1 A supply chain disruption recovery strategy considering product change under COVID-19

A recent global outbreak of Corona Virus Disease 2019 (COVID-19) has led to massive supply chain disruption, resulting in difficulties for manufacturers on recovering their supply chains in a short term. This paper presents a supply chain disruption recovery strategy with the motivation of changing the original product type to cope with that. In order to maximize the total profit from product changes, a mixed integer linear programming (MILP) model is developed with combining emergency procurement on the supply side and product changes by the manufacturer as well as backorder price compensation on the demand side. The model uses a heuristic algorithm based on ILOG CPLEX toolbox. Experimental results show that the proposed disruption recovery strategy can effectively reduce the profit loss of manufacturer due to late delivery and order cancellation. It is observed that the impact of supply chain disruptions is reduced. The proposed model can offer a potentially useful tool to help the manufacturers decide on the optimal recovery strategy whenever the supply chain system experiences a sudden massive disruption.

An agent-based model for supply chain recovery in the wake of the COVID-19 pandemic-2021
The current COVID-19 pandemic has hugely disrupted supply chains (SCs) in different sectors globally. The global demand for many essential items (e.g., facemasks, food products) has been phenomenal, resulting in supply failure. SCs could not keep up with the shortage of raw materials, and manufacturing firms could not ramp up their production capacity to meet these unparalleled demand levels. This study aimed to examine a set of congruent strategies and recovery plans to minimize the cost and maximize the availability of essential items to respond to global SC disruptions. We used facemask SCs as an example and simulated the current state of its supply and demand using the agent-based modeling method. We proposed two main recovery strategies relevant to building emergency supply and extra manufacturing capacity to mitigate SC disruptions. Our findings revealed that minimizing the risk response time and maximizing the production capacity helped essential item manufacturers meet consumers’ skyrocketing demands and timely supply to consumers, reducing financial shocks to firms. Our study suggested that delayed implementation of the proposed recovery strategies could lead to supply, demand, and financial shocks for essential item manufacturers. This study scrutinized strategies to mitigate the demand–supply crisis of essential items. It further proposed congruent strategies and recovery plans to alleviate the problem in the exceptional disruptive event caused by COVID-19.

3 Saving the North Atlantic right whale in a changing ocean: Gauging scientific and law and policy responses

North Atlantic right whales (NARW) are one of the most endangered marine animals with a global population of ~400 individuals left. Recent climate-driven shifts in distribution have significantly increased their mortality risk from human activities. After twelve NARWs died in the Gulf of St. Lawrence in 2017 from fishing gear entanglement and ship strikes, Canada adopted measures designed to decrease overlap between these whales and relevant threats. Real-time monitoring of whale distribution combined with dynamic management of shipping corridors and fishing areas proved to be effective in reducing regional mortality to zero in 2018. Yet, this complex system was expensive to implement and caused tension with affected sectors. Following stakeholder consultations, Canada modified the system of static and dynamic measures for the 2019 season. These measures were less effective and eight observed right whale deaths triggered additional emergency responses. This paper reviews scientific and legal tools that were used to implement spatial management of NARW and marine activities between 2017 and 2019. It identifies key legislation that directs the government to protect NARW, such as the Species at Risk Act (SARA), as well as the regulatory tools under the Fisheries Act and Canada Shipping Act and discusses weaknesses in the implementation of these legal frameworks that contributed to compromised outcomes. The paper concludes with recommendations designed to promote recovery and protect endangered species that may undergo similar changes in distributions and threats under ongoing climate and environmental change. The need to strengthen the role of Canada’s Species at Risk Act in future conservation efforts is highlighted, specifically the need to address the effects of climate change in recovery planning and the importance of expanding critical habitat protections.

4 Building organizational resilience in the face of multiple disruptions

The increasing number of natural and man-made hazards is forcing organizations to build resilience against numerous types of disruptions that threaten continuity of their business processes. This paper presents an integrated business continuity and disaster recovery planning (IBCDRP) model to build organizational resilience that can respond to multiple disruptive incidents, which may occur simultaneously or sequentially. This problem involves multiple objectives and accounts for inherent epistemic uncertainty in input data. A multi-objective mixed-integer robust possibilistic programming model is formulated, which accounts for sensitivity and feasibility robustness. The model aims to plan both internal and external resources with minimal resumption time, restoration time, and loss in the operating level of critical functions by making tradeoffs between required resources for continuity plans, recovery time, and the recovery point. A real case study in a furniture manufacturing company is conducted to demonstrate the performance and applicability of the proposed IBCDRP model. The results confirm the capability of the proposed model to improve organizational resilience. In addition, the proposed model demonstrates the interaction between the organizational resilience and required resources, particularly in respect to the total budget and external resources, which is necessary for developing continuity and recovery strategies.

5 A quantitative model for disruption mitigation in a supply chain

In this paper, a three-stage supply chain network, with multiple manufacturing plants, distribution cen ters and retailers, is considered. For this supply chain system we develop three different approaches, (i) an ideal plan for an infinite planning horizon and an updated plan if there are any changes in the data, (ii) a predictive mitigation planning approach for managing predictive demand changes, which can be predicted in advance by using an appropriate tool, and (iii) a reactive mitigation plan, on a real-time basis, for managing sudden production disruptions, which cannot be predicted in advance. In predictive mitigation planning, we develop a fuzzy inference system (FIS) tool to predict the changes in future de mand over the base forecast and the supply chain plan is revised accordingly well in advance. In reactive mitigation planning, we formulate a quantitative model for revising production and distribution plans, over a finite future planning period, while minimizing the total supply chain cost. We also consider a series of sudden disruptions, where a new disruption may or may not affect the recovery plans of earlier disruptions and which consequently require plans to be revised after the occurrence of each disruption on a real-time basis. An efficient heuristic, capable of dealing with sudden production disruptions on a real-time basis, is developed. We compare the heuristic results with those obtained from the LINGO optimization software for a good number of randomly generated test problems. Also, some numerical examples are presented to explain both the usefulness and advantages of the proposed approaches.

رویدادهای اخیر مانند طوفان، سونامی، زمین لرزه، قطعی برق و تهدید بیماری های پاندمی، آسیب پذیری ما را نسبت به بلایای طبیعی به طرز روشن تری نشان داده اند. این آسیب پذیری با وابستگی روزافزون بسیاری از سازمان ها به کامپیوتر، وسایل ارتباطات راه دور و دیگر فناوری ها و همچنین تمایل به روند ایجاد همگرایی بین تامین کنندگان و شرکای تجاری در فعالیت های تجاری روزمره تشدید می شود. در واکنش به این موضوع، بسیاری از سازمان ها در حال اجرای فرآیندهای برنامه ریزی بازیابی و بهبود فاجعه هستند. در این مقاله ما در مورد چگونگی شناسایی تهدیدها و سناریوهای مربوط به آن ها بحث خواهیم کرد؛ این که چگونه استراتژی های بازیابی و بهبود فاجعه را بیان کنیم، و همچنین به بررسی چهار عنصر برنامه ریزی بهبود بلایای عمومی که شامل :رفع موانع، آمادگی، واکنش و بهبود هستند، خواهیم پرداخت. سپس در ادامه، مثال هایی از یک نرم افزار را ارائه خواهیم نمود که قادر است متخصصان بازیابی و بهبود بحران را در فرآیند برنامه ریزی و پیاده سازی های مربوطه پشتیبانی کند. در پایان نیز برخی از روندهایی را که بحرانی بودن موضوع را تقویت می کند، ارائه می نماییم.
