1 The architecture of accounting and the neoliberal betrayal of life

This paper identifies the way in which accounting practices reinforced the increasing influence of the intolerant financial emphasis of the market on the quality of social housing under neoliber- alism when successive British governments gave little importance to the impact of aesthetic and ethical qualities of social housing on the well-being of inhabitants. Social values, most especially safety and beauty, were able to be reinterpreted according to economic logic, thereby denying the need for them to be explicitly considered in any social housing decisions. The study emphasises the way in which the austerity and deregulation agenda of neoliberal policies that had a signif- icant impact on building and fire safety regulations were ultimately justified by financial criteria. The Grenfell Tower fire in 2017 belatedly exposed the way in which the financial and operational visibilities created by accounting practices had become crucial to the successful implementation of the economic logic of the neoliberal agenda and related market priorities of successive British governments, irrespective of the consequences. The paper demonstrates how the Grenfell Tower refurbishment was the apotheosis of neoliberalism; a toxic mix of austerity, outsourcing and deregulation. The focus on value for money in the refurbishment led ultimately to the betrayal of life of the residents.

2 Linking standard Economic Account for Forestry and ecosystem accounting: Total forest incomes and environmental assets in publicly-owned conifer farms in Andalusia-Spain

A major problem faced by government as trustee of society charged with conserving the nation’s forest envi- ronmental asset is that the standard Economic Account for Forestry (EAF) fails to measure the contribution of nature to total forest incomes and environmental assets. In the context of this government mission, the debate arises with regard to how to uncover the contribution of nature to the total forest incomes enjoyed by people through a refined accounting framework which extends the EAF. The latter is applied by the statistics office to estimate the values added of timber, firewood, cork, resin, industrial nut and other non-woody final products of the forest at national/sub-national scale. Bearing in mind this narrow scope of the EAF, this research proposes the application of the experimental Agroforestry Accounting System (AAS), which extends the forest incomes and environmental asset estimates by applying simulated exchange values stated/revealed by consumers for non- market public goods and services. We apply the EAF and AAS frameworks to 12 large publicly-owned pro- tected conifer forest farms which are not available for sale on the competitive land market and which cover an area of 47,262 ha in Andalusia-Spain. In this conifer farm case study, the EAF considers the economic activities of timber, firewood, aromatic plants and residential service. The AAS adds to the EAF activities those of grazing, conservation forestry, hunting, livestock, agricultural crops, livestock-keeper private amenity, fire services, free access recreation, mushrooms, carbon, landscape conservation, threatened wild biodiversity and water supply runoff stored lower down the watershed in public reservoirs. The objectives of this conifer farm case study are, first, to compare the final products and incomes estimated by applying the EAF and AAS frameworks and, second, to measure the sensitivity of conifer farm environmental assets to changes in land ownership rights and dis- counting rates in accordance with the AAS results. The conifer farm results show total income measured by the AAS is 38 times higher than the EAF net value added (NVA) for the 2010 period. The AAS economic activities of forestry conservation, fire services and landscape conservation activities generate 71% of the conifer farm labour compensation. The AAS opening environmental asset measured at the assumed competitive real baseline dis- counting rate of 3% is 6371.6 €/ha, which is 3.7 times lower than it would be if the conifer farm was available for sale on the competitive land market. The change in the baseline discounting rate chosen, from 3% to 1.5%, would lead to an increase of 116% in the value of the opening environmental asset. The above results reveal the inconsistent EAF measurement of total conifer farm incomes. The sensitivity analysis underlines the important effects on the environmental asset arising from changes in land ownership rights and discounting rates.

3 Resident Opioid Prescribing Habits Do Not Reflect Best Practices in Post-Operative Pain Management: An Assessment of the Knowledge and Education Gap

OBJECTIVE: To evaluate deficiencies in knowledge and education in opioid prescribing and to compare surgical resident opioid-prescribing practices to Opioid Prescribing Engagement Network (OPEN) procedure-specific guidelines.
DESIGN: Anonymous web-based survey distributed to all general surgery residents to evaluate prior education received and confidence in knowledge in opioid prescribing. The number of 5 milligram oxycodone tablets prescribed for common procedures was assessed and compared with OPEN for significance using Wilcoxon signed rank tests.
SETTING: General surgery residency program within large university-based tertiary medical center. PARTICIPANTS: Categorical general surgery residents of all postgraduate years.
RESULTS: Fifty-six of 72 (78%) categorical residents completed the survey. Few reported receiving formal education in opioid prescribing in medical school (32%) or residency (16%). While 82% of residents felt confident in opioid side effects, fewer felt the same with regards to opioid pharmacokinetics (36%) or proper opioid disposal (29%). Opioids prescribed varied widely with residents prescribing significantly more than recommended by OPEN in 9 of 14 procedures.
CONCLUSIONS: Tackling the evolving opioid epidemic requires a multidisciplinary approach that addresses prescribing at all steps of the process, starting with trainee education.

