1 Fumbling to the future? Socio-technical regime change in the recorded music industry

In this paper, I draw on the institutional entrepreneurship and sociotechnical imaginaries literature to develop a prospective and actor-centric approach to understanding technological transitions. Empirically, I examine the initiatives that newcomers and incumbents engaged in between 1990 and 2005 to transition the socio-technical regime associated with recorded music. My account reveals the limited ability of these actors to effectively migrate the regime despite initiating several efforts to do so – a pattern of behavior I term the fragility of in- stitutional entrepreneurship. I identify underlying factors for why this is the case and suggest that these can contribute to a regime remaining in a state of flux for an extended period of time. I also demonstrate the emergence of provisional regimes or temporary settlements between actors that either gain traction or are themselves transformed over time. In specifying the micro-processes that unfold as part of such transitions, I provide a complementary perspective to the current theorizing around socio-technical regime migration, and contribute fresh insights to the institutional entrepreneurship and sociotechnical imaginaries literature.

2 At the boundaries of institutional theorizing: Individual entrepreneurship in episodes of regulatory change

We analyse the institutional dynamics surrounding the establishment of independent audit oversight in Germany from 1997 to 2016. Complementing prior works, which have focused on countries where the global demand for independent regulation coincides with the domestic erosion of public trust in professional self-regulation, we investigate regulatory change in a context featuring strong trust in the accounting profession. To analyse the accounting establishment’s response to expanding global standards of accounting regulation and the escalating resistance of small accounting firms, as orchestrated by one individual, we mobilize a Bourdieusian field perspective and the literature on institutional entrepreneurship. By demonstrating how intra-professional conflict has increasingly eroded the establishment’s capital to reproduce its hegemonic field position and keep the regulator at distance, our case provides a counterpoint to prior research, which suggests that oversight is mainly the product of negotiations between a unified profession and the regulatory authority. Examining a rare instance of individual entrepreneurship also enables us to engage in a theory-testing process on the explanatory power of institutional ambiguitiesdthe subjectively perceived ruptures and contradictions within established social arrangementsdfor agency. Our findings suggest that ongoing encounters with institutional ambiguities result in varying disposition to activism. In this way, while acknowledging agency as a cause of field reproduction and change, our analysis shifts attention towards the relational, temporal, and transformational institutional dynamics that constitute distinct modes of agency. By identifying empirical residuals that seem to escape theorization, we also reveal the limits of institutional theorizing.

3 Institutional entrepreneurship enablers to promote circular economy in the European Union: Impacts on transition towards a more circular economy

Circular economy supposes a transformational and radical process of change from a linear to a circular economic model, where every production phase represents a systemic shift at all levels. Nevertheless, CE philosophy is easy to understand but very complex to put into practice. For that reason, using institu- tional entrepreneurship theory, institutional enablers to push the transition to a more CE in the European Union will be analysed. In particular, the impacts achieved by CE strategies are oriented to priority CE goals. Thus, this empirical study based on a public consultation survey uses structural equation modelling to analyse links between institutional entrepreneurship enablers and impacts on CE strategies oriented to main CE goals. The findings support the effectiveness of acting like an institutional entre- preneur to force transformational and radical changes, although differences are found between enablers and the impacts of CE. The paper concludes with some useful reflections for institutions and policy- makers in order to maximise the efforts taken to effect changes at all levels.© 2020 Elsevier Ltd. All rights reserved.

4 HRM institutional entrepreneurship for sustainable business organizations

As businesses experience greater pressures from a variety of stakeholders concerned with promoting a balanced approach to managing the com- peting demands for increased profitability, improved social conditions, and restoring the health of planet earth, new opportunities arise for HRM scholars and professionals to contribute to the pursuit of sustainability. However, the foundational logic of sustainability diverges significantly from the dominant perspective in todays business environment. Building upon the institutional theory literature, we introduce the concept of HRM institutional entrepreneurship to examine the paradoxes and emerging opportunities associated with the urgent need for more sustainable approaches for managing business organizations. As a guide to future work, we describe how the actions of HRM scholars and professionals can stimulate evolution from an HRM philosophy that relies on financial indicators to assess effectiveness towards an HRM philosophy that promotes a tripartite approach to sustainability, showing equal concern for economic, environmental and social performance. Focusing on organizational changes that improve environmental performance, we apply the concept of HRM institutional entrepreneurship to consider ways for HRM professionals to engage internal and external stakeholders in order to create value in organizations pursuing sustainability. Ultimately, activities that constitute HRM institutional entrepreneurship for sustainable business drive the development of capabilities that characterize ambidextrous organizations.

