1 Data Mining Strategies for Real-Time Control in New York City

The Data Mining System (DMS) at New York City Department of Transportation (NYCDOT) mainly consists of four database systems for traffic and pedestrian/bicycle volumes, crash data, and signal timing plans as well as the Midtown in Motion (MIM) systems which are used as part of the NYCDOT Intelligent Transportation System (ITS) infrastructure. These database and control systems are operated by different units at NYCDOT as an independent database or operation system. New York City experiences heavy traffic volumes, pedestrians and cyclists in each Central Business District (CBD) area and along key arterial systems. There are consistent and urgent needs in New York City for real-time control to improve mobility and safety for all users of the street networks, and to provide a timely response and management of random incidents. Therefore, it is necessary to develop an integrated DMS for effective real-time control and active transportation management (ATM) in New York City. This paper will present new strategies for New York City suggesting the development of efficient and cost-effective DMS, involving: 1) use of new technology applications such as tablets and smartphone with Global Positioning System (GPS) and wireless communication features for data collection and reduction; 2) interface development among existing database and control systems; and 3) integrated DMS deployment with macroscopic and mesoscopic simulation models in Manhattan. This study paper also suggests a complete data mining process for real-time control with traditional static data, current real timing data from loop detectors, microwave sensors, and video cameras, and new real-time data using the GPS data. GPS data, including using taxi and bus GPS information, and smartphone applications can be obtained in all weather conditions and during anytime of the day. 2 Using actor-partner interdependence modeling to understand recent illicit opioid use and injection drug use among men in community supervision and their female partners in New York City

Background: The United States’ opioid crisis disproportionately affects individuals in the criminal justice system. Intimate partners can be a source of social support that helps reduce substance use, or they can serve as a driver of continued or increased substance use. Better understanding of the association between intimate partner characteristics and illicit opioid use and injection drug use among individuals in community supervision could be vital to developing targeted interventions. Methods: Using actor-partner interdependence models, we examined individual and partner characteristics associated with recent illicit opioid use and injection drug use among males in community supervision settings in New York City (n = 229) and their female partners (n = 229). Results: Higher levels of depression (aOR 1.98, 95% CI [1.39–2.82], p ≤ 0.01) and anxiety (aOR 1.98, 95% CI [1.42–2.75], p ≤ 0.01) were associated with recent opioid use among males in community supervision. Females with a partner having higher levels of anxiety were more likely to have recently used opioids (aOR 1.52, 95% CI [1.06–2.16], p ≤ 0.05). Males with a female partner with higher levels of anxiety (aOR 2.16, 95% CI [1.31–3.56], p ≤ 0.01) or depression (aOR 1.70, 95% CI [1.01–2.86], p ≤ 0.05) were more likely to recently inject drugs. Women with a male partner who had been in prison were more likely to have recently injected drugs (aOR 3.71, 95% CI [1.14–12.12], p ≤0.05), but women who had a male partner who had been arrested in the past three months were less likely to have recently injected (aOR 0.08, 95% CI [0.02–0.46], p ≤ 0.01). Conclusions: Results suggest that recent individual illicit opioid use and injection drug use is associated not only with individual-level factors, but also with partner factors, highlighting the need for couple-based approaches to address the opioid epidemic.

3 Impact of the Centers for Disease Control and Prevention Recommendation and State Law on Birth Cohort Hepatitis C Screening of New York City Medicaid Recipients

Introduction: The Centers for Disease Control and Prevention estimated that, during 1999−2008, people born in 1945−1965 (the baby boomer generation) represented approximately 75% of people infected with hepatitis C virus and 73% of hepatitis C virus−associated deaths and are at greatest risk for hepatocellular carcinoma and liver disease. In 2012, the Centers for Disease Control and Prevention recommended one-time hepatitis C virus screening for people born during 1945−1965. In addition, New York State enacted a Hepatitis C Virus Testing Law in 2014. This analysis assesses the impacts of the 2012 recommendation and 2014 New York State Testing Law on hepatitis C virus screening rates among New York City Medicaid-enrolled recipients born during 1945−1965. Methods: The eligible population was determined quarterly as the number of Medicaid recipients continuously enrolled for 12 months with neither a prior hepatitis C virus diagnosis nor antibody test since 2005. Quarterly screening rates during 2010−2017 were examined using interrupted time series analysis. Data were analyzed in 2018−2019. Results: In 2010−2017, the highest screening rate occurred in the quarter immediately after the law (33.64 per 1,000 Medicaid recipients). There was no change in screening rates after the Centers for Disease Control and Prevention recommendation and a significant increase after the New York State Law, which was not sustained. Conclusions: Hepatitis C virus screening rates increased in the quarter after the 2014 New York State Hepatitis C Virus Testing Law became effective. Additional efforts are needed to screen baby boomers and people who were recently infected with hepatitis C virus related to opioid use.