4 Knowledge management and natural disaster preparedness: A systematic literature review and a case study of East Lombok, Indonesia

Disaster impacts can be significantly reduced with disaster preparedness. Knowledge management is one of the building blocks of disaster preparedness. This paper comprehends the current state of the literature on knowl- edge management in community preparedness towards natural disasters. The paper identifies and develops a categorization of community-related knowledge management in disaster preparedness using a systematic liter- ature review. Subsequently, the categorization is utilized in a case study to determine if community-related knowledge management in the preparedness phase can improve communities’ responses in the event of natu- ral disasters. The case study was conducted in the Lombok Island community of Indonesia, which experienced two major earthquakes in mid-2018 and early 2019. The results show that knowledge transfer and creation towards and among the Lombok community increased after the mid-2018 earthquake. Consequently, the com- munity was better able to respond to the early-2019 earthquake. Better disaster preparedness activity designs are crucial in attracting participation and motivating residents to be more prepared.

5 The knowledge of Indonesian pediatric residents on hyperbilirubinemia management

Hyperbilirubinemia in the newborn occurs more frequently in Indonesia. Therefore, it is important that pediatric residents in Indonesia acquire adequate knowledge of hyperbilirubinemia management. This study aims to determine the pediatric residents knowledge on hyperbilirubinemia management, whether they follow recommended guidelines, and whether differences exist between five large Indonesian teaching hospitals. We handed out a 25-question questionnaire on hyperbilirubinemia management to pediatric residents at five teaching hospitals. A total of 250 questionnaires were filled in completely, ranging from 14 to 113 respondents per hospital. Approximately 76% of the respondents used the Kramer score to recognize neonatal jaundice. Twenty-four percent correctly plotted the total serum bilirubin levels (TSB) on the phototherapy (PT) nomograms provided by the American Academy of Pediatrics (AAP) and the National Institute for Health and Care Excellence (NICE) for full-term and nearly full-term infants. Regarding preterm infants <35 weeks gestational age, 66% of the respondents plotted TSB levels on the AAP nomogram, although this nomogram doesnt apply to this category of infants. Seventy percent of residents knew when to perform an exchange transfusion whereas 27% used a fixed bilirubin cut-off value of 20 mg/dL. Besides PT, 25% reported using additional pharmaceutical treatments, included albumin, phenobarbitone, ursodeoxycholic acid and immunoglobulins, while 47% of the respondents used sunlight therapy, as alternative treatment. The limited knowledge of the pediatric residents could be one factor for the higher incidence of severe hyperbilirubinemia and its sequelae. The limited knowledge of the residents raises doubts about the knowledge of the supervisors and the training of the residents since pediatric residents receive training from their supervisors.

6 An analysis of Twitter users’ long term political view migration using cross-account data mining

During the 2016 US presidential election, we witnessed a polarized population and an election outcome that defied the predictions of many media sources. In this study, we conducted a follow-up on political view migration through tracking Twitter users’ account activity. The study was conducted by following a set of Twitter users over a four year period. Each year, Twitter user activities were collected and analyzed by our novel cross-account data mining algorithm. This algorithm through multiple iterations computes a numerical political score for each user based on their connection to other users and hashtags. We identified a set of seed users and hashtags using prominent political figures and movements to bootstrap the algorithm. The political score distribution demonstrates a divided population on political views. We also observed that users are more moderate in years close to elections (2017 and 2020) compared to years of none election (2018 and 2019). There is an overall migration trend from conservatives to progressives during the four years. This change in scores across the four year time frame suggests a unique political cycle exclusive to Donald Trump’s unprecedented presidential term. Our results in a broad sense portray the potential capabilities of a data collection and scoring algorithm that detected a noticeable political migration and describes the broad social characteristics of certain politically aligned users on social media platforms.

