1 Indigenous flood control and management knowledge and flood disaster risk reduction in Nigerias coastal communities: An empirical analysis

Flooding is one of the major global challenges today. The role of indigenous knowledge in offering an effective risk reduction strategy towards flood disaster disregarded for many decades is now gaining global recognition. There is a growing call for empirical identification of the effectiveness of indigenous knowledge in flood risk reduction. Consequently, this paper empirically examines indigenous flood control and management knowledge with the intent to identify its effectiveness in risk reduction of flood disasters in Nigeria’s coastal communities. This is to provide empirical bases for the formulation of appropriate strategies for enhancing flood risk reduction in Nigeria’s coastal communities. The research engaged focus group discussion and questionnaire methods to generate primary data. The research proceeds with principal component analysis to classify and measure the effectiveness of indigenous flood control and management knowledge in flood risk reduction. The result shows the existence of eight types of indigenous flood control and management knowledge in the coastal communities and they were 61.2% effective in flood risk reduction. This implies that indigenous flood control and manage- ment knowledge practiced in Nigeria’s coastal communities is effective in flood risk reduction. This study pro- posed a sustainable approach to risk reduction in flood disasters based on the integration of indigenous knowledge systems and modern flood management strategies.

2 Disaster management training in the euregio-meuse-rhine: What can we learn from each other to improve cross-border practices?

Increasing numbers of disasters require comprehensive preparedness. Border regions are vulnerable as disasters might not halt at administrative borders. Cross-border coordination is therefore required. As integral part of cross-border collaborations initiative in the Meuse–Rhine Euregio (EMR), we reviewed published evidence informing on existing initiatives dedicated to disaster education in the EMR. A search based on the PRISMA guidelines for scoping reviews was conducted to retrieve articles in the following databases: Medline, PsychInfo and Scopus. The searches were limited to English, French, Dutch and German language articles and the period between January 2010 and June 2019. No restrictions were set for the study design or the type of methodology used. A total of 18 articles met the inclusion criteria out of a total of 1771 publications. Training development was found in two studies while nine studies focused on the state of knowledge in disaster management. Seven articles referred only to technical skills, three only to non-technical skills and eight combined both types of skills. For the technical nature, Knowledge was found seven times, Skills five times and Attitudes twice. On the non- technical side, Knowledge was found three and both Skills twice and Attitudes three times. Five studies trained and assessed all the Knowledge, skills and attitudes. Most of the studies constitute inventories with descriptive reporting and very few experimental studies of quality have been carried. Non-technical skills for disaster preparedness have been well considered among the articles. Cross-border collaboration needs to be further investigated.

3 Local knowledge of emerging hazards: Instability above an Icelandic glacier

Climate change is contributing to shifts in the magnitude and scale of hazards, and the emergence of risks in areas where they were previously unknown. In south-east Iceland, a fracture in the mountainside of Svínafellsheiði threatens to cause between 60 and 100 million cubic metres of rock to fall onto the glacier below. A large landslide could break up the surface of the glacier, crash into the proglacial lake, and affect people and infrastructure downhill. In addition to the unprecedented scale, the Svínafellsheiði fracture represents the first time people and infrastructure have been exposed to this type of hazard in Iceland. In this article we examine the role of local knowledge in disaster risk reduction and management for communities that are facing a particular type of hazard for the first time. We argue that even when a community lacks experience with a specific type of hazard, local knowledge can still play a valuable role in hazard identification and risk management.

4 Knowledge management and natural disaster preparedness: A systematic literature review and a case study of East Lombok, Indonesia

Disaster impacts can be significantly reduced with disaster preparedness. Knowledge management is one of the building blocks of disaster preparedness. This paper comprehends the current state of the literature on knowl- edge management in community preparedness towards natural disasters. The paper identifies and develops a categorization of community-related knowledge management in disaster preparedness using a systematic liter- ature review. Subsequently, the categorization is utilized in a case study to determine if community-related knowledge management in the preparedness phase can improve communities’ responses in the event of natu- ral disasters. The case study was conducted in the Lombok Island community of Indonesia, which experienced two major earthquakes in mid-2018 and early 2019. The results show that knowledge transfer and creation towards and among the Lombok community increased after the mid-2018 earthquake. Consequently, the com- munity was better able to respond to the early-2019 earthquake. Better disaster preparedness activity designs are crucial in attracting participation and motivating residents to be more prepared.

