1 Leading successful government-academia collaborations using FLOSS and agile values

Government and academia share concerns for efficiently and effectively servicing societal demands, which includes the development of e-government software. Government-academia partnerships can be a valu- able approach for improving productivity in achieving these goals. However, governmental and academic institutions tend to have very different agendas and organizational and managerial structures, which can hinder the success of such collaborative projects. In order to identify effective approaches to overcome collaboration barriers, we systematically studied the case of the Brazilian Public Software portal project, a 30-month government-academia collaboration that, using Free/Libre/Open Source Software practices and agile methods for project management, developed an unprecedented platform in the context of the Brazil- ian government. We gathered information from experience reports and data collection from repositories and interviews to derive a collection of practices that contributed to the success of the collaboration. In this paper, we describe how the data analysis led to the identification of a set of three high-level decisions supported by the adoption of nine best practices that improved the project performance and enabled professional training of the whole team.

2 An Approach Based on Bayesian Network for Improving ProjectManagement Maturity: An Application to Reduce Cost Overrun Risksin Engineering Projects

The project management field has the imperative to increase the success probability of projects. Expertshave developed several Project Management Maturity (PMM) models to assess project managementpractices and improve the project outcome. However, the current literature lacks models that allowexperts to correlate the measured maturity with the expected probability of success. The present paperdevelops a general framework and a method to estimate the impact of PMM on project performance. Ituses Bayesian networks to formalize project management experts’ knowledge and to extract knowledgefrom a database of past projects. An industrial case concerning large projects in the oil and gas industryis used to illustrate the application of the method to reduce the risk of project cost (or budget) overruns.

3 The impact of a limited budget on the corrective action taking process

The main goal of project control is to identify the deviations between the baseline schedule and the actual progress of the project by measuring the project performance in progress and using the project control methodologies to generate warning signals that act as triggers for corrective actions to bring the project back on track. To that purpose, tolerance limits are set on the required project performance, such that if the warning signals exceed these limits, they should result in appropriate corrective actions. In this paper, the Earned Value Management (EVM) control method and its extensions are used to test their abilities in taking corrective actions under a budget constraint. More precisely, four different approaches are proposed for allocating the limited budget along the different project phases, and whether a proper allocation of the budget results in an increase of the expected project outcome is measured. A large computational experiment is conducted on a set of artificial projects to assess the efficiency and effectiveness of the budget allocation models. Results show that simply allocating budget according to the time accrue of projects performs better than methods that take cost, time/cost or risk information into account. Moreover, results indicate that allocating a budget that increases in later stages of the project is beneficial for the outcome.

4 The impact of entrepreneurship orientation on project performance: A machine learning approach

Recent studies in project management have shown the important role of entrepreneurship orientation of the individuals in project performance. Although identifying the role of entrepreneurship orientation as a critical success factor in project performance has been considered as an important issue, it is also important to develop a measurement system for predicting performance based on the degree of an individual’s entrepreneurial orientation. In this study, we use predictive analytics by proposing a machine learning approach to predict individuals’ project performance based on measures of several aspects of entrepreneurial orientation and entrepreneurial attitude of the individuals. We investigated this relationship using a sample of 185 observations and a range of machine learning algorithms including lasso, ridge, support vector machines, neural networks, and random forest. Our results showed that the best method for predicting project performance is lasso. After identifying the best predictive model, we then used the Bayesian Information Criterion and the Akaike Information Criterion to identify the most significant factors. Our results identify all three aspects of entrepreneurial attitude (social self-efficacy, appearance self-efficacy, and comparativeness) and one aspect of entrepreneurial orientation (proactiveness) as the most important factors. This study contributes to the relationship between entrepreneurship skills and project performance and provides insights into the application of emerging tools in data science and machine learning in operations management and project management research.

5 Safety management in construction: 20 years of risk modeling

Construction industry has one of the highest rates of fatalities and injuries compared to other industries, despite technological advancements and implementations of occupational health and safety initiatives. In this paper, a systematic review has been conducted on the contemporary literature of safety risk management. The interface with system modeling has been investigated to identify correlations between the two, and opportunities for improving project performance metrics such as quality, productivity, and cost. Findings show that simulation and optimization technics have advanced in the past 20 years but there is room for improvement when it comes to modeling safety related risks. This review paper contributes to the literature of safety management by providing insight into dynamics of different simulation and optimization modeling techniques. Future research opportunities have been identified including the need for construction safety research on integrating multimethod modeling approaches.