7 Remote measurement of building usable floor area – Algorithms fusion

Rapid changes that are taking place in the urban environment have significant impact on urban growth. Most cities and urban regions all over the world compete to increase resident and visitor satisfaction. The growing requirements and rapidity of introducing new technologies to all aspects of residents’ lives force cities and urban regions to implement "smart cities" concepts in their activities. Real estate is one of the principal anthropogenic components of urban environment thus become a subject of thorough multidisciplinary analysis in the field of data requiring spatial information systems. Recent advances in information technology, combined with the increased availability of high-resolution imagery from Earth observation, create an opportunity to use new sources of data that enable to identify, monitor, and solved many of urban environmental problem. The aim of the paper is to elaborate precise, complete and detailed property information with the use of remote sensing observations in a suitable numerical algorithm. The authors concentrate on providing one of the most important, and probably the most lacking, feature describing properties – building usable floor area (BUFA). The solution is elaborated in the form of an automatic algorithm based on machine learning and computer vision technology related to LiDAR (big data), close range images with respect to spatial information systems requirements. The obtained results related to BUFA estimation in comparison to the state-of-the-art results are satisfactory and may increase the reliability of decision-making in investment, fiscal, registration and planning aspects.

8 Techno-economic and life cycle greenhouse gas emissions assessment of liquefied natural gas supply chain in China

This study assessed the techno-economic performance and life cycle greenhouse gas (GHG) emissions for various liquefied natural gas (LNG) supply chains in China in order to find the most efficient way to supply and use LNG. This study improves current literature by adding supply chain optimization options (cold energy recovery and hydrogen production) and by analyzing the entire supply chain of four different LNG end-users (power generation, industrial heating, residential heating, and truck usage). This resulted in 33 LNG pathways for which the energy efficiency, life cycle GHG emissions, and life cycle costs were determined by process-based material and energy flow analysis, life cycle assessment, and pro- duction cost calculation, respectively. The LNG and hydrogen supply chains were compared with a reference chain (coal or diesel) to determine avoided GHG emissions and GHG avoidance costs. Results show that NG with full cryogenic carbon dioxide capture (FCCC) is most beneficial pathway for both avoided GHG emissions and GHG avoidance costs (70.5e112.4 g CO2-e/MJLNG and 66.0e95.9 $/t CO2-e). The best case was obtained when NG with FCCC replaces coal-fired power plants. Results also indicate that hydrogen pathways requires maturation of new technology options and significant capital cost reductions to become attractive.© 2021 The Author(s). 9 Public perceptions on artificial intelligence driven disaster management: Evidence from Sydney, Melbourne and Brisbane

In recent years, artificial intelligence (AI) is being increasingly utilised in disaster management activities. The public is engaged with AI in various ways in these activities. For instance, crowdsourcing applications developed for disaster management to handle the tasks of collecting data through social media platforms, and increasing disaster awareness through serious gaming applications. Nonetheless, there are limited empirical investigations and understanding on public perceptions concerning AI for disaster management. Bridging this knowledge gap is the justification for this paper. The methodological approach adopted involved: Initially, collecting data through an online survey from residents (n = 605) of three major Australian cities; Then, analysis of the data using statistical modelling. The analysis results revealed that: (a) Younger generations have a greater appreciation of opportunities created by AI-driven applications for disaster management; (b) People with tertiary education have a greater understanding of the benefits of AI in managing the pre- and post-disaster phases, and; (c) Public sector administrative and safety workers, who play a vital role in managing disasters, place a greater value on the contributions by AI in disaster management. The study advocates relevant authorities to consider public perceptions in their efforts in integrating AI in disaster management.

10 Yield and the city: Swedish public housing and the political significance of changed accounting practices

This article discusses the role of accounting in the changes that the public housing sector in Sweden has undergone. Public housing has been the cornerstone of the welfare state, which perceived housing as a right for all. These housing policies have been challenged from the 1990s onwards, and new legislation introduced in 2011 forced the sector to further economise operations. Because observance of the new legislation supposedly relied on accounting practices, calculative practices became important. The yield metric, which originates in financial economics, became prominent due to its capacity to condense contradictory conditions and time into a single figure, thereby making assets comparable. A study comprising 44 interviews (46 interviewees) undertaken in 9 council-run public housing companies reveals the social impact of the introduced accounting practices. Results indicate that different understandings of the future can either (1) justify bringing residential holdings into a non-calculable sphere to secure political control or (2) result in counter calculations based on assumed future value increases on commercial investments. This vagueness of the notion of time influences the connection between accounting and governmentality and, ultimately, economisation processes since it opens up for political resistance and counter calculations
