بخشیدن اختیار به عنوان یک مفهوم پویا برای بهبود کیفیت خدمات و بهره وری عملی به صورت گسترده ای در صنعت مهمانداری مورد نظر قرار می گیرد. مفیدترین دیدگاهها برای اختیار بخشیدن به کارکنان همیشه واضح نیستند. این مقاله ازطریق دنبال کردن درک عوامل اساسی که به تمایل کارکنان جهت صاحب اختیار شدن، انگیزه می دهند یا سلب انگیزه می کنند، درمنابع علمی سهیم است. داده های کیفی ازطریق 22 مصاحبه نیمه - ساختاریافته با مدیران، سرپرستان و کارکنان هتل های دارای رتبه چهار و پنج ستاره در شرق مالزی جمع آوری شدند. علاوه بر عوامل مورد انتظار مثل دانش به دست آمده کارکنان و داشتن اختیار روانشناختی، همچنین پی برده شد که ارزشها و باورهای کارکنان بر تمایل آنها جهت داشتن اختیار اثر می گذارند. این یافته ها در درک دیدگاههای کارکنان درمورد روشهای بخشیدن اختیار در زمینه های عملی در هتلهای خوشگذرانی شرق مالزی مهم هستند.

2 Migrant workers in Sabah, East Malaysia: The importance of legislation and policy to uphold equity on sexual and reproductive health and rights

Sabah, located in Southeast Asia, hosts the highest number of nonMalaysian citizens (27.7%), predominantly the Indonesian and Filipino migrants in comparison to other states in Malaysia. Sabah has inadequate data on migrants sexual and reproductive health and rights (SRHRs). Various migrant-related policies and laws are present, but they do not offer full protection and rights to legal migrants in terms of their SRHRs. The aim of the laws and policies appears to be controlling the migrants from having any negative impact on the locals, rather than protecting migrants health and rights. This affected their rights to marriage, having children, increase their vulnerabilities to labour trafficking and sexual abuse and access to health-care services. Female migrant workers and undocumented migrants form the most vulnerable subgroups of migrants. This narrative review highlights the status of SRHRs of migrants in Sabah and the migrant-related Malaysian laws and policies affecting their SRHRs.

3 A fuzzy multi-criteria decision support system for evaluating subsea oil pipeline routing criteria in East Malaysia

Selecting suitable pipeline routes is essential to the success of any oil exploration and transportation pro- ject, and proper prioritization of the diverse routing criteria is an integral component of the route selection endeavor. However, recent researches reveal that accurate prioriti- zation of routing criteria, particularly in an offshore/subsea environment, has not been sufficiently addressed. With global attention rapidly expanding from terrestrial explo- ration to offshore and subsea oil pipeline operations, this study addresses the offshore pipeline routing ranking concerns. A hybrid multi-criteria decision support system was developed by integrating fuzzy logic-based ap- proximate reasoning (AR) and Analytic Hierarchy Process (AHP) mathematical models. Twelve diverse criteria and sub-criteria in an oil-rich basin offshore east Malaysia were examined to determine their impact in the selection of an optimal pipeline route in the area. These were subsequently classified into three broad categories: economic, engi- neering, and environmental routing criteria. The integrated system (AR-AHP) was used to determine the relative im- portance of the criteria using different fuzzy membership functions and linguistic variables.
