Malaysian ports have been recording imbalances in cargo flows year after year, whether in the form of a deficit or surplus, and the condition is becoming significant. As such, it has raised concerns among port stakeholders about the impact of such a situation on the sustainability of port operations, as well as questions about the actual reasons behind the occurrence, which is still ambiguous with regard to large-scale minor ports in Malaysia. This study was aimed at identifying the main factors that are contributing to the imbalanced cargo flows at large-scale minor ports in Malaysia by ranking all the possible factors using a systematic decision-making technique known as FAHP. The results showed that “economic factors” are the main contributors to these imbalances, followed by several other factors. This study contributes a clear insight into the main factors that are causing the imbalances in cargo flows at large-scale minor ports in Malaysia. Also, it may assist decision-makers and policymakers in identifying the key factors that are affecting business operations at these ports as well as guide them into using a systematic analytical approach like the FAHP to evaluate other situations with regard to the business, operations and management of ports, where applicable.

2 A review of the impact of noise restrictions at airports
بررسی تاثیر محدودیت های صوتی در فرودگاه ها-2017
One of the biggest obstacles to the building of new airports and expanding runway capacity is environmental concerns, especially noise. In this paper, we review what has been previ ously studied in the literature concerning the noise reduction problem around airports from the Air Traffic Control (ATC) perspective. In order to facilitate the knowledge of the current situation, a regulation summary from the USA and EU is provided. We mainly focus our research on operational procedures, since they are one of the easiest improvements nowadays for reducing the impact of noise around airports. Moreover, the paper sums up the modelling, monitoring and simulation tools related to noise at airports proposed in the literature. Finally, special care is taken to review the optimization tools, the objective of which is to take into account the noise problem in order to help, or propose alternatives, to reduce its impact from airport operations.

3 Risk assessment of critical infrastructures – New parameters for commercial ports

Developing a comprehensive risk assessment methodology for commercial ports is a long-term project. However, this paper focuses on the first mandatory step of analyzing the different types of risks faced by a commercial port infrastructure. The number of potential risks is large –information technology risks, operational risks, labor risks, etc. Therefore, the emphasis is on the risks associated with threats to people, infrastructure, services and goods, which include terrorism, sabotage, criminal activities involving contraband goods and human trafficking, and labor conflicts. This paper presents a methodology for improving the scoring of the risks to commercial ports and understanding their real scope. This is accomplished by examining the key methodologies related to infrastructures in general and commercial ports in particular. After comparing the characteristics of the selected methodologies, the paper discusses the results of a survey of experts at Spanish ports and an analysis of almost two years of security statistics, the goal being to obtain realistic information about the importance of the various risks in order to specify suitable countermeasures and evaluate their costs. The results have enabled the identification of several new parameters that must be considered when assessing the risks to commercial ports, as well as enhancements to the definitions and use of some of the existing parameters. The new parameters include the intrinsic risk to a port, intrinsic risk to the type of terminal, accessibility, terminal layout and operational relevance of key elements to port operations (e.g., structures, railroad facilities and warehouses). The results presented in this paper have been validated by an expert panel.
