1 The relation between growth, energy imports, militarization and current account balance in China, Israel and South Korea

This paper tested the relation among macroeconomic variables such as economic growth, current account balance, energy imports and non-economic variable as militarization for the selected countries by employing Markov Switching-Bayesian Vector Auto Regressive approach for China, Israel and South Korea. These countries have high rate of export and import of weapons, the current account surplus, and higher rate of energy imports. The results showed that the relation between the selected variables differs in these countries with respect to their energy and weapon import levels. According to MarkovSwitching Bayesian Granger Causality results, if the governments determine the polices in the context of the results of the traditional causality test, it will be impossible to obtain the estimated impacts from the policies. Results determined that Militarization, energy imports, economic growth and current account balance relate to each other for all countries. Energy imports increase in the effect of militarization races and economic growth. The current account of the selected countries are vulnerable to the negative energy shocks and militarization.

2 A socio-legal deconstruction of homicide victims and perpetrators: Israeli femicide case law

This interpretive paper explores the ways in which criminal law is applied to femicide victims and perpetrators and how it socially constructs and legitimizes genderbased violence in the form of femicide (the killing of a woman), when applying the doctrine of provocation. In doing so the paper discusses the socio-cultural underpinnings of the criminal legal mitigation available for defendants who claim to have killed their wives while being provoked. Conceptualizing the critical deconstruction within gendered socio-cultural predispositions and ensuing criminal legal doctrine and social norms, the paper demonstrates the ways in which Israeli social norms, attitudes and beliefs towards sexual jealousy, matrimony, loss of control, morality, gender and homicide – are entangled and intertwined in the structure and function of Israeli criminal law. The paper offers a critical analysis of the underlying discriminating gendered basic assumptions that structure current Israeli application of the doctrine of provocation and the way in which such a socio-legal structure constructs the Israeli ‘unfaithful’ woman, and her corresponding ‘reasonable’, and ‘normative’, so to speak, killer. Such men are considered less morally guilty when they kill ‘unfaithful’ women, consequently awarded lenient convictions and sentences. At the same time, Israeli women are blamed for morally instigating and provoking their own killing – thus precipitating their gruesome, premature and undue death. As the Israeli criminal legal structure is deeply rooted in English common law, its substantive criminal doctrine of provocation is widely shared by many countries. In this respect the papers exploration of Israeli criminal doctrine of provocation may provide a significant contribution to socio-legal discourse in many other countries with legal structures similarly steeped in English common law.

3 Estimating the effectiveness of different environmental law enforcement policies on illegal C&D waste dumping in Israel

Illegal dumping of construction and demolition (C&D) waste is a major concern for environmental policymakers. Three different environmental law enforcement policies, aimed at the reduction of illegal C&D waste dumping, are enforced in Israel. These policies include fines (F), vehicle impoundment (V), and criminal indictment (I) by the court. Although, the scope of illegal C&D waste dumping in Israel appears to decline, little is known which of the above policies has been effective in combating the phenomenon. In an attempt to answer this question, we use data on F-V-I instances, recorded between July 2007 and December 2016, and compare them with monthly changes in the ratio between the amount of waste brought to authorized waste dumping sites and the estimated amount of C&D waste generated in the country each month. As the study shows, only the V-sanction was found to be significantly affecting the ratio (t = 3.083; p < 0.01), while the effect of other policy was found insignificant. We explain low efficiency of other law enforcement policies by relatively small fines imposed on the offenders, long court proceedings, combined with a relatively low chance of being caught. By contrast, the V-sanction may be more effective because it results in immediate and severe economic losses to the offenders, causing C&D waste transporters to haul their load to authorized sites. As we argue, for an environmental enforcement policy to be effective, it should be adequate to the severity of the offense and applied swiftly.

5 Assessing the success and failure of biogas units in Israel: Social niches, practices, and transitions among Bedouin villages

The heuristic multi-level perspective framework (MLP) is applied here to explore the innovation process and determinants of adoption and diffusion of an individual project. Drawing on insights from this explanatory and integrative framework, we benefit from an in-depth examination into drivers and barriers to biogas technology. We retrospectively investigate a frame of the project “Integrated Waste Recycling Systems for Agricultural and Environmental Safety Purposes in Rural Communities in Jordan and Israel”. Precisely, our work focuses on the outcomes of the implementation of biogas units in three Bedouin villages in Southern Israel. The adoption and diffusion of technology incorporated learning processes and changing behaviours such as skill development, competencies, social practices and new social roles. Knowledge, and financial and policymaker support were critical drivers. Besides, the involvement of women and young community members was a crucial aspect of the adoption. By contrast, patriarchy and financial capability represented barriers. We commented on the creation of social niches, and we recognised niche management actions along with the project progression. The introduction of social niches concept represents an extension to the traditional MLP vocabulary throughout a new paradigm of meanings. The social niche plays the role of the agency that embodies individuals’ level and bridges social practices to the regime. Moreover, we conclude that the biogas innovation process was the outcome of the coevolution of technological and social niches. Furthermore, we assert the importance of exploring the role of social niches and niche strategic management in the transition studies in poor contexts.

