1 How to finance for establishing hydrogen refueling stations in China? An analysis based on Fuzzy AHP and PROMETHEE

Fuel Cell Vehicles are considered as a promising alternative for future sustainable transportation, while the deployment of hydrogen refueling stations is one of the major barriers that blocking the commercial introduction of Fuel Cell Vehicles. Since the establishment of hydrogen infrastructures not only requires quite a large investment, but also needs efficient project management and operation. Therefore, how to finance and operate hydrogen infrastructures is a difficult question for decision makers. In this study, it introduced four business models for financing and operating hydrogen refueling stations: Build-Operate- Transfer, Transfer-Operate-Transfer, Public-Private-Partnership, and Asset- Backed Securitization, and identified six criteria for prioritizing them. Then, it employed Fuzzy Analytic Hierarchy Process to determine the weight for the criteria, and compared the performance of these models with respect each criterion. Finally, the method of Preference Ranking Organization Method for Enrichment Evaluations was used to determine the priority of each model for financing hydrogen refueling stations, and a Sensitivity Analysis was conducted to find the most appropriate model in different situations. The results indicated that financing difficulty, project risks, and financing costs are the most important factors for strategic investors to involve in financing hydrogen refueling stations. Among the four financing models, Public-Private-Partnership and Transfer-Operate-Transfer models are turned out to be more preferable for financing hydrogen infrastructure in China. Some policy implications have also been provided for the establishment of hydrogen refueling stations.

2 Sustainable modes and violence: Perceived safety and exposure to crimes on trips to and from a Brazilian university campus

Introduction: There is a general sense that violence and security perceptions influence the use of sustainable travel modes. In this context, this research characterizes violence and security perceptions around a Brazilian university campus. The primary objective of the research was to identify how violence-related aspects influenced travel mode choice on trips to the campus, especially the impact of those aspects on users of sustainable transportation modes. Method: This characterization was conducted using results from an online survey conducted in early 2016 and maps with geocoded points from reported answers. Decision Tree algorithms were run to explore the relation of the users’ background (such as victims of violence or not, and perceived insecurity on campus) and characteristics of their routes to campus considering their decision to use sustainable modes or not. Results: Crimes were most frequent on weeknights and, in relative terms, fewer women declared feeling safe compared to men. Moreover, it was identified that locations with high incidences of violence were perceived as insecure. Affiliation to the university and the occurrence of violence had a greater impact on mode choice compared to security perception. The distance to the campus was relevant to mode choice only on routes that were perceived as safe. Conclusions: Using sustainable travel modes had a greater occurrence on routes with the highest insecurity perception, and on routes with high incidences of violence. It is counter-intuitive to assume that numerous walking trips are a consequence of violence. Hence, the results may indicate the opposite, i.e. users of non-motorized modes attract the attention of criminals. Therefore, increased surveillance on regions with high participation of non-motorized modes is necessary to prevent users from shifting to motorized modes.

5 Bike-sharing or taxi? Modeling the choices of travel mode in Chicago using machine learning

In many big cities, the bike-sharing system (BSS) and taxi play critical roles in transportation services. They both offer on-demand transportation options and allow flexible riding scheduling and routing. Previous literature has compared BSS and taxi to other transport modes, such as public transit and private automobile, but little is known about the spatiotemporal factors that influence travel choices between these two alternatives. Understanding travel patterns of BSS and taxi is critical in traffic demand analysis and sustainable transportation planning. Also, an in-depth examination of the patterns of travel behaviors, especially when one would choose BSS over a taxi, will provide valuable insights on human mobility and active living research. In this study, we investigated the spatiotemporal patterns of BSS and taxi trips in Chicago from 2014 to 2016. To model travel choices between BSS and taxi, we applied machine learning techniques to simulate the means of transport based on environmental and temporal factors. Results show seasonal trip variations of the BSS and a declining trend of taxi trips. BSS speed is relatively stable while taxi speed varies primarily because of time and locations. Based on the random forest model, which has demonstrated the best fit with high processing speed, travel distance and the number of parks and recreational facilities seem to be critical spatial predicting factors of the travel choice. Given any time and location, the model can recommend the travel choices between BSS and taxis for users. This study shows the significance of machine learning techniques in urban mobility research. Results of the study may potentially support peoples transportation decision-making and facilitate sustainable transportation planning.

6 Review of intelligent transport solutions in Latvia
بررسی راه حل های حمل و نقل هوشمند در لتونی-2017
The goal of the following paper is to make a review of existing intelligent transport solutions in Latvia. The results of the review were part of the RITS-NET project, implemented in frame of INTERREG IVC programme by consortium of partners from 9 EU countries, including Latvia. The project aims at enhancing regional sustainable transport policies via an increased knowledge and understanding of the full potential of Intelligent Transport Systems (ITS) solutions and ways to deploy them. To reach the goal the state-of-the-art of intelligent transport solutions in Latvia was completed, taking into account following subtopics: Emergency Management and Incident Services; ITS for Traffic Management and Mobility; Parking and Automatic Payment; ITS for Public Transport Management; Fleet Management and Freight. On each subtopic the careful review of existing solutions were completed and described.

