1 The effects of school choice on achievement gaps between private and public high schools: Evidence from the Seoul high school choice program

In 2010, Seoul began a universal school choice program for high schools. The implementation of school choice introduced autonomy, competition, and sorting, barely existent when public and private schools were under strong governmental control. Using school-level panel data, this study investigated how a newly introduced school choice policy affected achievement gaps between private and public high schools. We found evidence that competition and autonomy have minimal impacts on the achievement of private and public high schools. However, we found that student sorting did significantly increase the achievements of private high schools, widening existing gaps between public high schools.

2 Regulating market entry of low-cost private schools in Sub-Saharan Africa: Towards a theory of private education regulation

This study provides a comparative assessment of policies governing private schools in twenty countries in Sub-Saharan Africa. Findings suggest that current regulatory systems are failing to adequately address the negative externalities and failures of private schooling markets. Insufficient capacity on the part of governments is a contributor to uneven policy implementation and creates opportunities for rent-seeking and corruption. Onerous market entry regulations offer constraints on the growth of official private education markets, but facilitate growth in unofficial markets if demand for education is not being fully met by the supply of government service provision, restricting the government’s ability to provide adequate oversight of private providers.

3 The choice of Arab-Islamic education in sub-Saharan Africa: Findings from a comparative study

While it is a central issue for most sub-Saharan African countries, quantification and qualification of the Arab-Islamic education choice appear particularly poorly documented. After an inventory of representative data, we rely on household surveys from 9 countries (Nigeria, Côte d’Ivoire, Mauritania, Gambia, Burkina Faso, Senegal, Chad, Somalia and Comoros) with data on formal Arab-Islamic education and non-formal Arab-Islamic education. Arab-Islamic education appears mainly driven by non-formal education institutions like traditional Quranic schools rather than Arab-Islamic schools recognized by States. We show that a large number of recorded “out-of-school” children of primary school age are enrolled in Quranic schools and that there are significant differences between households depending on the education choice. Traditional Quranic schools appear as an important vector of knowledge transmission for poor households and those in rural areas, but the poorest population appears even more as really “out-of-school”. However, formal Arab-Islamic schools seem to exclude vulnerable populations as much as other formal schools in the country do. In the context of Nigeria, parents appear sensitive to the quality of formal education provision. Thus when perceived quality deteriorates, the poorest households retrieve their children from formal schools and enroll them in Quranic schools.

4 Madrasah for girls and private school for boys? The determinants of school type choice in rural and urban Indonesia

Using a nationally representative data set on Indonesian households and villages, we study the determinants of enrolment in Islamic schools (i.e. madrasahs) and private schools vis-à-vis government schools. Multinomial logit estimates indicate that madrasahs systematically attract children from poorer households, rural locations and less educated parents while the opposite is true for private school enrolment. Moreover, girls are significantly more likely to be in madrasahs, irrespective of their locations, while boys enjoy a higher probability of enrolment in non-madrasah schools, particularly in urban areas. A significant effect of household income remains even after factoring out the influence of child characteristics, parental background, and village characteristics. Therefore policies that reduce household poverty are likely to reduce demand for Islamic schooling. However the presence of a “girl effect” in madrasah enrolment independent of household income and location factors is puzzling and underscores the need to better understand the socio-cultural determinants of school choice in Indonesia.

5 Informal fee charge and school choice under a free primary education policy: Panel data evidence from rural Uganda

Although Uganda became a pioneer in sub-Saharan Africa by introducing a fee abolition policy to achieve universal primary education, charging fees has become increasingly common. This study assesses the effect of informal fee charges in public schools on primary school attendance and choice in rural Uganda, finding that there is a strong negative effect of high fees on public school attendance of children from poor households. The study also finds a limited role of private schools absorbing the children from poor households who left public school due to high fee charges.
