1 Learning from past earthquake disasters: The need for knowledge management system to enhance infrastructure resilience in Indonesia

Indonesia lies at the region where Indo-Australian, Eurasian, Pacific and Philippines global tectonic plates meet. In the last 30 years, Indonesia has experienced catastrophic earthquake disasters, causing thousands of loss of life and major infrastructure damage. Since the 2004 devastating Sumatra-Andaman tsunamigenic earthquake, knowledge derived from various disaster experiences regarding infrastructure resilience have been improving. Yet disasters such as the recent 2018 Lombok and Palu earthquakes remain devastating. An investigation on how knowledge on past earthquakes have been managed and utilized to promote better resilient infrastructure in Indonesia is conducted. Lessons are extracted from 5 significant earthquakes causing major damage through compilation and analysis of scientific publications and reports on field surveys, works and existing policies. Factors that keep contributing to the failure of buildings and infrastructure include lack of understanding of local hazard situation, incompliance to seismic resistant codes and standards for buildings and infrastructure, prob- lematic soil condition, and collateral hazards such as tsunami, liquefaction, ground subsidence, landslides, rock avalanche which are adding to the complexity of the seismic hazard. The scarcity of information and knowledge on the performance on resilience of infrastructure during earthquakes in Indonesia limits knowledge-based de- cision making in the planning, development and operation of resilient infrastructure. This study calls for the development of a knowledge management system for earthquake resilient infrastructure in Indonesia, to save more lives and to reduce economic disruptions due to infrastructure damages, and thus contribute to the sus- tainable development goals achievement.

2 Distributed probability of slope failure in Thailand under climate change

Landslides are more widespread compared to any other geological hazards in Thailand. The steep slope and high elevation areas have more potential for landslide hazards. However, weather extremes, particularly extreme rainfall, play a major role in the occurrence of landslides in Thailand. The objective of the present study is to analyze the changes in the probability of landslide occurrences in Thailand due to climate change. For this purpose, probabilistic landslide hazard maps for extreme rainfall values for 5-, 10-, 50-, and 100-year return periods are developed for historical and future climatic conditions, derived from 10 global climate models (GCMs) under two representative concentration pathway (RCP) scenarios, namely, RCP 4.5 and RCP 8.5. The results reveal that the 5-year return period extreme rainfall amount will reach 200 mm/month in the eastern and southern provinces for RCP 4.5 and the northwestern, eastern, and southern provinces for RCP 8.5. The increase in extreme rainfall will cause a sharp increase in the landslide probability in Thailand, except in low altitude regions. The probability of 100-year return period landslide will increase by 90% in 40% and 80% of the areas in Thailand under RCP 4.5 and RCP 8.5, respectively. It is expected that the landslide hazard maps developed in this study will help policy makers take necessary measures to mitigate increasing landslide events due to climate change.

3 A multi-layered performance analysis for cloud-based topic detection and tracking in Big Data applications

In the era of the Internet of Things and social media; communities, governments, and corporations are increasingly eager to exploit new technological innovations in order to track and keep up to date with important new events. Examples of such events include the news, health related incidents, and other major occurrences such as earthquakes and landslides. This area of research commonly referred to as Topic Detection and Tracking (TDT) is proving to be an important component of the current generation of Internet-based applications, where it is of critical importance to have early detection and timely response to important incidents such as those mentioned above. The advent of Big data though beneficial to TDT applications also brings about the enormous challenge of dealing with data variety, velocity and volume (3Vs). A promising solution is to employ Cloud Computing, which enables users to access powerful and scalable computational and storage resources in a ‘‘pay-as-you-go’’ fashion. However, the efficient use of Cloud resources to boost the performance of mission critical applications employing TDT is still an open topic that has not been fully and effectively investigated. An important prerequisite is to build a performance analysis capable of capturing and explaining specific factors (for example; CPU, Memory, I/O, Network, Cloud Platform Service, and Workload) that influence the performances of TDT applications in the cloud. Within this paper, our main contribution, is that we present a multi-layered performance analysis for big data TDT applications deployed in a cloud environment. Our analysis captures factors that have an important effect on the performance of TDT applications. The novelty of our work is that it is a first kind of vertical analysis on infrastructure, platform and software layers. We identify key parameters and metrics in each cloud layer (including Infrastructure, Software, and Platform layers), and establish the dependencies between these metrics across the layers. We demonstrate the effectiveness of the proposed analysis via experimental evaluations using real-world datasets obtained from Twitter.

4 A spatio-temporal landslide inventory for the NW of Spain: BAPA database

A landslide database has been created for the Principality of Asturias, NW Spain: the BAPA (Base de datos de Argayos del Principado de Asturias – Principality of Asturias Landslide Database). Data collection is mainly performed through searching local newspaper archives. Moreover, a BAPA App and a BAPA website (http://geol. uniovi.es/BAPA) have been developed to obtain additional information from citizens and institutions. Presently, the dataset covers the period 1980–2015, recording 2063 individual landslides. The use of free cartographic servers, such as Google Maps, Google Street View and Iberpix (Government of Spain), combined with the spatial descriptions and pictures contained in the press news, makes it possible to assess different levels of spatial accuracy. In the database, 59% of the records show an exact spatial location, and 51% of the records provided accurate dates, showing the usefulness of press archives as temporal records. Thus, 32% of the landslides show the highest spatial and temporal accuracy levels. The database also gathers information about the type and characteristics of the landslides, the triggering factors and the damage and costs caused. Field work was conducted to validate the methodology used in assessing the spatial location, temporal occurrence and characteristics of the landslides.

توپولوژی و شرایط زمین برای مهندسی جاده های کوهستانی در رشته کوه های مرکزی لوزون در شمال فیلیپین (تصویر 1) یکی از حادترین و ناپایدارترین موارد در جهان است. رشته کوه های مرکزی، گستره ای از کوه هایی است که در اثر رانش سریع، شکاف خوردن دره ها، فرسایش شیب ها، و غالباً زمین لغزه های عظیم، ایجادشده و شکل گرفته اند (تصویر 2). بزرگراه هالزما، 180 کیلومتر طول دارد، این جاده ی پر پیچ و خمی است که از این رشته کوه ها عبور می کند و شریان راهبردی و اقتصادی حیاتی برای نواحی کوهستانی لوزون شمالی است که جزو مناطق عمدتاً زراعی محسوب می شوند. در سال 1990، این جاده در نتیجه ی زمین لرزه ی 7.8 ریشتری و طوفان و بارندگی های سیل آسای پس از آن آسیب و خرابی بسیار سنگینی را متحمل شد. به دلیل اهمیت راهبردی و اجتماعی-اقتصادی این بزرگراه، دولت فیلیپین به دنبال کمک های بین المللی برای بهسازی این خط ارتباطی پس از تخریب بود و مطالعات امکان سنجی و طراحی در اواخر سال 1996 آغاز شد. این مقاله برخی از بررسی های ژئوتکنیکی انجام گرفته برای این مطالعات را ارائه می دهد، انواع شرایط ناپایداری و وضعیت زمین که بر جاده تأثیر می گذارند و روش مورد استفاده برای به حداکثر رسانیدن شناخت زمین و فراهم نمودن انتخاب های مهندسی ژئوتکنیکی برای بهسازی جاده را بررسی می کند.
