1 Evolution of Quantum Computing: Theoretical and Innovation Management Implications for Emerging Quantum Industry

Quantum computing is a vital research field in science and technology. One of the fundamental questions hardly known is how quantum computing research is developing to support scientific advances and the evolution of path-breaking technologies for economic, industrial, and social change. This study confronts the question here by applying methods of computational scientometrics for publication analyses to explain the structure and evolution of quantum computing research and technologies over a 30-year period. Results reveal that the evolution of quantum computing from 1990 to 2020 has a considerable average increase of connectivity in the network (growth of degree centrality measure), a moderate increase of the average influence of nodes on the flow between nodes (little growth of betweenness centrality measure), and a little reduction of the easiest access of each node to all other nodes (closeness centrality measure). This evolutionary dynamics is due to the increase in size and complexity of the network in quantum computing research over time. This study also suggests that the network of quantum computing has a transition from hardware to software research that supports accelerated evolution of technological pathways in quantum image processing, quantum machine learning, and quantum sensors. Theoretical implications of this study show the morphological evolution of the network in quantum computing from a symmetric to an asymmetric shape driven by new inter-related research fields and emerging technological trajectories. Findings here suggest best practices of innovation management based on R&D investments in new technological directions of quantum computing having a high potential for growth and impact in science and markets.

مفهوم نوآوری باز نه تنها به عنوان یک موضوع مطالعه در دانشگاهیان، بلکه به عنوان چارچوبی برای توسعه مدل های جدید مدیریت کسب و کار به اهمیت ویژه ای دست یافته است. این مقاله به بررسی عوامل تعیین کننده یکی از ابعاد نوآوری باز مرتبط با استفاده از دانش خارجی برای توسعه فرآیندهای نوآوری تجاری می پردازد. تجزیه و تحلیل بر اساس ریز داده های توسعه و نوآوری فناوری بررسی EDIT 2015 - 2016 انجام شده توسط آژانس آماری کلمبیا (DANE) انجام شده است. برای این منظور، معیاری که میزان باز بودن شرکت را در رابطه با استفاده از منابع اطلاعاتی خارجی برای توسعه فعالیت‌های نوآورانه نشان می‌دهد، معرفی شده است. متغیرهای مرتبط با قابلیت‌های فن‌آوری شرکت، موانع نوآوری و استراتژی مناسب‌بودن به عنوان عوامل تعیین‌کننده در نظر گرفته می‌شوند.

3 A deducing-based reliability optimization for electrical equipment with constant failure rate components duration their mission profile
یک بهینه سازی قابلیت اطمینان مبتنی بر استنتاج برای تجهیزات الکتریکی با اجزای نرخ خرابی ثابت در طول مدت مشخصات ماموریت آنها-2021
Recently, with the rapid development of electrical industries, the R&D on electrical equipment has made a massive progress. However, high integration of multiple functions like isolationcircuit breaking, data collection and intelligent control results in low reliabilities. Therefore, a deducing-based reliability optimization for electrical equipment is proposed to enhance the reliability of electrical equipment. The Integrated Isolation Circuit Breaker (IICB), a classical device of power switch, is taken as the object in this research, and the reliability analysis is carried out by building the equipment description model of IICB, bringing forth the deduced method, and taking the constant failure rate components duration their mission profiles as indices for reliability increases. Next, on the basis of the deduced method, the unit to increase the system reliability can be determined. With the guidance of the above method, three kinds of reliability optimization schemes are studied, which are formed in accordance with the topologies of devices, component configurations and redundancy respectively. Finally, the comparing, analyzing and deducing of the three improving schemes are presented respectively. And an example is given to prove that the proposed method is feasible and can effectively improve equipment reliabilities, with valuable guidance for equipment reliability design as well.

4 Aggregate accounting research and development expenditures and the prediction of real gross domestic product

The role of accounting information for public policy making has received increased attention in recent years. Konchitchki and Patatoukas (2014a,b) demonstrate that growth in aggregate accounting earnings can predict future growth in nominal and real Gross Domestic Product (GDP). We extend the micro to macro literature by decomposing earnings into the R&D and pre-R&D components. Using the Almon (1965) finite distributed lag model, we find that both components can predict future real GDP growth with different lead-lag structures. Importantly, this decomposition significantly increases the explanatory power of the predictive model using accounting information. Aggregate accounting R&D can predict real GDP through the personal consumption, business investment, and net export channels of GDP. Our study extends prior research on the forecasting usefulness of accounting information at the aggregate level and has practical implications for macro forecasting and for public policy making regarding innovative activities of publicly listed firms.

5 R&D internationalization in medium-sized firms: The moderating role of knowledge management in enhancing innovation performances

The aim of this paper is to analyze the relationship between SMEs’ R&D internationalization and their innovation outcomes. Most studies on the topic focused on large multinational companies (MNCs), leaving several gaps in the literature with regard to SMEs. Using data from 106 Italian SMEs we performed an OLS regression analysis to test and find evidence of a positive linear relationship between SME’s R&D internationalization and innovation performance. In addition, we found that this relationship is positively moderated by knowledge management (KM) orientation. Main contributions are directed to the empirical test of the aforementioned relationships in a specific under developed research area, i.e. non-high tech SMEs, thus highlighting the positive effect of foreign acquisition of diverse cross-cultural knowledge on innovation. Moreover, KM orientation has been found to amplify this effect in the context of SMEs, due to a better management and integration of key internal and external knowledge.