6 Workspace planning in construction: non-deterministic factors

Workspace interferences and collisions occurring on construction jobsites are products of unexpected spatiotemporal overlaps of resources. They affect the project performance and can create an unsafe environment. Current practices for workspace planning adopt a linear/mechanistic approach in modeling, which ignores uncertainties occurring during construction operations. Those methods do not account for the emergent behavior of crews, irreversibility of decisions made in the case of interferences, and bifurcation of those decisions over the project lifecycle. This paper presents the results of qualitative and quantitative analysis of the significance of such gaps. A software tool was developed to model workspaces probabilistically and detects interferences from 4D models. The impact of uncertainties on interference magnitudes was evaluated based on available models, and an industry survey was conducted accordingly. The results suggest that compounding effects of uncertainties may significantly affect the frequency and volume of overlapped workspaces in a project (volumes can increase for as much as 220%, for a 40% deviation in the inputs). Our findings also propose crew attributes for formulating a bottom-up approach, capable of capturing crews interactions and predicting their decision when managing collisions.

7 Interoperability in building information modeling for AECO/FM industry

Data loss and communication problems may arise especially in complex construction projects, which in turn may result in poor project performance. Interoperability smooths communication while increasing information management quality. The aim of this paper is to investigate the interoperability research gaps and trends in Building Information Modeling (BIM) for architecture, engineering, construction, operation, and facility management (AECO/FM). This study adopted a holistic approach with a bibliometric search, a scientometric mapping and analysis of interoperability in BIM research. Data about interoperability in BIM were collected through an examination of 477 articles that were selected from the Scopus database. This study contributes to the body of knowledge by highlighting the research trend and gaps in key areas, and their relationship with interoperability in BIM. As results suggest, future studies should focus on interoperability in BIM to increase knowledge-integrated, ontology-based, IT-based managed, collaborative, automated, well-visualized, and sustainable outcomes throughout the project lifecycle.

9 Integrated Digital Delivery: Implementation status and project performance in the Singapore construction industry

Integrated Digital Delivery (IDD) was launched to transform the approach to construction through the implementation of digital technologies. Whilst technologies have the potential to improve project performance, there are limited studies on IDD in the context of the construction industry. Hence, this study investigates the level of IDD implementation and the perceived improvements on project performance. Based on the literature review, 32 digital and cloud technologies have been identified and formed the basis for a structured survey questionnaire, which was distributed to target respondents covering the major roles of the construction industry in Singapore. The responses were analyzed to determine the existing level of IDD implementation and the perceived improvements in project performance contributed by IDD implementation, followed by post-survey interviews to validate the findings from the survey. The study found that only 38.71% of the organizations implemented IDD technologies in all four IDD phases. BIM, prefabrication, BIM-to-field mobile applications and building management system were the most frequently used technologies in the four phases respectively. The respondents largely agreed that IDD implementation improved overall project, project cost, project quality and project schedule performance. The findings from this study provide better understanding of the existing level of IDD implementation and the perceived improvements in project performance, serving as a starting point for future research on increasing IDD implementation.

10 Fuzzy modelling of the critical failure factors for modular integrated construction projects

Modular integrated construction (MiC) is a game-changing cleaner construction approach which improves construction project performances. For many types of buildings, MiC is increasingly becoming a preferred construction method. However, MiC projects have generated mixed outcomes; many of them encountered problems and even failed. Yet, there is limited knowledge of the reasons why MiC projects may fail. This research identified and evaluated 22 potential critical failure factors (CFFs) for MiC projects, based on a structured questionnaire survey with international experts. A mean score analysis showed that all the identified CFFs are significant factors causing MiC project failure. A structure detection analysis of the CFFs generated a 4-factor solution explaining about 72.34% of the total variance in the failure of MiC projects. The 4 principal failure factors (PFFs) for MiC projects comprise poor design and dimensional variability management, poor stakeholder and supply chain management, limited technical knowledge, capability and experience, and late commitment. A fuzzy modelling of the CFFs revealed that all the 4 PFFs are significant factors causing MiC project failure. The inclusive findings of the research have useful implications. Theoretically, the findings contribute to the useful checklist of generic CFFs for MiC projects. Practically, the research prioritized the CFFs, which may serve as a useful managementsupport in the implementation of MiC projects.
