1 Data Mining Strategies for Real-Time Control in New York City

The Data Mining System (DMS) at New York City Department of Transportation (NYCDOT) mainly consists of four database systems for traffic and pedestrian/bicycle volumes, crash data, and signal timing plans as well as the Midtown in Motion (MIM) systems which are used as part of the NYCDOT Intelligent Transportation System (ITS) infrastructure. These database and control systems are operated by different units at NYCDOT as an independent database or operation system. New York City experiences heavy traffic volumes, pedestrians and cyclists in each Central Business District (CBD) area and along key arterial systems. There are consistent and urgent needs in New York City for real-time control to improve mobility and safety for all users of the street networks, and to provide a timely response and management of random incidents. Therefore, it is necessary to develop an integrated DMS for effective real-time control and active transportation management (ATM) in New York City. This paper will present new strategies for New York City suggesting the development of efficient and cost-effective DMS, involving: 1) use of new technology applications such as tablets and smartphone with Global Positioning System (GPS) and wireless communication features for data collection and reduction; 2) interface development among existing database and control systems; and 3) integrated DMS deployment with macroscopic and mesoscopic simulation models in Manhattan. This study paper also suggests a complete data mining process for real-time control with traditional static data, current real timing data from loop detectors, microwave sensors, and video cameras, and new real-time data using the GPS data. GPS data, including using taxi and bus GPS information, and smartphone applications can be obtained in all weather conditions and during anytime of the day. 2 A turnaround control system to automatically detect and monitor the time stamps of ground service actions in airports: A deep learning and computer vision based approach

As it is widely known, several ground services are provided by the airports for the domestic and international flights of the commercial passenger aircraft. Some of these services are conducted during the period called as the turnaround which starts with the parking of the aircraft in the aprons before the flight and ends with their leave from the aprons for the flight. Turnaround processes achieved in short time periods allow using the limited airport resources including the service vehicles and staff effectively. In addition, commercial reputation losses and financial losses that may arise from delays can be reduced as well as the delay-associated turnaround penalties. In this article, a deep learning and computer vision based system that detects and allows monitoring the airport service actions is proposed. The proposed system is capable of analyzing all the primary ground services for an aircraft parking on its apron by employing the RGB video frame sequences obtained from a single fixed camera focusing on the apron. In the service detection and analysis modules of the proposed airport ground service analysis system, some deep learning-based subsystems and in-house-developed algorithms were included and utilized. For the training of the machine learning models, a study-specific dataset was used and the constructed learning models were evaluated on real-life cases. Experimental results obtained as a result of the performance evaluations show that the proposed system is quite successful with precision rates over 90% in the detection and analysis of the airport ground services. This study is one of the limited research studies in which deep learning and computer vision techniques have been applied to detect and analyze the ground service actions. The proposed system is also capable of real-time data processing/analysis and concurrent service action monitoring. Furthermore, it allows monitoring when the service is received by stamping the times of service start/end. In a consideration of industrial relevance or operational perspective, such a system may facilitate the airport ground service management noticeably and reduce the delay-associated costs caused by the timing of the ground services.

3 Timing and Resource-Aware Mapping of Quantum Circuits to Superconducting Processors

Quantum algorithms need to be compiled to respect the constraints imposed by quantum processors, which is known as the mapping problem. The mapping procedure will result in an increase of the number of gates and of the circuit latency, decreasing the algorithm’s success rate. It is crucial to minimize mapping overhead, especially for noisy intermediate-scale quantum (NISQ) processors that have relatively short qubit coherence times and high gate error rates. Most of prior mapping algorithms have only considered constraints, such as the primitive gate set and qubit connectivity, but the actual gate duration and the restrictions imposed by the use of shared classical control electronics have not been taken into account. In this article, we present a mapper called Qmap to make quantum circuits executable on scalable processors with the objective of achieving the shortest circuit latency. In particular, we propose an approach to formulate the classical control restrictions as resource constraints in a conventional list scheduler with polynomial complexity. Furthermore, we implement a routing heuristic to cope with the connectivity limitation. This router finds a set of movement operations that minimally extends circuit latency. To analyze the mapping overhead and evaluate the performance of different mappers, we map 56 quantum benchmarks onto a superconducting processor named Surface-17. Compared to a prior mapping strategy that minimizes the number of operations, Qmap can reduce the latency overhead (LtyOH) up to 47.3% and operation overhead up to 28.6%, respectively.

