هدف: این مقاله درصدد آن است که بررسی کند آیا مبلغ هزینه‌های افشاشده در ارتباط با کنترل‌های زیست محیطی با عملکرد زیست محیطی برحسب بازدهی اکولوژیکی - اقتصادی مبتنی بر تولید کربن ارتباط دارد یا خیر، و آیا هر رابطه‌ای بین این دو فاکتور استدلال‌های تئوری افشاگری اختیاری یا تئوری مشروعیت را تأیید می‌کند یا خیر. افزون بر این، در این مقاله سعی می‌شود به این سوال پاسخ داده شود که آیا این روابط در دوران پروتکل اولیه کایوتو متفاوت‌اند یا خیر؟
طرح/روش/رویکرد تحقیق: در این تحقیق، محوریت شرکت‌های ژاپنی در بازه زمانی 2002 تا 2012 بودند. هزینه‌های افشاشده کنترل زیست محیطی (مخارج سرمایه‌ای و هزینه‌های عملیاتی) مشخص و معیارهای بازدهی اکولوژیکی - اقتصادی مبتنی بر میزان انتشار کربن محاسبه شدند. روابط با بهره گیری از مدل‌های رگرسیونی که سایر ضرایب تأثیر احتمالی را لحاظ می‌کردند آزمایش شدند.
یافته‌ها: نتایج این مطالعه وجود رابطه‌ای منفی بین سطوح افشاشده هزینه‌های کنترل زیست محیطی و معیارهای عملکردی بازدهی اکولوژیکی - اقتصادی را نشان می‌دهند و برای دو معیار از بین سه معیار بازدهی اکولوژیکی - اقتصادی، یافته‌ها نشان می‌دهند که این رابطه منفی در دوران پروتکل کایوتو محسوس تر بوده است. محدودیت‌ها/پیامدهای تحقیق: این نتایج توضیح تئوری مشروعیت را (برخلاف تئوری افشاگری اختیاری) در مورد رابطة بین سطوح هزینه‌های افشاشده کنترل زیست محیطی و بازدهی اکولوژیکی - اقتصادی مبتنی بر تولید کربن تأیید می‌کنند.
اصالت/ارزش تحقیق: این مطالعه اولین مطالعه‌ای است که نحوه بهره گیری شرکت‌ها را از انعطاف پذیری در طبقه بندی هزینه‌ها جهت ارتقای استراتژی افشاگری مورد بررسی قرار می‌دهد.

2 Main drivers of changes in CO2 emissions in the Spanish economy: A structural decomposition analysis

The aim of this paper is the analysis of structural decomposition of changes in CO2 emissions in Spain by using an enhanced Structural Decomposition Analysis (SDA) supported by detailed Input–Output tables from the World Input–Output Database (2013) (WIOD) for the period 1995–2009. The decomposition of changes in CO2 emissions at sectoral level are broken down into six effects: carbonization, energy intensity, tech- nology, structural demand, consumption pattern and scale. The results are interesting, not only for re- searchers but also for utility companies and policy-makers as soon as past and current political mitigation measures are analyzed in line with such results. The results allow us to conclude that the implementation of the Kyoto Protocol together with European Directives related to the promotion of RES seem to have a positive impact on CO2 emissions trends in Spain. After reviewing the current mitigation measures in Spain, one policy recommendation is suggested to avoid the rebound effect and to enhance the fight against Climate Change that is tax benefits for those companies that prove reductions in their energy intensity ratios.& 2015 Elsevier Ltd. 3 Unwanted Effects of European Union Environmental Policy to Promote a Post-carbon Industry: The Case of Energy in the European Ceramic Tile Sector

Global warming combined with low carbon transition plans is threatening the future of high energy consumption industry sectors in the European Union (EU). The need to respond to environmental challenges is demonstrated by support for international level energy policies and legal requirements, such as the Kyoto Protocol which the EU supports, and increased EU-level environmental legislation and energy policies. The effect of these initiatives is gradually transforming industrial activities in the EU. However, since not all countries have adopted these policies, evaluation of their net effect needs to take account also of side-effects such as delocalization of industry activity and the legal environmental frameworks in the countries where companies have chosen to relocate. This paper analyses EU energy policy and its impact on a particular energy intensive industry, the European ceramic tile sector. The discussion in this paper is not about the purpose of EU legislation, but about its effects on a specific industry. The effect of policy on industry is not a new topic, but the question of the unwanted effects of environmental and energy policy on European industry is becoming more relevant as the struggle to achieve a post-carbon Europe increases. In focussing on a specific set of EU legislation on a particular industry this article adds to the debate by showing the negative effects of policy mechanisms. The need for a scientific evaluation of the systemic changes required for a transition to a resource-efficient, green and competitive low-carbon economy outlined in the 7th Environment Action Programme is highlighted. It is suggested that the EU should periodically re-evaluate its Emissions Trading Scheme legislation to include specific actions and a follow up system which would prevent the best performing environmental companies from delocalizing or shutting down.
