1 A conceptual IoT-based early-warning architecture for remote monitoring of COVID-19 patients in wards and at home

Due to the COVID-19 pandemic, health services around the globe are struggling. An effective system for monitoring patients can improve healthcare delivery by avoiding in-person contacts, enabling early-detection of severe cases, and remotely assessing patients’ status. Internet of Things (IoT) technologies have been used for monitoring patients’ health with wireless wearable sensors in different scenarios and medical conditions, such as noncommunicable and infectious diseases. Combining IoT-related technologies with early-warning scores (EWS) commonly utilized in infirmaries has the potential to enhance health services delivery significantly. Specifically, the NEWS-2 has been showing remarkable results in detecting the health deterioration of COVID-19 patients. Although the literature presents several approaches for remote monitoring, none of these studies proposes a customized, complete, and integrated architecture that uses an effective early-detection mechanism for COVID-19 and that is flexible enough to be used in hospital wards and at home. Therefore, this article’s objective is to present a comprehensive IoT-based conceptual architecture that addresses the key requirements of scalability, interoperability, network dynamics, context discovery, reliability, and privacy in the context of remote health monitoring of COVID-19 patients in hospitals and at home. Since remote monitoring of patients at home (essential during a pandemic) can engender trust issues regarding secure and ethical data collection, a consent management module was incorporated into our architecture to provide transparency and ensure data privacy. Further, the article details mechanisms for supporting a configurable and adaptable scoring system embedded in wearable devices to increase usefulness and flexibility for health care professions working with EWS.

2 Accountability as mourning: Accounting for death in the time of COVID-19

In view of the increasing coronavirus death toll around the globe, centralized governments have been put under the spotlight to account for the deaths in the sovereign states they represent. But could it be a problem if we simply hold governments accountable for deaths by demanding accurate and transparent accounting of the total? Is there a better way to account for deaths in a pandemic without ignoring the pathos of loss and undermining our capacity to act spontaneously? I engage with these questions by looking at how the ethics/politics of death, as two sides of the same coin, affect our understanding of accountability in the time of COVID-19. I distinguish between two types of accountability that correspond to the two meanings of “account for”: “to explain the reason or the cause of something” and “to form part of a total” (Cambridge Dictionary1). The second type of accountability, informed by a Deleuzian ethics of death, is explored through an interpretative case study of accounting for the deaths in Wuhan, where the global pandemic began. It shows that accountability is essentially a freedom-enabled endeavour to account for deaths through our repetition in mourning, which forms part of honouring the dead, the dying and the living. This new configuration implies that a more radical form of accounting is needed in order to appreciate the value of life and be mindful of the socio-psychological costs associated with deaths.

3 Understanding social entrepreneurship: A cultural perspective in business research

This study investigates the cultural drivers of social entrepreneurship (SE), focusing on the way in which Global Leadership and Organizational Behaviour Effectiveness (GLOBE) affects social entrepreneurial activity (SEA) in different countries. The Global Entrepreneurship Monitor (GEM) and GLOBE project were used as data sources. Cultural values, regional affiliation, and economic development levels were used to cluster the selected coun- tries. Correlations between values and operating SEA were checked for the entire sample, as well as for each of the three clusters. A positive correlation between ‘Gender Egalitarianism’ and narrowly defined operating SEA and negative correlation between ‘Uncertainty Avoidance’ and the aforementioned SEA was confirmed for all the countries, while the linkage between ‘Future Orientation’, ‘In-group Collectivism’, and operating SEA was par- tially verified. Research results suggest that culture is not sufficient to justify national differences in SE rates.