5 Learning from past earthquake disasters: The need for knowledge management system to enhance infrastructure resilience in Indonesia

Indonesia lies at the region where Indo-Australian, Eurasian, Pacific and Philippines global tectonic plates meet. In the last 30 years, Indonesia has experienced catastrophic earthquake disasters, causing thousands of loss of life and major infrastructure damage. Since the 2004 devastating Sumatra-Andaman tsunamigenic earthquake, knowledge derived from various disaster experiences regarding infrastructure resilience have been improving. Yet disasters such as the recent 2018 Lombok and Palu earthquakes remain devastating. An investigation on how knowledge on past earthquakes have been managed and utilized to promote better resilient infrastructure in Indonesia is conducted. Lessons are extracted from 5 significant earthquakes causing major damage through compilation and analysis of scientific publications and reports on field surveys, works and existing policies. Factors that keep contributing to the failure of buildings and infrastructure include lack of understanding of local hazard situation, incompliance to seismic resistant codes and standards for buildings and infrastructure, prob- lematic soil condition, and collateral hazards such as tsunami, liquefaction, ground subsidence, landslides, rock avalanche which are adding to the complexity of the seismic hazard. The scarcity of information and knowledge on the performance on resilience of infrastructure during earthquakes in Indonesia limits knowledge-based de- cision making in the planning, development and operation of resilient infrastructure. This study calls for the development of a knowledge management system for earthquake resilient infrastructure in Indonesia, to save more lives and to reduce economic disruptions due to infrastructure damages, and thus contribute to the sus- tainable development goals achievement.

6 Capacity building in participatory approaches for hydro-climatic Disaster Risk Management in the Caribbean

The participatory approach to Disaster Risk Management (DRM) considers socio-economic factors and facilitates the incorporation of local and indigenous knowledge into management plans while offering an opportunity to all resource users to have an input. Caribbean WaterNet/Cap-Net UNDP, Global Water Partnership-Caribbean (GWP-C), and the Faculty of Food and Agriculture, The University of the West Indies (FFA, UWI) conducted a series of regional training of trainers’ workshops in Integrated Urban Flood Risk Management and Drought Risk Management to build regional capacity in this approach. The trainings took place over two years in six (6) Caribbean Small Island Developing States (SIDS). Over 150 persons from a range of sectors relevant to water resource management participated and contributed. The workshop gathered information on sectoral impacts, potential mitigation measures and challenges of hydro-climatic hazards. Capacity building and knowledge transfer was evaluated at two stages; at the end of the last day of training and 6 months after, as part of a monitoring and evaluation assessment. Both the initial and 6-month evaluations revealed significant knowledge transfer and subsequent institutional and policy impacts. Initial evaluation indicated 99% participant satisfaction with both training content and structure. In the six-month evaluation, 85% of participants indicated that the knowledge gained was used to improve their work performance and, in some cases, contributed to changes in institutional policy and frameworks.

7 Data on knowledge management and natural disaster preparedness: A field survey in East Lombok, Indonesia

Knowledge management is a vital part of disaster preparedness in reducing the disaster impacts. This article presents data based on a field survey of 200 people in East Lombok, Indonesia. The data taken from the survey is presented to examine how the community utilized the knowledge created and transferred during the preparedness phase into actions during the response phase. This article’s data can be served as a starting point to examine knowledge management topics in humanitarian operations literature further and to reveal more novel insights from the survey results. This datain-brief article accompanies the paper “Knowledge management and natural disaster preparedness: A systematic literature review and a case study of East Lombok, Indonesia” by Ratih Dyah Kusumastuti, A. Arviansyah, N. Nurmala, and Sigit S. Wibowo.

