program. Participants were interviewed using several measurement instruments at treatment entry, one month into treatment, treatment discharge, and 12 months post-discharge. Most veterans (94%) had a history of multiple charges, and 53% had recent involvement in the criminal justice system at the time of treatment entry. In the 12 months postdischarge, 22% reported reoffending. In addition, 30% of patients who had been recently involved in the criminal justice system at treatment entry reoffended during follow-up. Higher friend relationship quality (OR = 2.32, 95% CI [1.03, 5.21]) at treatment entry and higher staff ratings of patients’ relationship quality with other residents during treatment (OR=2.76, 95% CI [1.40, 5.41]) predicted lower odds of recidivism postdischarge. After accounting for these factors, smaller reductions during treatment in the personality trait of Negative Emotionality predicted an increased risk for criminal recidivism post-discharge (OR = 1.13, 95% CI [1.01, 1.26]). Results support augmenting the curriculum of SUD programs for veterans with services aimed at reducing risk for criminal recidivism, with a focus on interventions that directly target patients’ social support networks and tendencies towards negative emotionality.