4 Timing Constraints Imposed by Classical Digital Control Systems on Photonic Implementations of Measurement-Based Quantum Computing

Most of the architectural research on photonic implementations of measurement-based quantum computing (MBQC) has focused on the quantum resources involved in the problem with the implicit assumption that these will provide the main constraints on system scaling. However, the “flying-qubit” architecture of photonic MBQC requires specific timing constraints that need to be met by the classical control system. This classical control includes, for example, the amplification of the signals from single-photon detectors to voltage levels compatible with digital systems; the implementation of a control system which converts measurement outcomes into basis settings for measuring subsequent cluster qubits, in accordance with the quantum algorithm being implemented; and the digital-to-analog converter and amplifier systems required to set these measurement bases using a fast phase modulator. In this article, we analyze the digital system needed to implement arbitrary one-qubit rotations and controlled-not gates in discrete-variable photonic MBQC, in the presence of an ideal cluster state generator, with the main aim of understanding the timing constraints imposed by the digital logic on the analog system and quantum hardware. We have verified the design using functional simulations and have used static timing analysis of a Xilinx field-programmable gate array (7 series) to provide a practical upper bound on the speed at which the adaptive measurement processing can be performed, in turn constraining the photonic clock rate of the system. The design and testing system is freely available for use as the basis of analysis of more complex designs, incorporating more recent proposals for photonic quantum computing. Our work points to the importance of codesigning the classical control system in tandem with the quantum system in order to meet the challenging specifications of a photonic quantum computer.

5 The effects of population aging on South Korea’s economy: The National Transfer Accounts approach

This study examines how two factors of population aging, changes in fertility and mortality, will respectively affect South Korea’s economic future. The economic effects of population aging are examined by considering the population in each age group under alternative demographic scenarios. Utilizing recent population projections and South Korea’s National Transfer Accounts, the paper applies a simple decomposition model measuring the respective effects of fertility and mortality on separate aspects of the economy: labor income, private and public consumption, and public and private transfers. The results show that the effects of low fertility and low mortality on the economy are very different in direction, magnitude, timing, and impact by age group. The only effect of an aging population that is the same in all circumstances is the effect on the public pension system: low fertility and mortality will increase pressure on the public pension system of South Korea.

6 Time management: Improving the timing of post-prostatectomy radiotherapy, clinical trials, and knowledge translation

Background: Management of prostate cancer after surgery is controversial. Past studies on adjuvant radiotherapy (aRT) for higher-risk features have had conflicting results. Through the collaborative conversations of the global radiation oncology Twitter-based journal club (#RadOnc #JC), we explored this complex topic to share recent advances, better understand what the global radiation oncology community felt was important and inspire next steps. Methods: We selected the recent publication of a landmark international randomized controlled trial (RCT) comparing immediate and salvage radiotherapy for prostate cancer, RADICALS-RT, for discussion over the weekend of January 16 to 17, 2021. Coordination included open access to the article and an asynchronous portion to decrease barriers to participation, cooperation of study authors (CP, MS) who participated to share deeper insights including a live hour, and curation of related resources and tweet content through a blog post and Wakelet journal club summary. Discussion of Results: Our conversations created 2,370,104 impressions over 599 tweets with 51 participants spanning 11 countries and 5 continents. A quarter of the participants were from the US (13/51) followed by 10% from the UK (5/51). Clinical or Radiation Oncologists comprised 59% of active participants (16/27) with 62% (18/29) reporting giving aRT within the last 5 years. Discussion was interdisciplinary with three urologists (11%), three trainees (11%), and two physiotherapists (7%). Four months after the journal club its article Altmetric score had increased by 7% (214 to 229). Thematic analysis of tweet content suggested participants wanted clarification on definitions of adjuvant (aRT) and salvage radiotherapy (sRT) including indications, timing, and decision-making tools including guidelines; more interdisciplinary and cross-sectoral collaboration including with patients for study design including survivorship and meaningful outcomes; more effective knowledge translation including faster clinical trials; and more data including mature results of current trials, particular high-risk features (Gleason Group 4+, pT4b+, and margin-positive disease), implications of newer technologies such as PSMA-PET and genomic classifiers, and better explanations for practice pattern variations including underutilization of radiotherapy. This was further explored in the context of relevant literature. Conclusion: Together, this global collaborative review on the postoperative management of prostate cancer suggested a stronger signal for the uptake of early salvage radiation treatment with careful PSA monitoring, more sensitive PSA triggers, and expected access to radiotherapy. Questions still remain on potential exceptions and barriers to use. These require better decision-making tools for all practice settings, consideration of newer technologies, more pragmatic trials, and better use of social media for knowledge translation.