مطالعه حاضر در زمینه کشمکش های سیاسی بین ترکیه و اسرائیل انجام شده است. هدف اصلی یادداشت تحقیقی حاضر بررسی رابطه بین دشمنی مشتری و مصرف اجتماعی قابل مشاهده می باشد؛ اگرچه دو سازه برجسته در جریان تحقیقات روی رفتار مشتری وجود دارد اما رابطه بین آنها در تحقیقات قبلی بررسی نشده است. از روش برخورد و تقاطع برای جمع آوری داده از یک نمونه 208 نفری از شرکت کننده ها استفاده شد. از نرم افزار SPSS AMOS برای بررسی اعتبار سازه در بخشهای مقیاس استفاده شد. همبستگی های پیرسون و آزمایشات مستقل T روی نمونه برای بررسی روابط بین متغیرهای مورد مطالعه انجام شدند. نتایج بیانگر این هستند که روابط بین مصرف اجتماعی قابل مشاهده و دشمنی مشتری توسط تمایل مسافران به گذراندن تعطیلات در یک شیوه اجتماعی قابل مشاهده وساطت می شود. تحقیقات آتی باید روی سایر واسطه های بالقوه رابطه بین دشمنی و رفتار گردشگری مثل نحوه نگرش به خطر تمرکز کنند.

7 The rehabilitation of the mentally disabled in the community act in Israel: Entrepreneurship, leadership, and capitalizing on opportunities in policy making

This paper examines the role of policy entrepreneurs in the formation of a rehabilitation program in the field of mental health in Israel, shedding light on their role in general and specifically in mental health policy formation. Our research is based on a historical case study. The legislation process was examined through interviews with key actors in the legislative process and archival materials. While in general our findings reinforced existing literature, our research also revealed new information on several topics: organizations as policy entrepreneurs; inter-sectorial coalitions of entrepreneurs; and possible problems arising from the concept of ‘leadership by example.

8 Education for patriotism and the Arab-Israeli sector

Education for patriotism, that is, love of and loyalty to a shared homeland, can be an educational solution for restoration and cohesiveness, and for the construction of social solidarity between and within groups of Israeli citizens.In this article I examine the degree to which prevailing education for patriotism in Israel reflects education in families in non-Zionist groups, and if this education has the ability to create the necessary connection and solidarity.I show that formal and informal education for patriotism contradicts the education characteristic in the homes of the Israeli-Arab students. Therefore, they do not have the ability to build a bridge of solidarity.In the conclusion, I offer a general outline for a new Israeli reflection on the concept of an inclusive civil patriotism and education for patriotism that attempts to change a typical patriotic language from an oppositional language into a language of solidarity and inclusiveness.

9 Policy and praxis of principals’ appointment: The case of Palestinian-Arab minority education in Israel

The research investigated the appointment of principals in the Arab education system (AES) in Israel and the challenges they facing candidate. Interviews gathered from 40 currently serving principals and six rejected principalship candidates. Findings indicated that principalship candidates were motivated to become principals due to their quest for self-realization, a sense of social mission, professional advancement and managerial promotion. The research identifies outside interventions that frequently overcome professional criteria including political priorities. A filtering process is recommended before the principals’ course as part of the appointment process. Further conclusions and implications are discussed.

10 Innovative higher education learning outcomes and financing trends in Israel

Many changes in Israeli higher education have occurred during the last two decades as the country evolved from having less than 20 higher education institutions to having more than 65 institutions. The number of students has risen from about 100,000 to more than 250,000. From a semi-monolithic system that consisted mainly of research universities, the Israeli higher education system developed into a two-tier system. In spite of these dramatic changes, still more than half of the relevant age group cannot pass the academic requirements for admission to higher education. A vibrant academic system should cope with social and economic changes alongside academic issues. This paper analyses the current higher education system in Israel and its historical background. It analyses the main factors that brought structural changes in recent years and outlines the weaknesses of the current system. Finally, it contextualizes the existing educational funding formula and focuses on various socioeconomic indicators that may be combined into a new funding model.