6 Backtracking and prospect on LNG supply chain safety

The safety issues of Liquefied Natural Gas (LNG) in production, storage, loading/unloading, transportation/ shipping, and re-gasification have became a major concern, since an accident in the LNG industry would be very costly. Understanding the threat of LNG not only contributes to the process safety and reliability in the research and development (R&D) system, but improves the efficiency of loss prevention, fire protection and emergency responses. As of April 2019, in order to obtain the present status and trend of LNG safety research, basing 1122 documents of the Web of Science database about safety research of LNG as a data source, Cite Space and VOS viewer were used for network knowledge map analysis. A comprehensive knowledge map of LNG safety field was obtained from several research aspects including scientific research power, research hot spots and trends, research knowledge base and frontier. According to the study results, the development of LNG safety research was divided into four stages from 1970s to 2019, China and South Korea made a lot of contributions, and the United States is the most influential. Among them, the research from 2005 to 2019 was the most representative. Current research results indicate that a combination of Formal Safety Assessment (FSA) methodology and Dynamic Procedure for Atypical Scenarios Identification (DyPASI) will fully identify risks; The PHAST and TerEx programs quickly define safety zones. Computational Fluid Dynamics (CFD) software package can provide ac- curate quantitative data for the study of LNG safety. Research on quantitative risk assessment (QRA) and LNG evaporated gas (BOG) has been a hot topic and trend in this field. The application of expansion foam in LNG accident mitigation covers most of the research content in this field, and the optimization of LNG liquefaction process has a great influence on this industry. As the international demand for LNG energy output increases, floating liquefied natural gas (FLNG) will have considerable development, and increasingly researchers attach vital importance to the safety of LNG offshore production integrated unit.

7 Genetic distance, international experience and the performance of cross-border R&D for EMNEs

Cross-border R&D can contribute to the enhancement of independent innovation capabilities of emerging markets multinational enterprises (EMNEs) by benefiting from knowledge manage- ment. However, scant research exists examining the location impact of cross-border R&D for EMNEs on performance implications. This paper fills this important theoretical gap by building upon the literature of genetic distance in connection with knowledge management. We use a panel data of Chinese high-tech listed companies to empirically examine the impact of genetic distance on the performance of cross-border R&D and the role played by international experience. Our results reveal a positive relationship between genetic distance and the performance of cross- border R&D. Importantly, we highlight the motivation for cross-border R&D of EMNEs to acquire technical knowledge magnifies the positive effects of genetic distance and performance. Furthermore, our analysis indicates that international experience significantly enhanced the positive effect of genetic distance on cross-border R&D performance. We conclude this paper by discussing theoretical contributions to genetic distance, international management and knowl- edge management, as well as practical implications for cross-border R&D of EMNEs.

8 Know when to fold ‘em: An empirical description of risk management in public research funding

Public research funding programs typically make grants with minimal intervention by program staff, rather than using a hands-on approach to project management, which is more common in the private sector. In contrast, program staff at the US Department of Energys Advanced Research Projects Agency – Energy (ARPA-E) are given a set of real options with which to manage funded projects: abandon, contract or expand project budgets or timelines. Using internal data from ARPA-E, we show that active project management enables risk mitigation across a portfolio of research projects. We find that program staff modify projects frequently, especially project timelines, and these changes are more sensitive to poor performance than to strong performance. We also find that projects with a shortened timeline or reduced budget are less likely to generate short-term research outputs, compared to those of ultimately similar size. This evidence suggests that the practice of active project management, when combined with high upfront risk tolerance, can be used to enhance the productivity of missionoriented public research funding.

9 The development of complex and controversial innovations. Genetically modified mosquitoes for malaria eradication

When there is significant uncertainty in an innovation project, research literature suggests that strictly sequencing actions and stages may not be an appropriate mode of project management. We use a longitudinal process approach and qualitative system dynamics modelling to study the development of genetically modified (GM) mosquitoes for malaria eradication in an African country. Our data were collected in real time, from early scientific research to deployment of the first prototype mosquitoes in the field. The gene drive technology for modifying the mosquitoes is highly complex and controversial due to risks associated with its characteristics as a living, self-replicating technology. We show that in this case the innovation journey is linear and highly structured, but also embedded within a wider system of adoption that displays emergent behaviour. Although the need to control risks associated with the technology imposes a linearity to the NPD process, there are possibilities for deviation from a more structured sequence of stages. This arises from the effects of feedback loops in the wider system of evidence creation and learning at the population and governance levels, which cumulatively impact on acceptance of the innovation. The NPD and adoption processes are therefore closely intertwined, meaning that the endpoint for R&D and beginning of mainstream adoption and diffusion are unclear. A key challenge for those responsible for NPD and its regulation is to plan for the adoption of the technology while simultaneously conducting its scientific and technical development.

10 Pharmaceutical R & D pipeline management under trial duration uncertainty

We consider a pharmaceutical Research & Development (R & D) pipeline management problem under two significant uncertainties: the outcomes of clinical trials and their durations. We present an Approximate Dynamic Programming (ADP) approach to solve the problem efficiently. Given an initial list of potential drug candidates, ADP derives a policy that suggests the trials to be performed at each decision point and state. For the classical R&D pipeline planning problem with deterministic trial durations, we compare our ADP approach with other methods from the literature, and find that it can find better solutions more quickly in particular for larger problem instances. For the case with stochastic trial durations, we compare the ADP algorithm with a myopic approach and show that the expected net profit obtained by the derived ADP policy is higher (almost 20% for a 10-drug portfolio).
