1 Learning from abroad: An interdisciplinary exploration of knowledge transfer in the transport domain
A growing body of work conceptualizes study visits or study tours as a tool to accelerate policy transfer of, for example, best practices. Participation in study tours appears increasingly common for city management and decision makers involved in transportation policy. This paper extends current research to explore how knowledge gained from study tours transfers to an organizational or inter-organizational level. We aim to generate insights about specific characteristics of study tours that facilitate knowledge transfer. To do so, this study conceptualizes study tours as “trainings”, borrowing concepts and metrics from human resource development (HRD) literature on “learning transfer”. We employ a mixed-method approach. A survey was conducted (n = 109) with US-based city management and officials who participated in study tours on cycling policies. Results demonstrate four influential characteristics of study tours: individual learning, leadership participation, knowledge integration activities, and positive group dynamics. In-depth interviews (n = 15) suggest nuances of these mechanisms. The paper concludes with a reflection of how transportation organizations learn from study tours.

2 Multi-scale assessment of social vulnerability to climate change: An empirical study in coastal Vietnam
Climate change poses significant threats to the livelihoods of people living in coastal areas, especially in the developing world. There is a critical need to assess vulnerability to inform both scientific debates and policy makers in facilitating adaptation and coping strategies at different scales. This study advances existing approaches to assessing vulnerability by focusing on both household and collective scales in a coastal district in Vietnam: Ngu Hanh Son district. A mixed-method approach was used including 100 household questionnaires, 12 key informant interviews and data from direct observations. At household scale, results indicate large variation in the degree of vulnerability to climate change among households in the same agro-climate zone. These differences are attributable to variations in socio-economic household characteristics and ability to access livelihood assets. Diversifying livelihoods and reducing poverty are important in contributing to the resilience of households. At a collective scale, qualitative data indicates a lack of multi-directional flows of information and highlights gaps in the current governance system. Findings suggest the need to bridge the governance gaps and establish an effective communication system to reduce collective vulnerability in the district. Findings also highlight the need to promote social equity, equality and democracy in formulating climate policies in an effort to reduce the overall vulnerability to climate change.

3 Adaptation opportunities and maladaptive outcomes in climate vulnerability hotspots of northern Ghana
How climate change adaptation practices can constrain development and deliver maladaptive outcomes in vulnerability hotspots is yet to be explored in-depth using case study analyses. This paper explores the effects of climate change coping and adaptation responses in three case study villages across the Central Gonja district of northern Ghana. The study addresses the following research questions: i) What are the key climatic and non-climatic stressors confronting households in northern Ghanaian communities? ii) How are households adapting to climatic and non-climatic stressors? and iii) What are the outcomes of these coping and adaptation responses on development? The study employs a mixed-method approach including key informant interviews, focus group discussions and household questionnaire surveys. Data identified socioeconomic stressors including a lack of access to (and high cost of) farm inputs, labour shortages and population growth. Climatic stressors include erratic rainfall, high temperature, droughts and floods. Climatic and non-climatic stressors interact to affect agricultural practices and related livelihoods. The study identified various adaptation measures including extensification and intensification of agriculture, temporary migration, planting of drought resistant varieties, irrigation, and livelihood diversification. We show that many coping measures (e.g. livelihood diversifications activities such as selling of firewood and charcoal production) and adaptation responses (including intensification, extensification and irrigation) currently deliver maladaptive outcomes, resulting in lock-ins that could exacerbate future climate vulnerabilities. The paper contributes to the growing literature on adaptation and climate risk management by providing empirical evidence showing how coping and adaptations measures can deliver maladaptive outcomes in vulnerable communities.
