1 Linear Programming Bounds for Approximate Quantum Error Correction Over Arbitrary Quantum Channels

While quantum weight enumerators establish some of the best upper bounds on the minimum distance of quantum error-correcting codes, these bounds are not optimized to quantify the performance of quantum codes under the effect of arbitrary quantum channels that describe bespoke noise models. Herein, for any Kraus decomposition of any given quantum channel, we introduce corresponding quantum weight enumerators that naturally generalize the Shor-Laflamme quantum weight enumerators. We establish an indirect linear relationship between these generalized quantum weight enumerators by introducing an auxiliary exact weight enumerator that completely quantifies the quantum code’s projector, and is independent of the underlying noise process. By additionally working within the framework of approximate quantum error correction, we establish a general framework for constructing a linear program that is infeasible whenever approximate quantum error correcting codes with corresponding parameters do not exist. Our linear programming framework allows us to establish the non-existence of certain quantum codes that approximately correct amplitude damping errors, and obtain non-trivial upper bounds on the maximum dimension of a broad family of permutation-invariant quantum codes.

Quantum computing is implicated as a next-generation solution to supplement traditional von Neumann architectures in an era of post-Moore’s law computing. As classical computational infrastructure becomes more limited, quantum platforms offer expandability in terms of scale, energy consumption, and native 3-D problem modeling. Quantum information science is a multidisciplinary field drawing from physics, mathematics, computer science, and photonics. Quantum systems are expressed with the properties of superposition and entanglement, evolved indirectly with operators (ladder operators, master equations, neural operators, and quantum walks), and transmitted (via quantum teleportation) with entanglement generation, operator size manipulation, and error correction protocols. This article discusses emerging applications in quantum cryptography, quantum machine learning, quantum finance, quantum neuroscience, quantum networks, and quantum error correction.

3 Assessing the Needs of the Quantum Industry

Background: Quantum information science and technology (QIST) has progressed significantly in the last decade, such that it is no longer solely in the domain of research labs, but is now beginning to be developed for, and applied in, industrial applications and products. With the emergence of this new quantum industry, a new workforce trained in QIST skills and knowledge is needed. Research Questions: To help support the education and training of this workforce, universities and colleges require knowledge of the type of jobs available for their students and what skills and degrees are most relevant for those new jobs. What are these jobs, skills, and degrees? Methodology: We report on the results from a survey of 57 companies in the quantum industry, with the goal of elucidating the jobs, skills, and degrees that are relevant for this new workforce. Findings: We find a range of job opportunities from highly specific jobs, such as quantum algorithm developer and error correction scientist, to broader jobs categories within the business, software, and hardware sectors. These broader jobs require a range of skills, most of which are not quantum related. Furthermore, except for the highly specific jobs, companies that responded to the survey are looking for a range of degree levels to fill these new positions, from bachelors to masters to Ph.D.s. Contribution: With this knowledge, students, instructors, and university administrators can make informed decisions about how to address the challenge of increasing the future quantum workforce.

4 Building a Quantum Engineering Undergraduate Program

Contribution: A roadmap is provided for building a quantum engineering education program to satisfy U.S. national and international workforce needs. Background: The rapidly growing quantum information science and engineering (QISE) industry will require both quantumaware and quantum-proficient engineers at the bachelor’s level. Research Question: What is the best way to provide a flexible framework that can be tailored for the full academic ecosystem? Methodology: A workshop of 480 QISE researchers from across academia, government, industry, and national laboratories was convened to draw on best practices; representative authors developed this roadmap. Findings: 1) For quantum-aware engineers, design of a first quantum engineering course, accessible to all STEM students, is described; 2) for the education and training of quantum-proficient engineers, both a quantum engineering minor accessible to all STEM majors, and a quantum track directly integrated into individual engineering majors are detailed, requiring only three to four newly developed courses complementing existing STEM classes; 3) a conceptual QISE course for implementation at any postsecondary institution, including community colleges and military schools, is delineated; 4) QISE presents extraordinary opportunities to work toward rectifying issues of inclusivity and equity that continue to be pervasive within engineering. A plan to do so is presented, as well as how quantum engineering education offers an excellent set of education research opportunities; and 5) a hands-on training plan on quantum hardware is outlined, a key component of any quantum engineering program, with a variety of technologies, including optics, atoms and ions, cryogenic and solid-state technologies, nanofabrication, and control and readout electronics.