5 The study of institutional entrepreneurship and its implications for transition studies

Innovations accompanying transitions often prompt institutional change if they do not match with existing institutions. Transition studies started to incorporate institutional dynamics into their research, but efforts hitherto remain underdeveloped. In this paper, we systematically re- view the institutional entrepreneurship literature. Based on a reading of 153 empirical cases, we identify trends and biases in the literature and we distil a number of insights for transition studies to engage with.

6 CO2 reduction through digital transformation in long-haul transportation : Institutional entrepreneurship to unlock product-service system innovation

Industrial firms seek to develop offerings that can reduce their negative ecological impact while still being economically viable. Initial studies of these offerings focused on the what and the why. Only recently have studies addressed how to pursue these efforts. The literature generally ignores the underlying mechanisms of how such offerings are created and operated. This paper reports a longitudinal case study of an industrial firms innovative offering. This offering combines heavy duty vehicles and related services for long-haul transportation. It enables road transportation firms to reduce fuel consumption by one quarter and thereby cut CO2 emissions and fuel costs. A multi-theoretical investigation of that offering contributes to the literature by providing: (i) a rich characterization of an industrial organizations offering that combines economic viability with a much lower negative environmental impact; (ii) a chain of underlying mechanisms that enable such an offering to emerge, including activation of institutional entrepreneurship for industrial entrepreneurship; and (iii) an articulation of the value of using multi-theoretical inquiries of ecological industrial offerings instead of seeking a new isolated theory.

7 Promoting sustainable energy: Does institutional entrepreneurship help?

Institutional entrepreneurship research has described and conceptualized dramatic cases of successful institu- tional change. We know less about whether it can help people trying to change institutions, for example, struggling to change the energy system. Do concepts from the institutional entrepreneurship literature offer sustainable energy practitioners insights on the political aspects of their work? And vice-versa: do practitioners have useful insights on the potential and limits of agency in institutional change? The present study contributes to these questions through collaborative inquiry together with government-affiliated organizations with a mission to promote sustainable energy. The results suggest that concepts from the institutional entrepreneurship literature do serve to make practitioners’ implicit competencies explicit and hence a legitimate subject for or- ganizational development and joint learning about the political aspects of energy systems change. We conclude that institutional entrepreneurship appears to require a form of organizing that combines environmental scan- ning, grand strategy and everyday tactical moves on the ground.

8 Digital entrepreneurship and field conditions for institutional change– Investigating the enabling role of cities

Digital entrepreneurship may result in institutional turbulence and new initiatives are frequently blocked by vested interest groups who posit superior financial and relational resources. In this paper, we explore the role of cities in facilitating digital entrepreneurship and overcoming institutional resistance to innovation. Drawing upon two historical case studies of digital entrepreneurship in the city of Stockholm along with an extensive material on the sharing economy in Sweden, our results suggest that cities offer an environment that is critical for digital entrepreneurship. The economic and technological diversity of a city may provide the field conditions required for institutional change to take place and to avoid regulatory capture..

9 Institutional entrepreneurship and infrastructure public-private partnership (PPP): Unpacking the role of social actors in implementing PPP projects

The current infrastructure public-private partnership (PPP) literature overstates the mechanistic requirements of PPPs, but overlooks the social dynamics underlying their implementation. The current study addresses this gap by exploring the activities and strategies several social actors deployed to initiate and implement an airport PPP project in Saudi Arabia. By connecting insights from the PPP and institutional entrepreneurship literatures, two main contributions are made. First, it is demonstrated that the process of institutional entrepreneurship goes well beyond the agentic powers of a few institutional entrepreneurs, and entails the collaborative actions of several actors working across multiple institutional fields. Second, the study emphasizes the importance of theorizing the implementation of PPP projects as a cognitive and a social undertaking in which social actors actively address the institutional and technical constraints that obstruct PPP projects