7 Tax accounting research on corporate investment: A discussion of the impact of IP box regimes on the M&A market by Bradley, Ruf, and Robinson (2021)

In The Impact of IP Box Regimes on the M&A Market, Bradley, Robinson, and Ruf (2021) study whether and to what extent tax incentives for intellectual property affect corporate M&A investment activity. The paper finds that a 1.0 percentage point tax benefit leads to a 1.2% increase in M&A activity in a country after the implementation of an Intellectual Property (IP) Box tax regime. Results vary based on country-specific IP Box requirements, as well as firm-specific characteristics such as patent ownership and acquirer nationality. My discussion offers more cautious interpretations of the empirical results related to statutory country-specific requirements of these regimes and raises concerns about the type and timing of firm responses. More generally, I outline how this paper and other work by tax researchers in Accounting contributes to the broader literature studying the relation between corporate tax policies and investment activity.

8 Financial literacy and the timing of tax-preferred savings account withdrawals

Tax deductions on contributions to registered savings vehicles are a common policy tool used by governments in many industrialized countries to encourage people to save for retirement. However, these plans do not typically lock in funds, which means savers may also withdraw before retirement when their marginal tax rates are still high and forgo the tax benefit. In this paper, we investigate the extent to which pre-retirement savings withdrawals respond to changes in the net-of-tax benefit of withdrawing and whether such behavior depends on the saver’s financial literacy. To that end, we link respondents of a nationally representative financial capability survey from Canada to over 15 years of administrative tax data. Our results show that the correlation between savings withdrawals and the effective marginal tax rate is negative for those with higher financial literacy, but much weaker and sometimes statistically insignificant for those with lower financial literacy. The findings suggest that financial literacy is an important determinant of the extent to which tax-deductible savings plans are used efficiently.

9 Implementation of a standardized voiding management protocol to reduce unnecessary re-catheterization - A quality improvement project

Objective. To design and implement a standardized postoperative voiding management protocol that accurately identifies patients with urinary retention and reduces unnecessary re-catheterization. Methods. A postoperative voiding management protocol was designed and implemented in patients undergoing major, inpatient, non-radical abdominal surgery with a gynecologic oncologist. No patients had epidural catheters. The implemented quality improvement (QI) protocol included: 1) Foley removal at six hours postoperatively; 2) universal bladder scan after the first void; and 3) limiting re-catheterization to patientswith bladder scan volumes N150 ml. A total of 96 patients post-protocol implementation were compared to 52 patients preprotocol. Along with baseline demographic data and timing of catheter removal,we recorded the presence or absence of urinary retention and/or unnecessary re-catheterization and postoperative urinary tract infection rates. Fishers exact test and students t-tests were performed for comparisons. Results. The overall rate of postoperative urinary retention was 21.6% (32/148). The new voiding management protocol reduced the rate of unnecessary re-catheterization by 90% (13.5% vs 2.1%, p = 0.01), without overlooking true urinary retention (23.1% vs 20.8%, p = 0.83). Additionally, there was a significant increase in hospital-defined early discharge prior to 11:00 AM (4.0% vs 22.0%, p = 0.022). There was no difference in the postoperative urinary tract infection rate between the groups (p=1.00). Risk factors associatedwith urinary retention included older age (p b 0.01), use of medications with anticholinergic properties (p b 0.01), and preexisting urinary dysfunction (p b 0.01). Conclusions. Implementation of this new voiding management protocol reduced unnecessary recatheterization, captured and treated true urinary retention, and facilitated early hospital discharge

10 Do laws shape attitudes? Evidence from same-sex relationship recognition policies in Europe

Understanding whether laws shape or simply reflect citizens’ attitudes is important but empirically difficult. We provide new evidence on this question by studying the relation between legal same-sex relationship recognition policies (SSRRPs) and attitudes toward sexual minorities in Europe. Using data from the European Social Surveys covering 2002–2016 and exploiting variation in the timing of SSRRPs across countries, we show that legal relationship recognition is associated with statistically significant improvements in atti- tudes toward sexual minorities. These effects are widespread across demographic groups but are consistently larger for more conservative groups in countries with less gender equality. Our results suggest that laws can exert a powerful influence in shaping societal attitudes.
