1 Investigating the impact of inflation on building materials prices in construction industry

In spite of the advancement in the management of the construction industry, construction projects still facing the issue of cost overrun. Many factors influence the cost overrun but one of the most critical is the inflation rate, which plays a vital role in deviating prices of construction materials during the project lifecycle. Therefore, this study aims to investigate the behaviour of building materials prices and its correlation with the inflation rate. The Spearman test was adopted to measure the correlation between the prices of construction materials and the inflation rate. It was revealed that a significant positive and negative relationship between the inflation rate and the building materials prices exists, indicating that the change in the inflation rate will also affect the prices which will result in deviating the initial budget of a project. The correlation was investigated by the individual materials of cement, steel reinforcement, plumbing works, sanitary fitting, ironmongery, bricks, roofing, ceiling board, paints and plywood. All these materials groups representing an individual industry thus can be concluded that the inflation rate is influencing these industries as well. Therefore, it is essential to consider the inflation rate while calculating the budget at the beginning of the construction projects, with a recommendation to develop a budget estimation model which can incorporate the changing behaviour of the construction materials due to the inflation rate along with other essential parameters in setting up the project budget.

2 An Approach Based on Bayesian Network for Improving ProjectManagement Maturity: An Application to Reduce Cost Overrun Risksin Engineering Projects

The project management field has the imperative to increase the success probability of projects. Expertshave developed several Project Management Maturity (PMM) models to assess project managementpractices and improve the project outcome. However, the current literature lacks models that allowexperts to correlate the measured maturity with the expected probability of success. The present paperdevelops a general framework and a method to estimate the impact of PMM on project performance. Ituses Bayesian networks to formalize project management experts’ knowledge and to extract knowledgefrom a database of past projects. An industrial case concerning large projects in the oil and gas industryis used to illustrate the application of the method to reduce the risk of project cost (or budget) overruns.

3 A knowledge-based expert system to assess power plant project cost overrun risks

Preventing cost overruns of such infrastructure projects as power plants is a global project management problem. The existing risk assessment methods/models have limitations to address the complicated na- ture of these projects, incorporate the probabilistic causal relationships of the risks and probabilistic data for risk assessment, by taking into account the domain experts’ judgments, subjectivity, and un- certainty involved in their judgments in the decision making process. A knowledge-based expert system is presented to address this issue, using a fuzzy canonical model (FCM) that integrates the fuzzy group decision-making approach (FGDMA) and the Canonical model ( i.e. a modified Bayesian belief network model) . The FCM overcomes: (a) the subjectivity and uncertainty involved in domain experts’ judgment, (b) sig- nificantly reduces the time and effort needed for the domain experts in eliciting conditional probabilities of the risks involved in complex risk networks, and (c) reduces the model development tasks, which also reduces the computational load on the model. This approach advances the applications of fuzzy-Bayesian models for cost overrun risks assessment in a complex and uncertain project environment by addressing the major constraints associated with such models. A case study demonstrates and tests the application of the model for cost overrun risk assessment in the construction and commissioning phase of a power plant project, confirming its ability to pinpoint the most critical risks involved ̶ in this case, the complex- ity of the lifting and rigging heavy equipment, inadequate work inspection and testing plan, inadequate site/soil investigation, unavailability of the resources in the local market, and the contractor’s poor plan- ning and scheduling.
