They both involve conventional, classical information, carried by hardware that is relatively immune to errors. The situation inside a quantum computer is far different: The information itself has its own idiosyncratic properties, and compared with standard digital microelectronics, state-of-the-art quantum-computer hardware is more than a billion trillion times as likely to suffer a fault. This tremendous susceptibility to errors is the single biggest problem holding back quantum computing from realizing its great promise. Fortunately, an approach known as quantum error correction (QEC) can remedy this problem, at least in principle. A mature body of theory built up over the past quarter century now provides a solid theoretical foundation, and experimentalists have demonstrated dozens of proof-of-principle examples of QEC. But these experiments still have not reached the level of quality and sophistication needed to reduce the overall error rate in a system.

2 The myth of workforce reduction efficiency: The performativity of accounting language

This paper draws on Austin’s conceptualization of performativity to show how the accounting strategies implemented before a workforce reduction can contribute to performing the myth of workforce reduction efficiency. To address this issue, we use both quantitative and qualitative methods. First, through quantitative analyses on a sample of 117 workforce reductions announced by 101 French listed firms from 2007 to 2012, we shed light how, by not taking accounting strategies into account in their models, prior mainstream studies may have conveyed false knowledge about improved performances after the operation and performed the workforce reduction efficiency supported by economic theories. Second, through a case study, we provide an in-depth illustration of the performativity effect of these accounting strategies and more precisely of downward earnings management, which can be considered a calculation act that contributes to performing the myth of the efficiency of these operations. Overall, this paper contributes to the workforce reduction literature by providing a critical illustration of how accounting numbers construct efficiency through the performative role given to earnings management. It also con- tributes to the critical accounting project by notably participating in the debate on the use of quantitative and mixed research methodologies in the critical accounting project.

3 An extensive survey on finger and palm vein recognition system

The evolution of the internet drastically increases the utilization of online data, which needs security using unique identification. The traditional methods of security, such as password, personal identification number (PIN), could not reach the user-friendly requirement of the users. There is a necessity to provide high security for the data by using a unique identification system. Today, in many situations, biometrics plays a crucial role in today’s authentication and recognition. Biometrics deals with unique physical and behavioral characteristics. Fingerprint, face recognition, iris/ retinal recognition, voice recognition and vein recognition are some of the biometrics which is used for authentication purpose. In this paper, we highlight different processes that involve finger veins and palm veins recognition and authentication. These finger and palm vein is identified as one of the important unique identifications that can be used for the authentication which provide the security for the important personal data. In this study, we noticed that the advantage of using a vein for the authentication process is that it provides high security because it can be detected even when a finger or palm got injured, and it works only when the person is alive otherwise the authentication fails.© 2021 Elsevier Ltd. 4 Palm print identification and classification using KNN algorithm

The best way of biometric security is face recognition, iris’ recognition, and palm print recognition. Palm recognition is a form of biometric process which is based on the different patterns of different characteristic. As in the case with the patterns in fingers, scanning the palm scanner uses optical, tactile, thermal methods to bring out the details in the patterns of raised areas which are called as ridges and branches called bifurcations, palm recognition is considered as a special type for security purposes as the finger patterns vary from person to person with different characteristics. This is scanned by a scanner or CCD. They can also be used for forensic, criminal, or commercial uses. Palm print gives a better level of accuracy and it is the best biometric way for security purposes. Various classifiers are used to match the palm print with the stored data. This system proposes a KNN classifier to match the current palm print with the existing dataset. This system produces a better result than other matching techniques.© 2021 Elsevier Ltd. 5 Never the twain shall meet? Knowledge strategies for digitalization in healthcare

This paper explores the formation of knowledge strategies in digitalization of healthcare organizations. Adopting a case study design, we investigate how divergent professional groups including the management team, healthcare professionals and IT engineers in a Chinese hospital come together to develop coherent knowledge strategies during its digital transformation. The findings reveal four phases by which the interplays between the professional groups shaped the knowledge strategies. We systematically analyze the drivers, formation processes and outcomes of the knowledge strategies. Based on the findings, we propose four lessons that may help pro- fessional organizations at different stages of digitalization structure knowledge strategies that can stimulate knowledge creation, application, and synthesis. The study advances the understanding of knowledge strategy by emphasizing the interactions between diversified professional groups and the integration of different types of knowledge in achieving organizational goals. It also sheds light on the complexity and dynamics of knowledge strategy in the digitalization process of knowledge-intensive organizations.