7 Economic crisis and promotion of sustainable transportation: A case survey in the city of Volos, Greece

The paper presents the results of a survey that examines the effects of the current economic crisis to the promotion of sustainable transportation in the city of Volos (a medium-sized Greek city, 130,000 inhabitants). The survey was based on a questionnaire conducted on a random sample of 605 participants through personal interviews in the year 2013. The questionnaire comprised 24 questions divided into two parts. In the first part, the participants provided their demographic data, purchase power, possession of bicycle, private vehicle and driving licence. In the second part, participants stated their choice to change transport mode for utilitarian or recreational trips comparing the years 2008 (before the crisis) and 2012 (crisis in process). They also answered questions about road safety and personal safety issues when they walk or bike during the day and night time in the city of Volos. The analysis supports that citizens have changed their transportation habits during the years of economic crisis in Greece in favor of sustainable transport modes. Due to the increased unemployment and the decreased personal income, commuters preferred the use of public transportation, bicycle or walk instead of private vehicles. Thus, the crisis has a positive impact towards sustainable mobility by changing the way commuters travel in urban areas favoring more economic, environmental friendly and socially alternative transport modes.

8 On-road vehicle emissions and their control in China: A review and outlook

The large (26-fold over the past 25 years) increase in the on-road vehicle fleet in China has raised sustainability concerns regarding air pollution prevention, energy conservation, and climate change mitigation. China has established integrated emission control policies and measures since the 1990s, including implementation of emission standards for new vehicles, inspection and maintenance programs for in-use vehicles, improvement in fuel quality, promotion of sustainable transportation and alternative fuel vehicles, and traffic management pro grams. As a result, emissions of major air pollutants from on-road vehicles in China have peaked and are now de clining despite increasing vehicle population. As might be expected, progress in addressing vehicle emissions has not always been smooth and challenges such as the lack of low sulfur fuels, frauds over production conformity and in-use inspection tests, and unreliable retrofit programs have been encountered. Considering the high emission density from vehicles in East China, enhanced vehicle, fuel and transportation strategies will be required to address vehicle emissions in China. We project the total vehicle population in China to reach 400–500 million by 2030. Serious air pollution problems in many cities of China, in particular high ambient PM2.5 concentration, have led to pressure to accelerate the progress on vehicle emission reduction. A notable example is the draft China 6 emission standard released in May 2016, which contains more stringent emission limits than those in the Euro 6 regulations, and adds a real world emission testing protocol and a 48-h evaporation testing procedure including diurnal and hot soak emis sions. A scenario (PC[1]) considered in this study suggests that increasingly stringent standards for vehicle emis sions could mitigate total vehicle emissions of HC, CO, NOX and PM2.5 in 2030 by approximately 39%, 57%, 59% and 79%, respectively, compared with 2013 levels. With additional actions to control the future light-duty passenger vehicle population growth and use, and introduce alternative fuels and new energy vehicles, the China total ve hicle emissions of HC, CO, NOX and PM2.5 in 2030 could be reduced by approximately 57%, 71%, 67% and 84%, re spectively, (the PC[2] scenario) relative to 2013. This paper provides detailed policy roadmaps and technical options related to these future emission reductions for governmental stakeholders.

9 Transport adaptation policies in Europe: from incremental actions to long-term visions

This research describes the current state of adaptation in the transport sector in Europe and explores their potential, lessons learnt and limits. The objective is to establish a typology of current approaches and assess their impact in terms of both, short term feasibility and long-term sustainability. As a result, some follow-up actions are suggested for policy making in terms of promoting better integrated consideration of mitigation and adaptation challenges, developing new technical tools and expertise to forecast potential climate change impacts, and expanding adaptation from the current operational focus to the planning and policy making fields. Data & Methodology (150 words). This research is based on extensive data collection of stakeholders views and case studies conducted in 2013 and 2014 in the framework of the European Topic Centre on Climate Change Adaptation (ETC/CCA) of the European Environment Agency (EEA), as summarized in report EEA 8/2014 (http://www.eea.europa.eu/publications/adaptation of-transport-to-climate). The research makes a systematic assessment of the evidence gathered from the perspective of (1) technical base, (2) implicit causality chains and their relevance, (3) short term expected impacts, (4) integration with long-term policies and priorities. The assessment serves to categorize current actions in accordance with their expected impact, compatibility with a long-term low-carbon paradigm, and capacity to build up consensus among stakeholders (at the planning, infrastructure, operations and use levels). Expected results (100 words): Based on the evidence gathered, it is claimed that there is a risk for incremental adaptation approaches to involuntarily consolidate already-prevailing unsustainable transport practices, so that transition efforts towards low-carbon transport would become more difficult to undertake. A number of innovative adaptive approaches in Europe, based on medium and long-term strategies, which address mitigation and adaptation in an integrated way are described, and ways to This research describes the current state of adaptation in the transport sector in Europe and explores their potential, lessons learntmainstream these integrated approaches are discussed.

10 Dynamic participation processes for policy packaging in transport backcasting studies

Scenario analysis is particularly useful when major changes are required to reach climate change goals over a longer time period. Backcasting provides one approach to develop policy packages that together will help achieve these objectives, but one missing element has been the role that stakeholder engagement can play in the identification of suitable policy measures, in the packaging process, and in determining the suitability, the feasibility and the timescale involved. This paper develops a novel dynamic participatory process to address the policy-implementation gap through the engagement of practitioners, policy makers and researchers in a series of workshops that allow these issues to be discussed in an open deliberative process. The spatial context taken is the Andalusia region (Spain), where there is a clear policy desire to implement a sustainable transport strategy for 2050. The paper outlines the methodological process, the development of the policy pathways, the dialogue process, the refinement of the policy pathways, the final strategy, and it then reflects on the usefulness of stakeholder engagement in the policy formulation process.