5 Design of a fingerprint template protection scheme using elliptical structures

Although biometric authentication is viewed as more prominent than password or token-based methodology in identity verification, biometric templates are vulnerable to attacks. This paper proposes a new approach for securing fingerprint templates using elliptical structures generated from the fingerprint minutiae. Authors generate a feature vector from the ellipse and will be projected onto a 3D-space to compute a binary string. The resultant binary string is transformed to frequency domain (DFT) and multiplied with a user specific random matrix to make it permanently non-invertible and secure. The results show the efficacy of the proposed method for protecting the fingerprints. c 2021 The Korean Institute of Communications and Information Sciences (KICS). 6 Big data management capabilities and librarians innovative performance: The role of value perception using the theory of knowledge-based dynamic capability

This study extended the concept of knowledge-based dynamic capabilities from a firm level to individual level and investigated the relationship between big data management capabilities and innovative performance of university librarians in selected Ghanaian universities. The role of big data value perception as a mediator was also assessed using the PLS-SEM. Data were validated with Cronbach’s alpha above 0.8 and with factor analysis and further convergent and discriminant validity tests. AVE values were higher than 0.5 and CR above AVE and discriminant validity test scores below 0.6. Statistical significance was at a P-value of 0.05. Knowledge-based dynamic capabilities (KDC) were found not to have a direct significant influence on innovative performance (IP) (r2 = 0.109) of librarians. However, KDC positively influenced the perceived value for big data management (BDVP) (r2 = 0.674) with the later having a significant effect on the innovative performance of librarians (r2 = 0.777). BDVP among librarians was found to significantly mediate the relationship between KDC and IP such that KDC indirectly recorded a higher path coefficient (r2 = 0.524) than its initial direct effect of 0.109. Library managers and librarians are encouraged to develop big data management capability of staff to help create positive perceptions about the relevance of the field to enhance innovation and improved performance.

7 The trustworthiness of travel and tourism information sources of social media: perspectives of international tourists visiting Ethiopia

Credibility of social media travel information sources is one of the most debatable topics among scholars. This research is designed to address the trustworthiness of travel and tourism information sources of social media platforms. Cross-sectional research design and convenience sampling was applied. Statistical Package for Social Science version 23 was employed to compute mean, one sample T-test, independent sample T-test and one-way Analysis of variance. Eta squared was calculated to measure the effect size or magnitude of mean difference. The effective sample size is 310 visitors. The findings revealed that visitors had a positive perception towards the trustworthiness of social media travel information sources. Visitors with the age of 18–35 years have a higher level of agreement towards the trustworthiness of social media travel information sources. As the age of visitors increases, the mean scores marginally decreases where the lowest mean scores lay on visitors who are above 46 years. Limitations and managerial/industrial implications are detailed.

8 Algorithmic portfolio tilting to harvest higher moment gains

Many financial portfolios are not mean-variance-skewness-kurtosis efficient. We recommend tilting these portfolios in a direction that increases their estimated mean and third central moment and decreases their variance and fourth central moment. The advantages of tilting come at the cost of deviation from the initial optimality criterion. In this paper, we show the usefulness of portfolio tilting applied to the equally-weighted, equal-risk-contribution and maximum diversification portfolios in a UCITS-compliant asset allocation setting.

9 Contextual factors and performance impact of e-business use in Indonesian small and medium enterprises (SMEs)

This study proposes an integrated framework that investigates interrelationships between contextual factors that influence e-business use and consequently its impact on enterprise performance among small and medium en- terprises (SMEs). This study starts with an extensive systematic review of e-business use factors that are contextualized in the technology, organization and environment (TOE) framework and conceptualized using resource-based view (RBV). Data are obtained through a survey of 325 Indonesian SMEs. The partial least square structural equation modeling technique is used to analyze the data and test the hypotheses. The organizational context emerges as the most significant predictor of e-business use, followed by technological and environmental contexts respectively. In addition, e-business use has stronger positive influence on enterprise performance at operational level, rather than managerial and strategic levels. However, e-business uses influence on performance impact at strategic level is indirect, mediating through operational and managerial levels. While the study has attempted to explain the contextual factors that influence the use of e-business as a whole, it is deficient in explaining contextual factors that influence each of e-business applications being used. This study could help SMEs identify contextual areas that may guide them to successfully use e-business and realize its potential benefits.

10 Determinants of the management learning performance in ERP context

Management learning poses some challenges, firstly students should identify all administration areas and sec- ondly, they should understand the big picture of an organizational context, by integrating all the studied areas. Enterprise Resource Planning (ERP) systems are the backbone of any organization, in terms of information management systems integration. The usage of these systems is important in terms of management in any or- ganization, and ERPs can facilitate the management learning process. The main objectives of this study are to understand if the ERP usage supports management learning, and to identify the main determinants of individual performance. This study presents a success model of ERP usage for learning management context. The model was validated empirically through a survey answered by university management students. The results show that system quality, process quality, and training play a determinant role in the students performance.