6 استخراج مایع-مایع ذرات ویروسی با مایعات یونی

درحالیکه مایعات یونی (IL ها) قبلاً برای استخراج انواع مولکول‌های زیستی از سیستم‌های آبپوش استفاده می‌شدند، تاکنون استفاده از آنها بریا استخراج ذرات ویروسی به ندرت مورد بررسی قرار گرفته است. از آنجاکه روش‌های کنونی برای استخراج ذرات ویروسی بسیار زمانبر، طاقت‌فرسا و نیازمند تجهیزات خاص هستند یا بازیابی بسیار اندکی دارند، هدف این پژوهش اثبات مفهومی، بررسی IL ها به عنوان راه‌حل احتمالی برای استخراج کل ذرات ویروسی است. در این مقاله تعداد 11 IL با روش پلاک و qPCR مورد ارزیابی قرار گرفتند تا مشخص شود آیا آنها ویژگی‌های استخراجی کافی را دارند یا خیر. از غربالگری نخست توانستیم حداقل 4 مایع با ویژگی‌های مناسب استخراج در حد 2 تا 4 لگاریتم واحد را شناسایی نماییم. امیدوارکننده‌ترین مایع یعنی [C4C1Pyr][NTf2] به کاهش بیش از 4 لگاریتم واحدی ویروس P100 و بیش از 3 لگاریتم واحدی برای PRD1 ختم شد. این IL با بررسی پایداری استخراج برای گستره‌های مختلف pH و غلظت نمک و در حضور آلاینده‌های طبیعی، با جزئیات بیشتر ارزیابی شد. این بررسی‌ها وابستگی به pH و عوامل متغیر بازدهی استخراج را نشان داد، در نتیجه بهترین نتایج در pH طبیعی برابر با 7.5 به دست آمد. علاوه بر مقدار ژنوم ویروسی در فاز آبپوش، وجود ویروس‌های عفونی نیز مشخص شد. در نتیجه، این پژوهش اثبات مفهومی، برخی IL های دارای مشخصه‌های مناسب استخراج ویروس را شناسایی کرد و یک گام ارزشمند در تیمار آماده‌سازی نمونه‌های آبی ارائه نمود.

For sustainable society, next-generation Internet of Things (IoT) requires ultra-low-power information processing that is useful for both sensor area expansion and high-speed low-power feature extraction using a new signal processing artificial intelligence (AI) large-scale integration (LSI) chip developed for not only the cloud side but also the “things” side (edge) with an attached sensor. For this purpose, a fully spin-to-spin connected Ising model (annealing processing) AI LSI chip was successfully demonstrated for the first time. Its specifications are as follows: 521 spins, 262,144 interactions (with a halved-interaction circuit method), and 4-bit interaction accuracy. The chip was designed and fabricated using a 28-nm CMOS process. The new circuit technologies confirmed in actual operation of the chip are a block configuration realizing all spin-to-spin interactions, 8-spin-threads (core) method, and folded halved-interaction circuit method.

8 From elite-driven to community-based governance mechanisms for the delivery of public goods from land management

Several non-governmental initiatives have emerged in the Czech Republic in recent years with the aim to organise the provision of public goods or ecosystem services from agriculture and forestry. These initiatives are usually started by activists (elites) and take forms such as foundations or trust funds, but often present themselves as collective actions of communal interests. This paper sets out to present four cases of such efforts and to show their common and contrasting features in light of their relevance to local needs and possible integration in the future CAP framework. A particular focus is on the community-based character of these initiatives for the provision of public goods. This is done by examining the necessary conditions for the success of collectively managed common pool resources. The research shows that elite-driven non-governmental organisations often emerge because of a lack of interest on the part of public bodies and because local communities do not have the capacity to set up a collective action for the provision of environmentally and socially “beneficial outcomes” (ESBO). The investigated NGOs, however, soon came into conflict with non-involved actors. To improve the governance mechanism, an extension towards a community-based collective action is proposed. However, each step of such a transition is a challenge for the initiatives of the presented case studies. The first critical issue is to find a common interest among actors. Similarly, “sharing power” represents a struggle which consequently delays progress in creating effective internal governance. The difficulty in progressing towards community-based collective action is amplified by the uncertainty concerning property rights induced by the activities of the NGOs and unfavourable socioeconomic and institutional conditions. Finding that the private initiatives are far from being able to transform into community-based collective action, we propose to launch a measure of institutional funding for the coordination and management of their projects – similar to LEADER but more concentrated in scope.

9 Implementation of Multi Spin-Thread Architecture to Fully-Connected Annealing Processing AI Chips

Artificial intelligence (AI) processing on edge computing in the Internet of Things (IoT) society requires our focus on the Ising model to enable advanced information processing with low-power consumption, small area, and thorough implementation in LSI chips. The configuration is such that the fully-connected interaction layer (memory) and the spin and calculation layers of the Ising model are separated and directly connected in parallel. A stochastic operation is performed in the Ising model because annealing is used to obtain a solution. However, an optimal solution cannot always be obtained using one calculation. Therefore, we devised and implemented the concept of a multi spin-thread by taking advantage of the fact that multiple spin sets and calculation layers are possible. In the multi spin-thread, multiple threads can be calculated simultaneously with spin required for calculation being one thread. Therefore, the state of the other spin-threads can be adjusted to the state of the spin-thread with the smallest Hamiltonian, and a state with a lower Hamiltonian can be searched. This improves the accuracy of the solution. A 28-nm CMOS LSI (AI chip) with 512 spins and eight spin-threads was tested. In a 22-city traveling salesman problem (TSP), the average path length could be reduced by 19% and the dispersion reduced by 70% on average, and the number of cuts in the 512-node max-cut problem could be increased by 1.6% on average and the dispersion reduced by 84%. The time required to obtain the solution was 128 ms.

Following a welcome from Alexandra Breukel, ENMC representative, and the chairpersons of the workshop, Eduardo Tizzano and Laurent Servais, Professor Tizzano gave an overview of the topic.
