Lessons learned for collaborative approaches to management when faced with diverse stakeholder groups in a rebuilding fishery

incorporate in-depth stakeholder participation, scientific uncertainty, multiple objectives, and characterizations
of risk. One such approach—management strategy evaluation (MSE)—relies on participation with fishery in-
terest groups to consolidate knowledge of the fishery system, define goals, and evaluate feasible management
options. However, the focus of much of the literature on MSE emphasizes steps in implementation and its
practical application, despite the fact that technical aspects of MSE have the potential to alienate participants
without MSE experience. Using the Units 1 and 2 Canadian Atlantic redfish fishery as a case study, we here
describe lessons learned from the MSE developed for this rebuilding fishery, focusing on four key challenges:
identifying participants for MSE processes; clearly defining their roles; educating participants on the purpose,
benefits, and scope of MSE; and mediating disagreements to acquire critical cooperation, inputs, and feedback

Fisheries co-management in hilsa shad sanctuaries of Bangladesh: Early experiences and implementation challenges
مدیریت شیلات در پناهگاه های هیلسا از بنگلادش: تجربیات اولیه و چالش های اجرایی-2020 Community-based fisheries management has long been practiced in the management of the inland fisheries of
Bangladesh. However, formal coastal co-management has only been implemented recently in hilsa shad (Tenualosa
ilisha) sanctuaries. The study analysed the pre-implementation processes, institutional arrangements,
implementation activities, as well as challenges for fisheries co-management that are currently being implemented
in the Padma-Meghna riverine-estuarine system. As a first step in establishing a co-management system
in hilsa shad sanctuaries, communities (both fishing villages and fish landing centres) were selected for interventions.
Co-management committees were formed from the community-village to district level with the
defined tasks of developing plans and programs, implementing management rules and regulations, monitoring
compliance, and creating awareness in a cost-effective manner among various stakeholders. Still, the operationalization
of co-management in this large riverine-estuarine system is a challenging task. To overcome these
challenges, several issues had to be considered through lessons learned from previously implemented
community-based fisheries management projects in Bangladesh. To ensure that fisheries co-management is
functional, the institutional framework needs to be flexible with support from local government institutions and
NGOs. The boundary of the management unit needs to be clearly defined and community-based organization also
needs a clear legal status. To make co-management sustainable, a relationship of trust and respect among comanagement
partners needs to be developed and maintained. The effective implementation of fisheries comanagement
will require an inclusive compensation scheme that will motivate stakeholders to comply and

important aspect that needs to be promoted for the CBEG program. Generally, sea farming relies on artificial
technologies, environmental improvement and resource management to increase fishery resources and to
enhance fisheries productivity. Developing sea farming could contribute to the transformation of capture fisheries;
it integrates the concept of Blue Economy into sustainable economic development so as to improve economic
activities in fishing communities. In line with this, the Taiwan government launched the Community-
Based Sea Farming (CBSF) project in 2015. The CBSF project aims to establish sea farming zones to help fishing
communities achieve sustainable development. In this paper, the development process of sea farming and site
selection of the CBSF project were described and the needs of local people in fishing communities around seafarming
demonstration zones were also assessed. According to findings, a framework for sea farming development
is proposed. In this framework, several new sea farming-based industries can serve as the driving force to
accelerate the development of fishing communities. The driving forces include developing a community-based
tourism recreational industry, strengthening localized marketing of featured seafood products, combining
local ecological landscapes and cultures of the fishing village to develop recreational fishery activities, and
integrating seafood products with recreational tourism activities. Overall, CBSF are important tasks that warrant
continuous attention for enhancing the fishing community development. The experiences and framework of
promoting the Taiwan CBSF project would provide beneficial information and foundation for decision makers

Governance of big data collaborations: How to balance regulatory compliance and disruptive innovation

To create innovative data combinations and decrease investments, big data is often shared among organizations,
crossing organizational boundaries. However, these big data collaborations need to balance disruptive innova
tion and compliance to a strict data protection regime in the EU. This paper investigates how inter-organiza
tional big data collaborations arrange and govern their activities in the context of this dilemma. We con
ceptualize big data as inter-organizational systems and build on IS and Organization Theory literature to develop
four archetypical governance arrangements: Market, Hierarchy, Bazaar and Network. Subsequently, these ar
rangements are investigated in four big data collaboration use cases. The contributions of this study to literature
are threefold. First, we conceptualize the organization behind big data collaborations as IOS governance. Second,
we show that the choice for an inter-organizational governance arrangement highly depends on the institutional
pressure from regulation and the type of data that is shared. In this way, we contribute to the limited body of
research on the antecedents of IOS governance. Last, we highlight with four use cases how the principles of big
data, specifically data maximization, clash with the principles of EU data protection regulation. Practically, our
study provides guidelines for IT and innovation managers how to arrange and govern the sharing of data among
multiple organizations.

A novel research methodology for supply network collaboration management
یک روش پژوهشی جدید برای مدیریت همکاری شبکه تامین-2016 A supply chain has a multi-stage complex topological structure that is reconfigured dynamically and evolves over time. These features represent great challenges to supply network
collaboration management. This paper proposes a novel research methodology for supply network collaboration research, including a methodological basis, a procedure model, and a conceptual decision-making model. The methodology integrates a three-dimensional flow model
with a SCOR (Supply chain operations reference model)-based process modeling approach,
a multi-agent system, distributed simulation technology and a three-dimensional decisionmaking model to support supply network analysis, modeling, standardization, development,
implementation and decision making. This method creatively uses material, information and
time flows as the research objects, combines process-oriented and agent-oriented modeling
approaches and integrates multiple models, approaches and technologies to reduce research
assumptions and constraints while improving the quality of research findings. The case for a
five-stage make-to-order (MTO) supply network is studied for the application of the methodology and to verify its effectiveness.