8 A multi-objective robust possibilistic programming approach to coordinating procurement operations in the disaster supply chain using a multi-attribute reverse auction mechanism

This paper presents a multi-attribute reverse auction framework to facilitate the purchase operations between suppliers and a relief organization. The proposed auction framework consists of announcement, construction, and evaluation phases. In the announcement phase, the relief organization provides suppliers with information about demand and required relief items. In the construction phase, a fuzzy bi-objective mathematical model is developed from a supplier’s perspective; by solving the model, the suppliers offer their bids, each of which stipulating price, quantity, and delivery time for each item. The evaluation phase is formulated from the relief organization’s perspective; suppliers are first ranked based on their proposed bids and other qualitative criteria by the fuzzy PROMETHEE method. Then, a fuzzy tri-objective mathematical model is solved to determine winner(s) and allocate orders. For the first time, this paper develops a multi-objective robust possibilistic programming (MORPP) approach to cope with the uncertainty of parameters in the relief chain. Furthermore, multi-objective models are solved by an augmented ∊-constraint method. Finally, applicability and validity of the proposed auctioning framework are tested through a real case study in Iran and the managerial insights are provided.

9 Nurses knowledge, skills and preparedness for disaster management of a Megapolis: Implications for nursing disaster education

As frontline health caregivers, nurses must be adequately prepared to respond effectively to disasters. Therefore, it is necessary to assess nurses’ disaster management capacity to know their preparedness levels, especially for a densely populated Megapolis like Dhaka, which is at high risk of disasters. Thus, the study aimed to examine Dhaka city nurses’ knowledge, skills, preparedness (KSP) for disasters and explore the factors influencing the KSP levels. A self-explanatory descriptive survey questionnaire was developed adopting the Disaster Preparedness Evaluation Tool (DPET) in Bangla language for quantitative data collection. Following multistage sampling, 410 nurses’ data were collected from eight hospitals in Dhaka city. The nurses in Dhaka city had moderate levels of knowledge, skills, and preparedness for disaster management, reflecting that they need more development to deal with disasters effectively. Moreover, multiple linear regression analyses indicate that nurses’ disaster knowledge, skills, and preparedness scores were significantly positively associated with training on disaster management (p < 0.001) and disaster response experience (p < 0.001). In addition, one-half of the respondents demanded more drills and exercises on disaster management in their workplaces to enhance their disaster skills and preparedness. Furthermore, disaster education should be incorporated into the nursing curriculum, which would play a seminal role in preparing them for future disaster management.

10 A fuzzy bi-level optimization model for multi-period post-disaster relief distribution in sustainable humanitarian supply chains

In the aftermath of large-scale natural disasters, supply shortage and inequitable distribution cause various losses, hindering humanitarian supply chains’ performance. The optimal decisions are difficult due to the complexity arising from the multi-period post-disaster consideration, uncertainty of supplies, hierarchal decision levels and conflicting objectives in sustainable humanitarian supply chains (SHSCs). This paper formulates the problem as a fuzzy tri-objective bi-level integer programming model to minimize the unmet demand rate, potential environmental risks, emergency costs on the upper level of decision hierarchy and maximize survivors’ perceived satisfaction on the lower level of decision hierarchy. A hybrid global criterion method is devised to incorporate a primal-dual algorithm, expected value and branch-and-bound approach in solving the model. A case study using data from the Wenchuan earthquake is presented to evaluate the proposed model. Study results indicate that the hybrid global criterion method guides an optimal strategy for such a complex problem within a reasonable computational time. More attention should be attached to the environmental and economic sustainability aspects in SHSCs after golden rescue stage. The proposed bi-level optimization model has the ad- vantages of reducing the total unmet demand rate, total potential environmental risks and total emergency costs. If the decision-agents with higher authorities act as the leaders with dominant power in SHSCs, the optimal decisions, respectively taking hierarchical and horizontal relationships into account would result in equal performance.