Visual recognition ecosystems (e.g. ImageNet, Pascal, COCO) have undeniably played a prevailing role in the evolution of modern computer vision. We argue that interactive and embodied visual AI has reached a stage of development similar to visual recognition prior to the advent of these ecosystems. Recently, various synthetic environments have been introduced to facilitate research in embodied AI. Notwithstanding this progress, the crucial question of how well models trained in simulation generalize to reality has remained largely unanswered. The creation of a comparable ecosystem for simulation-to-real embodied AI presents many challenges: (1) the inherently interactive nature of the problem, (2) the need for tight alignments between real and simulated worlds, (3) the difficulty of replicating physical conditions for repeatable experiments, (4) and the associated cost. In this paper, we introduce ROBOTHOR to democratize research in interactive and embodied visual AI. ROBOTHOR offers a framework of simulated environments paired with physical counterparts to systematically explore and overcome the challenges of simulation-to-real transfer, and a platform where researchers across the globe can remotely test their embodied models in the physical world. As a first benchmark, our experiments show there exists a significant gap between the performance of models trained in simulation when they are tested in both simulations and their carefully constructed physical analogs. We hope that ROBOTHOR will spur the next stage of evolution in embodied computer vision.

Insights into involuntary hospital admission procedures for psychiatric patients: A 3-year retrospective analysis of police records-2020
The procedure of involuntary hospitalization has been an ongoing subject of study. Its implementation requires the systematic co-ordination between the Justice and Health Care systems around the globe. In the case of Greece, the procedure under discussion is regulated by Law 2071/1992, which designates the Police as the agent that links the aforementioned systems together. The present study aims to shed light upon the procedure of involuntary hospitalizations, regarding the preparatory stage and the Police involvement up to the individuals’ admission to the on-call hospital for a mental health assessment (MHA). The entry data of two police stations in Athens was recorded by the respective Duty Officer responsible for each case. The police records were retro- spectively inspected and information on socio-demographic, clinical and parametric characteristics was extracted. The data collection took place between March and July 2020 and included 324 cases, 80.3% of which referred to involuntary hospitalizations; 17.6% of sample cases did not meet the criteria of the procedure, as opposed to 1.9% of the cases in which the patients eventually ended up being voluntarily admitted and after- wards hospitalized for treatment. There was a statistically comparison of socio-demographic, clinical and parametric variables in relation to the status of hospitalization groups (involuntary, voluntary and no hospi- talization). Additionally, statistical comparisons were made between parametric and clinical variables in relation to the type of prosecution order (written: standard route, oral: emergency route). Acute mental health deteri- oration accounted for around 45% of the total data and it has been identified as the main factor for informing the Hearings Prosecutor office mainly by the patient’s family and subsequently proceeding to the issuance of an order (in either written or oral form) to the Police. This enables the Police to escort the individuals and lead them to a psychiatric unit for mental health assessment (MHA) and based on this, for involuntary hospitalization if deemed necessary. In 87.9% of the cases, the individual was transported by police vehicles over a time span ranging from the very same day to 22 days. In total, the written prosecution orders (63.6%) outnumbered the oral ones (36.7%). The findings of the present study demonstrate that the Prosecution order type varies signif- icantly depending on the causes that instigated the involuntary hospitalization procedure. The psychiatric de- cision whether there should be hospitalization or outpatient therapy also significantly varies depending on the diagnosis. Lastly, the results point out that the need for improvement and further clarification of the afore- mentioned Greek Law is absolutely essential.

7 Fingerprint image enhancement and reconstruction using the orientation and phase reconstruction

Fingerprints are the one of the most important means in the forensics as a means of iden- tification of the criminals owning to the uniqueness and the distinct features in them. Fingerprint identification is considered as an important means for the identification of the people around the globe. Minutiae are the details present in the human fingerprints which are used as a means of identification and verification. Minutiae are the distinctive points which can be used for the effective reconstruction of the fingerprint image. However, there was a limitation that was considered. The minutiae points are completely not enough for reconstruction of the image. Many spurious minutiae are not included and the results for the latent fingerprints are not as accurate as they are for the normal data sets. In this paper, a novel technique has been proposed which considers the minutiae density and the orientation field direction for the reconstruction of the fingerprint. Two public domain databases Fingerprint verification competition 2002 (FVC2002) and fingerprint verification competition 20 04 (FVC20 04) have been used for the experimental results and to validate the suggested methods for the fingerprint reconstruction and enhancement.

