1 School-level resource allocation and education outcomes in Sri Lanka

Sri Lanka’s public education system suffers from poor examination outcomes and wide disparities in academic achievement across schools. Using School Census data for the year 2016 and a multilevel modelling technique, we examine the link between school-level resources and student performance at the O-Levels. Controlling for several factors, we find that schools with larger shares of in-field and experienced teachers and qualified principals perform better at the O-Levels. Teacher commitment—measured by teacher absenteeism—also matters. Our findings hold several policy implications for improving the equity of school-level resource allocation and, subsequently, educational outcomes in Sri Lanka.

2 Elitism and its challengers: Educational development ideology in postcolonial India through the prism of film, 1950–1970

This article examines the ideological foundations of state-led educational development in India, as reflected in documentary films produced by the Films Division of India, the institution tasked with spreading the government’s vision for developing India. An analysis of documentaries concerned with educational development made from 1950 to 1970 shows contradictory educational visions that reflect the different understanding various groups of actors within the government had about the role education would play in Indian society. These tensions and contestations echo present-day debates about Indian education and help illuminate the dynamics currently at play in the gap between state rhetoric and the delivery of education in India.

3 Economic crisis and public education. A productivity analysis using a Hicks-Moorsteen index

The economic crisis forced politicians to make public finances sustainable. The education sector was one of the most adversely affected by control of public expenditure. This paper analyzes the drivers causing productivity changes of especially vulnerable public schools during the crisis. We use the Hicks-Moorsteen index, which is a seldom applied methodology that leads to feasible results under variable returns to scale. To illustrate the benefits of this index, we use a sample of 298 Catalan public primary schools between 2009 (when budgetary constraints started) and 2014. The results reveal that during the crisis schools improved their total factor productivity by raising academic achievement despite cutbacks in resources. We also found that there was a strong convergence pattern during the financial crisis, driven by the catch-up process of some schools. The findings have important policy implications, suggesting that a monitoring system should be set up for use by policy makers.

4 Constructing resource sharing collaboration for quality public education in urban China: Case study of school alliance in Beijing

This study focuses on the ongoing policy initiative of establishing networks of school-to-school collaboration for resource sharing in order to improve the quality of public education in urban China. Through discourse analysis of policy documents and semi-structured interviews with school administrators and teachers in Beijing, this study interprets the nature, achievements, and relevant factors shaping school collaboration. The research findings demonstrate that resource sharing between collaborating schools provides students with a better learning environment, enables teachers and school administrators to share resources and experiences, and allows the strengthening of mutual understanding about teaching and school management. This article concludes by discussing the strengths and weaknesses of the collaboration from the perspectives of constructivism and social capital theory, and highlights comprehensive efforts are further necessary to widen the policy context in order to help redress the mismatch between this policy reform, the current education system, and social and cultural norms.

رویکردهای ویژه حسابداری در حسابداری پیش دانشگاهی کاهش پیدا کرده اند از جمله بخش حساب شده برای بازپرداخت هزینه های سفر و سایر مزایا به دانش آموزان. هدف این مقاله مشخص کردن تصویری از جنبه های اجتماعی تحصیلات در آموزش عمومی پیش دانشگاه است که توسط بازپرداخت به ذینفعان آموزش، نحوه انعکاس آنها در حسابداری از طریق طبقه بندی بودجه و اعلام به کاربران از طریق رسانه های عمومی ارائه می شوند. به طور خاص، رویکرد ما به کمک هزینه تحصیلی اشاره دارد که توسط اداره عمومی برای پشتیبانی از یادگیری، بورسیه حرفه ای و همچنین برنامه های مختلف پشتیبانی برای دانش آموزانی فراهم می شود که از خانواده هایی با مشکلات مادی می آیند و حامی مالی آنها دولت از طریق هیئت رسیدگی مدرسه است.
