Background Food fraud is the deliberate and intentional act of substituting, altering or misrepresenting foodstuff for financial gain. Economical motivations for food fraud result in criminals focusing on opportunities to commit fraud rather than targeting specific products, thus reducing the probability of food fraud being detected. Although primarily for financial gain, food fraud can impact consumer wellbeing. Therefore, authenticating food is a key stage in protecting consumers and the supply chain. Food manufacturers, processors and retailers are increasingly fighting back as occurrences of food fraud become more prevalent, resulting in a greater focus on detection and prevention.
Scope and approach
The aim of this review paper is to highlight and assess food fraud and authenticity throughout the food supply chain. Food fraud is a significant issue across the food industry, with many high-profile cases coming to public attention. Hence, this paper shall discuss the impact of food fraud on both consumers and manufacturers, the current and future trends in food fraud and methods of defence that are currently in use. Furthermore, emerging issues, such as the COVID-19 pandemic and Brexit, shall be discussed alongside the challenges they yield in terms of food fraud detection and prevention.
Key findings and conclusions
The incidence of food fraud is diverse across the sector, rendering it difficult to quantify and detect. As such, there are numerous food safety and traceability systems in use to ensure the safety and authenticity of food. However, as food fraud continues to diversify and evolve, current methods of detection for guaranteeing authenticity will be drastically challenged. Issues, such as the COVID-19 pandemic and Brexit, have instigated increased demand for food. This combined with reduced industry inspections, weakened governance, audits and ever-increasing pressure on the food industry has exposed greater weaknesses within an already complex system.

2 The Chinese milk supply chain: A fraud perspective

Food fraud has become a serious concern all over the world and especially in China. The melamine contaminated infant formula in 2008 has brought food fraud in the spotlights. This incident had grave consequences for the Chinese citizens as well as the Chinese milk industry. Fraud vulnerability assessments are the first step towards food fraud prevention and mitigation. To combat food fraud, one has to think like a criminal. In the current study, we determined the most vulnerable points in the Chinese milk supply chain, and examined the underlying causes. The fraud vulnerability perceived by 90 Chinese dairy farmers and 14 milk processors was evaluated with the SSAFE food fraud vulnerability assessment tool. Overall, actors perceived the milk supply chain as low to medium vulnerable to food fraud. Farmers appeared significantly more vulnerable than processors due to enhanced opportunities and motivations, and less adequate controls. Both geographical location of the farms and their size affected their perceived fraud vulnerability significantly.

3 DNA barcoding reveals chaotic labeling and misrepresentation of cod (鳕, Xue) products sold on the Chinese market

The increasing rate of seafood frauds, especially in the case of highly priced species, highlights the needof verifying the identity of fish products. This paper describes the application of DNA barcoding to the identification of 52 products commercialized with the Chinese term 鳕 (Xue, Cod) in supermarkets(Nanjing and Shanghai) and in the online market. Considering the lack of harmonization around the definition of Cod, the mislabeling rate was assessed according to three increasingly stringent definitions: Cod meaning Gadiformes species; Cod meaning Gadus spp.; Cod not meaning any specific species, since a qualifier (“Atlantic”, “Pacific” or “Greenland”) should be added in order to refer to Gadus morhua, Gadus macrocephalus or Gadus ogac, respectively.Results highlighted a very high mislabeling rate, which exceeded 60% even with the less stringent definition. Interestingly, only 42.3% of the samples were Gadiformes, while the others were Perciformes, Pleuronectiformes or toxic Tetraodontiformes species. Economic, ecological and health issues arising from the misuse of the term Cod are discussed in the light of the leading role of China in the seafood worldwide industry and of the increased national consumption of marine species.© 2015 Published by Elsevier Ltd.