8 Sustainability-informed multi-criteria decision support framework for ranking and prioritization of pavement sections

Ranking and prioritizing pavement infrastructure for maintenance and rehabilitation have become major undertakings for several departments of transportation around the globe. This is a complex decisionmaking problem because multiple and conflicting criteria can contribute to the assessment. Multicriteria decision analysis (MCDA) techniques evaluate the trade-off between several quantitative and qualitative criteria and facilitate complex decision-making. This research introduces a framework based on MCDA to support pavement management decision making, while quantifying emerging sustainability-related factors such as safety, noise, and pollution in the decision-making process. The framework features include 1) identifying pavement management main decision elements: objectives, criteria, and attributes by detailing the problem with a five-level hierarchy structure; 2) employing combined analytic hierarchy process and multi-attribute utility theory to develop representative set of utility functions; and 3) ranking and prioritizing large networks of pavement sections while incorporating sustainability-related criteria. Data used to assess the decision criteria and develop the utility functions is extracted by means of a questionnaire survey completed by professionals working in the field of pavement management. The proposed method is applied to a case study consisting of ten pavement sections extracted from the long-term pavement performance database, wherein the sections are ranked based on their attributes. Sensitivity analysis is performed to evaluate the impact of the different criteria on the ranking process. The proposed method has shown potential in ranking pavement networks based on the identified criteria. Future work can test the performance of the proposed methodology with a full-scale pavement network and apply it to other civil infrastructure assets to evaluate its performance with different types of projects.

9 The lighthouse effect: How successful entrepreneurs influence the sustainability-orientation of entrepreneurial ecosystems

The Sustainable Development Goals (SDGs) agreed by the United Nations are a call to action for policy- makers around the globe to tackle grand societal challenges. Sustainability start-ups can help meet some of the most pressing challenges. Regions of start-up activity are commonly referred to as entrepreneurial ecosystems (EEs), although the share of sustainability start-ups varies markedly from one EE to another. While literature on EEs is abundant, scholarly work on sustainability-oriented EEs, i.e. those with a high share of sustainability start-ups, is still relatively scarce. In particular, there is limited understanding of the reasons why some EEs have a higher share of sustainability start-ups than others. The present paper considers this gap in the literature by contrasting the EEs of Berlin and Lagos, which have very different shares of sustainability start-ups. Forty interviews conducted with founders, investors, hubs and government representatives in both EEs showed that particularly successful start-ups in an EE, so-called lighthouses, play an important role in shaping the cultural, social and material attributes of an EE. This means that the sustainability orientation of these lighthouses is instrumental in creating environments in which sustainability start-ups can flourish. Moreover, lighthouses can attract new talent and resources to a region, which further underlines their role as accelerators of an EE towards sustainability. Overall, the lighthouses are a critical factor in explaining the share of sustainability start-ups. Policy- makers can strengthen this effect by giving access to extra resources and opportunities to promising start-ups and by showcasing their success.© 2020 The Authors. Published by Elsevier Ltd. 10 Copyright protection for AI-generated outputs: The experience from China

Artificial intelligence (AI) is involved more frequently in the creative process nowadays, which raises debates associated with copyright protection for its outputs across the globe, China included. On 25 April 2019, the Beijing Internet Court released the first decision in relation to the copyrightability of the output automatically generated by computer software in China. In this case, the Beijing Internet Court held that copyrightable works should be created by natural persons, and therefore denied copyright protection for the output intelligently generated by computer software although it possessed originality. In another case decided on 24 December 2019, the Nanshan District Court of Shenzhen approved that the output automatically generated by computer software was copyrightable, holding that the review generated by an intelligent writing software conformed to the formal requirements of written works and it could be granted copyright protection. This article analyses these two cases in detail and describes the experience of China in copyright protection for AI-generated outputs. As the first two cases about copyrightability of AI-generated outputs in China, the two cases play a significant role in future copyright protection of such outputs nationally and internationally. The two cases indicate that some of AI-generated outputs are eligible for copyright protection in China. Instead of challenging the existing doctrines of modern copyright regime, the two decisions provide a mechanism for copyright protection of AI-generated outputs within the current human-centered copy- right law realm.© 2021 Yong Wan and Hongxuyang Lu.
