Testing the effectiveness of consumer financial disclosure: Experimental evidence from savings accounts

(where attention is not scarce). We provide field evidence from randomized controlled trials with 124,000 savings account holders at five UK depositories. Treated consumers were
disclosed varying degrees of salient information about alternative products, including one
with their current provider strictly dominating their current product. Despite switching
taking roughly 15 minutes and the moderate average potential gains ($190/year), switching
is rare across disclosure designs and depositors. We find pessimistic beliefs drive disclosure
inattention and limit disclosure’s effectiveness, helping explain deposit stickiness.

Closing the cultural intelligence skills gap in accounting students: An action research approach to cross-cultural teamwork

uates entering the worlds of modern business and professional practice. Accounting educators are
challenged to be innovative pedagogically to equip their students with this skills-set. This paper,
drawing on the theoretical framework of CQ, reports on the experiences of students and faculty in
accounting and taxation, in the context of an action research study which introduced cross-
cultural learning across two geographies, namely Ireland and a Southern US state. Two action
research cycles were designed, adapted, and reflected upon. Cycle 1 results indicate students were
successful in the behaviour and cognitive dimensions of CQ only. Key changes made for cycle 2
led to overall success for students in all four dimensions of CQ. Evidence suggests the motivation
dimension of CQ functions more strongly as enablers of others. Results highlight the invaluable
support of an international collaborator despite challenges around grading issues. This study
demonstrates how moving the cultural experience outside of a mono-cultural setting serves to
energise and enhance the overall learning experience for students and faculty alike. Future
research agendas can expand into other accounting sub-disciplines and/or use sufficiently large

Pain management in the older adult: The relationship between nurses knowledge, attitudes and nurses practice in Ireland and Jordan

practice. Furthermore, little studies compared nurses’ knowledge, attitudes and practice between Eastern and
Western countries.
Aim: To describe the factors associated with nurses’ acute pain management practice in the context of caring for
older adult patients.
Method: A quantitative, correlational, comparative and cross-sectional survey approach.
Data collection: Data were collected using survey questionnaire.
Sample: A sample of 267 registered nurses from Ireland and Jordan (one private hospital in each country).
Results: A multiple linear regression analysis revealed that nurses’ general knowledge and attitude towards pain
management was associated with their pain management practice, with a regression coefficient of 0.14 (p =
0.002). However, knowledge of pain in the elderly failed to reach a statistically significant relationship with pain
management practice. In regards to country and gender, Irish nurses had an average score that was 2.61 points
higher than Jordanian nurses (p < 0.001), female nurses had an average score that was 0.67 points higher than
male nurses (p = 0.025). The overall regression model was significant (p < 0.001) with an R2 value of 43.2%,
indicating that 43.2% of the variation in scores was explained by knowledge, attitude and practice.
Conclusion: More research studies combining the three concepts (knowledge, attitude and practice) are recom-

Challenges for people with intellectual disabilities in law enforcement interactions in Ireland; thematic analysis informed by 1537 person-years experience

This over-representation reveals itself at once in the demographic make-up of prison populations, as well as those
detained in police settings as suspects of crime. While it is well-established in international literature that individuals who find themselves in the latter scenario face particular challenges in negotiating the forensic formalities routinely followed by the police at the pre-trial stage of criminal proceedings on account of their
impairments, the specific difficulties experienced by PWID as suspects within Ireland’s criminal justice system
has yet to be explained, or indeed, understood. In seeking to address this research lacuna, this paper yields an
account of a qualitative study which was aimed at identifying the unique challenges which PWID face in their
interactions with Law Enforcement Officials (LEOs) in Ireland.
Aims: This study aimed to elicit perspectives across a range of disciplines with regard to barriers for PWID interacting with LEOs in Ireland, and sought viewpoints on the content of a proposed awareness programme. Methods: A survey using purposive sampling was used to elicit viewpoints from people from representative organisations for PWID, people working with voluntary organisations for PWID, healthcare professionals working with PWID and professionals from the criminal justice system (including members of An Garda Siochana, lawyers, members of the Irish judiciary and officials within the Airport Police). Data were anonymised at the point of collection. Qualitative thematic analysis was conducted to extract themes based on the data retrieved through the survey. Results: Ninety-five (n = 95) responses were received from individuals reporting a cumulative experience of 1537 person-years. Respondents identified themselves as members of one of three groups; people working in a voluntary or representative organisation for PWID (n = 42, 44.2%); people working in healthcare (n = 31, 32.6%); and people working in law enforcement (n = 22, 23.1%). Three themes were identified from the qualitative thematic analysis. The first theme, “Barriers to Communication”, identified challenges which PWID and LEO experience in their mutual interactions and communications with one another. The second theme, “Building Awareness and Skills”, identified elements of an ID awareness programme for LEOs. The third theme, “Institutional and System Change”, identified possible lines of innovation with respect to contemporary police practice and the availability of supports for both PWID and the LEOs who work with them. Demographic variation in active consumer behaviour: On-line search for retail broadband services

