1 Program evaluation of highway access with innovative risk-cost-benefit analysis

Access management is used to control vehicular ingress and egress to adjacent property, where the main goal is to preserve the safety and capacity of the transportation network. Access management can assist in protecting billions of dollars in current investments in the transportation infrastructure, yet it is common for transportation planners to have limited resources, including budgets, equipment, time, human resources, and others, and thus they need principled approaches for allocating their limited resources across a large network of highways. This research develops a framework that can be used to prioritize competing needs for access management among thousands of access points. A key innovation of this research is the integration of risk analysis and cost-benefit analysis with data uncertainties. This will be accomplished by introducing three risk components—hazard intensity, exposure, and vulnerability—that can be used to evaluate roadway performance and to monetize the potential benefits and costs of access management projects. These components are then presented in a threedimensional diagram to facilitate tradeoff analysis and to allow for risk-cost-benefit analysis with data uncertainties and tradeoff analysis to complement one another. The developed framework is demonstrated by applying it to four major U.S. highways with a combined length of 321.95 km.

2 Early childhood court in Florida: Qualitative results of a statewide evaluation

Background: Child maltreatment, removal from the home and foster care placement are all associated with poor physical and developmental outcomes for children. Early Childhood Court (ECC) is a specialized, trauma-informed, team-based approach designed to meet the unique needs of young children and their families in the dependency court system. Objective: The objective of the study was to evaluate the ECC program in 20 Florida circuits. Participants and setting: Participants in the evaluation were 53 ECC professionals (e.g., judges, attorneys, mental health providers, caseworkers, etc.) and 9 parents and caregivers. Focus groups were conducted in person, and interviews were conducted either in person or on the phone. Methods: Interviews and focus groups were transcribed verbatim and analyzed with a hybrid deductive/inductive process using MAX QDA. Two coders (trained doctoral student researchers) established inter-coder reliability with a Kappa greater than 0.80 and used an iterative process to discuss, refine, and describe each theme throughout the analysis. Results: Participants described who is involved in ECC and most discussions focused on professional versus parent/caregiver team members. Participants also described how ECC is different from traditional dependency court and several themes, such as Child and Family Friendly, Judicial Leadership, and a Team-Based Approach, aligned with the national model. Emergent themes were Relationships and Success. Conclusions: Future research could explore the selection of parents into ECC.

3 Effectiveness measurement study on entrepreneurship awareness camp for technical education students using Kirkpatrick’s model

The aim of this study is to examine and compare the effectiveness of entrepreneurship awareness camps conducted in the two academic years 2017–18 and 2018–19 at National Engineering College, Kovilpatti, Tamilnadu, India. Quantitative method through questionnaire survey has been followed for data collec- tion in which questionnaires were distributed to respondents (camp participants) of 2017–18 and 2018–19 in various branch students of the institution. This study evaluates the effect of awareness camps about entrepreneurship on the response and behaviour of engineering graduates of the institution. Kirkpatrick’s program evaluation model showed that the entrepreneurship awareness camp significantly enhanced the entrepreneurial culture among the youth. However, this study is limited based on the feed- back received from the participants of the camps conducted during August and September of 2018 and 2019. The results of the proposed study showed that the program created significant level of positive impact among the partakers.© 2020 Elsevier Ltd. All rights reserved. 4 Promises of structured relationship building for higher distance education: Evaluating the effects of a virtual fast-friendship procedure

The main aim of the present research is to introduce and evaluate the effects of a virtual relationship-building program designed to foster social integration among distance education students. To achieve this purpose, the authors developed a Moodle-based adaptation of Aron et al.’s (1997) “fast-friendship procedure.” The evaluation has employed a longitudinal randomized delayed intervention group design with an additional non-random comparison group (intervention groups: N = 855, comparison group: N = 754). Significant and practically relevant program effects on interpersonal liking and perceived social integration have been confirmed through mixed-model ANOVAs, using multiple comparison groups, individual and dyadic data, and socio-demographic controls. Mediational analyses have further confirmed that program participation had a significant and positive effect on the end-of-semester exam attendance of distance students, mediated by program-induced social integration. The theoretical and practical implications of these findings are discussed below.

5 Changing literacy instruction in Kenyan classrooms: Assessing pathways of influence to improved early literacy outcomes in the HALI intervention

This study uses data from the Health and Literacy Intervention (HALI) program evaluation, an in-service teacher training program focused on early grade literacy instruction for class one teachers. We assess how changes in classroom instructional processes impacted by the HALI teacher training were associated with improved early literacy outcomes for children. We find that experimentally induced increases in exposure to print—measured both through changes to time spent reading in class and through print displayed in the classroom—were associated with improvements in students’ reading fluency and reading comprehension. Implications for global education efforts to improve learning outcomes are discussed.