quality compared to those who do not. If, however, consumers differ in their propensity to engage with the
market and actively search, these potential benefits may not accrue equally. This paper investigates differences
in consumer search activity for telecommunications services across small geographic areas. We exploit rich and
novel data from a commercial price comparison site to explore the dispersion of consumer search in the Irish
retail broadband market, while controlling for supply-side variations. By linking geo-coded searches to census
data on small area socio-economic characteristics, we identify the areas where most search originates and can
thus characterise the socio-economic groups to whom the benefits of search are most likely to accrue. We find
evidence that areas populated by many highly educated, married people, commuters, mortgage holders, and
retirees are among the most active in search. In contrast, those areas in which many older people, farmers,
low-skilled workers and students reside give rise to significantly fewer consumer searches. Mental health and capacity laws in Northern Ireland and the COVID-19 pandemic: Examining powers, procedures and protections under emergency legislation

emergency legislation, known as the Coronavirus Act 2020. The purpose of the legislation was to respond
to the emergency situation created by the COVID-19 pandemic, in particular the increase pressure placed on
health services in the United Kingdom. An overview is provided of the governments rationale for the changes to
Northern Ireland mental health and capacity laws, as well as exploring how they are likely to be operationalised
in practice. Consideration is also given as to how such changes may impact upon existing human rights protections
for persons assessed as lacking mental capacity. It is argued that it is important that regular parliamentary
oversight is maintained in relation to the potential impact and consequences of such changes during the
period they are in force. This should be done in order to assess whether they remain a necessary, proportionate
and least restrictive response to the challenges faced in managing mental health and capacity issues in Northern

Enabling a just transition: A composite indicator for assessing home-heating energy-poverty risk and the impact of environmental policy measures

Effective measurement and management of this risk requires an evidence base that accounts for characteristics of the householder, building, and heating system. A composite index utilising 10 indicators refined to Small Area level is created to deliver spatially refined analysis of home-heating energy-poverty risk. The index is used to assess home-heating energy-poverty risk across 18,641 Small Area clusters in Ireland. This risk index is a scalable and internationally transferrable methodology that can be extended to cover other energy uses. Importantly the index is also dynamic and offers the capacity to analyse changes in energy-poverty risk associated with specific policy intervention proposals, including major contemporary environmental policy transitions such as residential fabric retrofit, residential heating system changes, energy price changes and carbon taxation. The application of the index to the Irish case affords refined insight into the impact and inci- dence of various market, technology and policy driven interventions such as fuel price changes, retrofit strategies and carbon tax increases. Risk and impacts vary geographically, and this index is designed to inform targeted policy interventions to mitigate home heating energy-poverty risk and thereby support ambitions for a ‘just transition’. The Irish Journey: Removing the shackles of abortion restrictions in Ireland

Constitution one of the most restrictive abortion bans in the world.
This referendum followed 35 years of legal cases, human rights
advocacy, feminist activism and governmental and parliamentary
processes. The reframing of abortion as an issue of womens health
rather than foetal rights was crucial to the success of law reform
efforts. The new law, enacted in 2018, provides for access to
abortion on a womans request up to 12 weeks of pregnancy and in
situations of risk to the life or of serious harm to the health of the
pregnant woman and fatal foetal anomaly thereafter. Abortion is
now broadly accessible in Ireland; however, continued advocacy is
needed to ensure that the state meets international human rights
standards and that access to abortion care and abortion rights is