6 1% low-fat milk has perks!: An evaluation of a social marketing intervention

This study evaluated the effect of a 12-week social marketing intervention conducted in 2012 promoting 1% milk use relying on paid advertising. Weekly milk sales data by type of milk (whole, 2%, 1%, and nonfat milk) were col lected from 80 supermarkets in the Oklahoma City media market, the intervention market, and 66 supermarkets in the Tulsa media market (TMM), the comparison market. The effect was measured with a paired t-test. A mixed segmented regression model, controlling for the contextual difference between supermarkets and data correla tion, identified trends before, during, and after the intervention. Results show the monthly market share of 1% milk sales changed from 10.0% to 11.5%, a 15% increase. Evaluating the volume sold, the monthly mean number of gallons of 1% milk sold increased from 890.5 gal (SD = 769.8) per supermarket from before the intervention to 1070.7 gal (SD = 922.5) following the intervention (t(79) = 9.4, p = 0.000). Moreover, average weekly sales of 1% milk were stable prior to the intervention (b = −0.2 gal/week, 95% CI [−0.6 gal/week, 0.3 gal/week]). During each additional week of the intervention, 1% milk sales increased by an average of 4.1 gal in all supermarkets (95% CI [3.5 gal/week, 4.6 gal/week]). Three months later, albeit attenuated, a significant increase in 1% milk sales remained. In the comparison market, no change in the market share of 1% milk occurred. Paid advertising, using the principles of social marketing, can be effective in changing an entrenched and habitual nutrition habit.

7 Using RUFDATA to guide a logic model for a quality assurance process in an undergraduate university program

This article presents a framework to identify key mechanisms for developing a logic model blueprint that can be used for an impending comprehensive evaluation of an undergraduate degree program in a Canadian university. The evaluation is a requirement of a comprehensive quality assurance process mandated by the university. A modified RUFDATA (Saunders, 2000) evaluation model is applied as an initiating framework to assist in decision making to provide a guide for conceptualizing a logic model for the quality assurance process. This article will show how an educational evaluation is strengthened by employing a RUFDATA reflective process in exploring key elements of the evaluation process, and then translating this information into a logic model format that could serve to offer a more focussed pathway for the quality assurance activities. Using preliminary program evaluation data from two key stakeholders of the undergraduate program as well as an audit of the curriculum’s course syllabi, a case is made for, (1) the importance of inclusivity of key stakeholders participation in the design of the evaluation process to enrich the authenticity and accuracy of program participants’ feedback, and (2) the diversification of data collection methods to ensure that stakeholders’ narrative feedback is given ample exposure. It is suggested that the modified RUFDATA/logic model framework be applied to all academic programs at the university undergoing the quality assurance process at the same time so that economies of scale may be realized.ã 2015 Elsevier Ltd. 9 Leadership Development Programs for Physicians: A Systematic Review

BACKGROUND: Physician leadership development programs typically aim to strengthen physicians’ leadership competencies and improve organizational performance. We conducted a systematic review of medical literature on physician leadership development programs in order to characterize the setting, educational content, teaching methods, and learning outcomes achieved. METHODS: Articles were identified through a search in Ovid MEDLINE from 1950 through November 2013. We included articles that described programs designed to expose physicians to leadership concepts, outlined teaching methods, and reported evaluation outcomes. A thematic analysis was conducted using a structured data entry form with categories for setting/target group, educational content, format, type of evaluation and outcomes. RESULTS: We identified 45 studies that met eligibility criteria, of which 35 reported on programs exclusively targeting physicians. The majority of programs focused on skills training and technical and conceptual knowledge, while fewer programs focused on personal growth and awareness. Half of the studies used pre/post intervention designs, and four studies used a comparison group. Positive outcomes were reported in all studies, although the majority of studies relied on learner satisfaction scores and self-assessed knowledge or behavioral change. Only six studies documented favorable organizational outcomes, such as improvement in quality indicators for disease management. The leadership programs examined in these studies were characterized by the use of multiple learning methods, including lectures, seminars, group work, and action learning projects in multidisciplinary teams. DISCUSSION: Physician leadership development programs are associated with increased self-assessed knowledge and expertise; however, few studies have examined outcomes at a system level. Our synthesis of the literature suggests important gaps, including a lack of programs that integrate non-physician and physician professionals, limited use of more interactive learning and feedback to develop greater self-awareness, and an overly narrow focus on individual-level rather than system-level outcomes.
